All ship staff is regularly medically examined as part of the
employment contract process. Operators have recently
completed a review of the medical screening process and are
enhancing the blood screening of all crew. Records are
maintained in the office personnel files of the enhanced
medical screening, which exceeds all known industry
standards. It is the company intention to be an auditable
trail to these records in the near future.

•Charterers have been inspecting ships to ascertain that they meet their
requirements for many years.
Why an inspection?
•1993, the Oil Companies Maritime Forum (OCIMF)
established a SIRE Programme
•The Chemical Distribution Industry (CDI) has been running a similar
scheme for a number of years.
•2004, OCIMF established the Tanker Management and Self Assessment
(TMSA) scheme.

A VOLUNTERY inspection scheme administered by
OCIMF on behalf of it’s Members
If a ship operator wants to do business with an
OCIMF Member he has to VOLUNTEER!
The scheme is meant to reduce the number of
inspections
The inspection process is standardised using a
Vessel Inspection Questionnaire (VIQ)

It should be recognised that the overall objective of the
inspection is to provide the user of a SIRE Report with a
factual record of the vessel’s condition and standard of
operation at the time of the inspection and, in turn,
allow an assessment of the risk that use of the
vessel might pose.

The Vessel Particulars Questionnaire (VPQ)

VPQ
To keep the inspector’s time on board to a minimum, contains questions relating to the
vessel’s structure or other equipment that generally do not change through the lifetime
of the vessel.
VPQs are submitted electronically to SIRE and thereafter made available on
the SIRE database.
Submission of VPQs by vessel operators is mandatory.
It is important that VPQs are completed with care and updated regularly.

•Hold a Class 1 Deck or Engine certificate of competency
•Have sea service of not less than five years at senior officer rank on board the
tanker type he is accredited to inspect
•Pass a formal written examination
•Pass an on-board audit and undergo periodic re-auditing
•Consistently submit reports of a high standard
•Conduct a minimum number of inspections each year
•Periodically attend refresher courses
