What is youth?
The Youth, i.e. those falling within the age group of
15-29 years constitutes nearly 40% of the total
population of India. This group which is the most
vibrant and dynamic segment of the country’s
population constitutes potentially its most valuable
human resource.
What is youth welfare?
A practice field that focuses attention on issues,
problems, and policies related to the welfare of
youths, and the enhancement of social functioning
of youths.

There are two objectives:
1.It should take up those activities that contribute towards self
expression,personality development, character formation an
citizenship..
2. it should take up those activites that lead to organized action in the
service of the community & the nation
The Ministry of Youth Affairs
and Sports is a branch of the
Government of India which
administers the Department
of Youth Affairs and the
Department of Sports in
India. Anurag Thakur is the
current Minister of Youth
Affairs and Sports followed
by his Deputy Minister Nisith
Pramanik.
Department of Youth
To optimally tap their constructive and creative energies, the Department pursues the twin
objectives of personality building and nation building, i.e. developing the personality of youth
and involving them in various nation-building activities.
As most of the issues concerning young people are the functions of other Ministries/
Departments, like Education, Employment & Training, Health and Family Welfare, etc. the
role of the Ministry of Youth Affairs & Sports is to act as a facilitator and catalytic agent.
Department of Sports
Sports promotion is primarily the responsibility of the various National Sports Federations
which are autonomous.
The role of the Government is to create the infrastructure and promote capacity building for
broad-basing sports as well as for achieving excellence in various competitive events at the
national and international levels.D
The department schemes are geared towards achieving these objectives.
Budget allocation of Ministry of Youth Affairs
and Sports -2023
The Budget allocation for the Ministry of Youth Affairs and Sports
has been increased by 11%in comparison toFY 2022-23.
The Budget allocation is more than three times the budget of
2011-12 and is almost two times the budget of 2014-15.
The Budget allocation for the Department of Sports is Rs. 2462.59
croreagainst the last year’s allocation of Rs. 2254crore andfor the
Department of Youth Affairs is Rs. 934.73 croreagainst the last
year’s allocation of Rs. 808.60 crore
.Major schemes/organisations of the Ministry having substantial
increase of budget outlay this year are
Khelo India (Rs. 1000 crore),
Sports Authority of India (Rs. 785.52 crore),
Nehru Yuva Kendra Sangathan(Rs. 401.49 crore),

Khelo India
Khelo India: National Programme for Development of Sports, branded as Khelo India.
Aim: improving India's sports culture at the grass-root level through organized talent
identification, structured sporting competitions and infrastructure development.
The Khelo India programme is a national scheme launched by the Central Government to
improve the performance of India in sports. It was launched in Delhi in 2018 by former
Sports Minister Col. Rajyavardhan Singh Rathore.Who is eligible for Khelo India?
Khelo India Youth Games (KIYG), formerly Khelo India School Games (KISG), are the
annual national level multidisciplinary grassroot games in India held in January or February
for two categories, namely under-17 years school students and under-21 college students.

Fit India Movement
FIT INDIA Movement was launched on 29th August, 2019 by Hon'ble Prime
Minister with a view to make fitness an integral part of our daily lives.
The mission of the Movement is to bring about behavioural changes and move
towards a more physically active lifestyle.
The launch of Fit India Freedom Run 3.0 took place at the Major Dhyanchand
National Stadium in New Delhi on Sunday morning on the occasion of Gandhi
Jayanti today.
Aim:To promote fitness as easy, fun and free. To spread awareness on fitness
and various physical activities that promote fitness through focused
campaigns. To encourage indigenous sports. To make fitness reach every
school, college/university, panchayat/village, etc.
Target Olympic podium
The Ministry of Youth Affairs and Sports' main initiative, the Target Olympic Podium
Scheme, aims to support India's finest athletes.
The scheme aims to improve these athletes' training so they can win Olympic medals.
In September 2014, the Ministry of Youth Affairs and Sports (MYAS) launched the
Target Olympics Podium Scheme (TOPS or TOP Scheme) in an effort to fulfill India's
aim of winning an Olympic medal at the 2016 (Rio) and 2020 (Tokyo) OlympicsThe
chief objective of the scheme is to provide financial assistance and other help to
athletes in their pursuit of medals in the Olympics and other international sporting
events.
Mission Olympic cell
It is a flagship program of the Ministry of Youth Affairs and Sports.
MOC members from across India, travel to Delhi every month to discuss TOPS related
agendas. During the peak of the COVID-19 outbreak, the meetings were moved to a
virtual platform so that the athletes did not suffer due to delays.MISSION OLYMPIC
CELL
To support, monitor and review progress of athletes in accordance with the training
programs. To take decisions on sudden and unanticipated requirements/needs of
athletes. To communicate regularly with the athletes on their progress, requirements and
perspectives.
The Sports Development Authority of Tamilnadu is the official Sports organ of the Govt.ofTamilnadu. Its role is to
promote sports and physical fitness throughout the state, utilizing resources drawn from the Government ,
SportsAssociations , Sports minded Philanthropists , Institutions and anyone committed to Sports and physical fitness.
Vision :To empower a sustainable sports culture and create world – class sports infrastructure in the state of Tamilnadu
Mission:To promote and encourage quality participation and performance by Tamilnadu Sportspersons at National and
international events through recognition, quality training, support schemes, and world – class infrastructure.
An objective to initiate, formulate , implement and monitor schemes to assist over all personality growth among youth by
way of adventure training , community service, Youth exchange programmes and Programmes to improve over all
