amfAR, AVAC, COC Netherlands, and International Rectal Microbicide Advocates (IRMA) are
pleased to announce new funding for innovative projects in 2014 to advocate fornational and
local-level access to safe, affordable, condom-compatible lubricant in Africa to improve the
provision of HIV prevention services. Organisations that can demonstrate affiliations
withamfAR, AVAC, COC Netherlands, or IRMA in sub-Saharan Africa, including French and
Portuguese-speaking countries, are encouraged to submit relevant proposals.
Seven awards at $5,000 each are available.Each applicant can apply for a $5,000 award to
support project-related costs for 6months. Only one application may be submitted per
individual/organisation. Staff/consultant time may be covered, but proposals requesting
general operating support will not be considered.
Previous GLAM grantees are not eligible.Funding may not be used to purchase lubricant.
Funding recommendations will be announced in early May 2014. Those who are approved for
awards can expect to receive funds to begin activities in June 2014 and completed in November
2014.
Funding Priorities and Areas of Interest
Priority will be given to proposals with innovative projects clearly demonstrating a strategic
plan of action to secure access to safe, affordable, condom-compatible lubricants on a country-

wide level.The GLAM Toolkit, available in both English and French, particularly the advocacy
steps, should be consulted carefully and integrated into the plan to help guide mobilization.
Specific, strategic advocacy efforts with the Global Fund to fight HIV/AIDS, TB and Malaria,
PEPFAR, UNAIDS, and other bilateral donors are encouraged.
Who is eligible to apply for a GLAM Africa community grant?
Organisations based in Sub-Saharan Africa that have a pre-existing linkage to amfAR,
AVAC, COC Netherlands and/or IRMA. These may include past or current amfAR GMT
Initiative African grantees; AVAC’s network in Africa; current COC Netherlands grantees
in Africa and/or African members of IRMA affiliated with organisations.
Registered community-based non-governmental organisations (CBOs/NGOs) GLAM
can support organisations that are not yet formally registered; however, the applicant
organisation will need to partner with a “sponsor” organisation that is legally registered.
Organisations with demonstrated strong management and leadership.
Organisations with capacity to carry out the proposed activities and effectively
manage award funds.
Applications in English, French and Portuguese are encouraged. An English translation
is required for French and Portuguese applications.Applicants may use Google Translate
or another online translation service to produce the English translation.
Previous GLAM grantees are not eligible.
About GLAM and Project ARM
In advance of the 2011 International Conference on AIDS and STIs in Africa, held in Addis Ababa,
Ethiopia, IRMA convened a two-day consultation as part of its Project ARM initiative (Africa for
Rectal Microbicides).Over 40 African advocates and allies met to develop strategies to ensure
substantive African involvement in rectal microbicide research and advocacy. The results were
published in a report “On the Map: Ensuring Africa’s Place in Rectal Microbicide Research and
Advocacy” released at the Microbicides 2010 conference.
The report calls for a set of activities related to research and community mobilization designed
to fully engage Africans, including advocacy for improved access to safe, condom-compatible
lubricants.Specifically, it highlights the need to make safe, affordable, condom-compatible
lubricant available to all Africans who engage in anal intercourse, including GMT (gay men and
other men who have sex with men, and transgender individuals), and heterosexual men and

women. Safe, condom-compatible lubricant should also be made available to people engaging
in vaginal intercourse.
With this Project ARMrecommendation, IRMA, amfAR’sGMT Initiative and AVAC launched the
Global Lube Access Mobilisation in Africa (GLAM – Africa). While increasing access to safe,
condom-compatible lubes for people who engage in anal intercourse is of utmost importance,
GLAM also supports lube access efforts for those who practice vaginal intercourse.
In 2013, amfAR, AVAC and IRMA supported three GLAM projects, one each in Liberia, Nigeria,
and Zambia. Click here for slides that briefly describe these projects.
Because of their commitment to lubricant access, COC Netherlands is partnering with amfAR,
AVAC and IRMA in 2014 to increase the resources available for GLAM Africa lubricant advocacy
in sub-Saharan Africa.
GLAM Africa Review Process
Funding decisions will be based upon recommendations generated by a community-based peer
review involving experts in the region who have the same or similar expertise, perspectives,
and focus on HIV as the applicants. Applicants will be notified of the status of their proposals in
early May 2014, and grants will be disbursed beginning June 2014. Projects are expected to last
approximately 6 months and be completed in November 2014.

amfAR: The GMT Initiative at amfAR, the Foundation for AIDS Research, provides financial and technical support to
community organisations and research entities working to reduce the spread and impact of HIV among gay men,
other men who have sex with men, and transgender individuals (collectively, GMT) in low- and middle-income
countries.
AVAC: Founded in 1995, AVAC is a non-profit organisation that uses education, policy analysis, advocacy and a
network of global collaborations to accelerate the ethical development and global delivery of AIDS vaccines, male
circumcision, microbicides, PrEP and other emerging HIV prevention options as part of a comprehensive response
to the pandemic.
COC Netherlands is the Dutch LGBT movement and an international LGBT human rights organisation. COC has been
working with partner organisation in the global South for over 25 years and facilitates, stimulates, mentors, guides,
finances and connects partners and aligns their efforts with those of other stakeholders including governments,
civil society and the community as a whole. COC collaborates with partners on HIV prevention and health
promotion, empowerment, community building, organisational development and advocacy.
IRMA, International Rectal Microbicide Advocates, is a global network of more than 1,200 advocates, scientists,
policy makers and funders committed to the research and development of safe, effective, acceptable, and
accessible rectal microbicides for the men, women, and transgender individuals that need them. IRMA is based at
AIDS Foundation of Chicago.
