1. Background/Context
Project Justification:
• Weak capacity of Civil Society Organizations (CSOs) and Networks to meaningfully engage government
and other stakeholders on decisions and practices towards sustainable and renewable energy
development. CSOs have inadequate skills and tools for effective advocacy on the development and
adoption of policies, legislation and best practices by government and private sector.
• Additionally, there is absence of a strong civil society voice and convening power to ably hold
government and renewable energy industry players accountable for decisions and practices towards
sustainable and renewable energy delivery.
• Limited access to sustainable and renewable energy alternatives in the Albertine Graben which is
contributing to forest loss and degradation in Uganda
1. Background/Context
• Environmental Alert in partnership with World Wide Fund for Nature – Uganda Country Office is implementing a new
project titled, ‘Increasing access to sustainable and renewable energy alternatives in the Albertine Graben.’
• The goal of the Project is “Communities living in the Albertine Graben have adopted sustainable and renewable energy
alternatives to reduce dependency on biomass for their energy needs”.
• The project has interventions implemented at national, sub-national and local levels to advance increased access to
sustainable and renewable energy alternatives in the Albertine Graben.
Expected outcomes:
A) Influencing Government and Private sector decisions and practices towards sustainable and renewable energy
development to the benefit of women, men and youth.
B) Adoption of effective strategies and practices that support sustainable and renewable energy access in Albertine
Graben.
C) An enabling framework that supports increased financing/ investment for sustainable and renewable energy
development.
About the National Renewable Energy CSO Network
 The National Renewable Energy CSO Network is a loose semi-formal Network with currently 46 profiled
members comprising of civil society organizations, academic institutions, individuals and Networks who
are engaged in the promotion and development of activities and practices in the Renewable energy sub
sector at all levels (i.e. national, local, sub-regional and community).
 It’s a Newly formed Network with an aim of advancing a unified voice and structured joint engagements
with duty bearers to influence policy processes;
 An interim committee is already in place- its role is to discuss the operation and sustainability of the
network;
 A Draft Memorandum of Principles (MoP) has been developed describing the network’s Vision,
Mission/Goal and objectives and related provisions on governance and operations of the network.
 The MoP will be shared with members for further inputs and will approved during the Network’s 1st
General Assembly.
About Environmental Alert
• EA was founded in 1988 and is officially registered Non Government Organization with board.
Thus, in 2018 – EA will make 30 years of contribution to food security and sustainable
environment and natural resources management in Uganda.
• EA is a 1st prize winner of the Energy globe award for environmental sustainability-2005 under
the category, earth.
• EA is a member of the International Union for Conservation of Nature (IUCN) and a Member of
The IUCN National Committee for Uganda.
• EA in 10 years 2016-2025, envisions, ‘Resilient and dignified communities, managing their
environment and natural resources sustainably.’
• EA’s mission is to, ‘Contribute to improved livelihoods of vulnerable communities by enhancing
agricultural productivity and sustainable natural resources management.’
About Environmental Alert
• EA hosts Secretariat for following networks:
a. The Network for Civil Society Organizations in Environment & Natural Resources

Output 1.1: WWF, project CSOs and networks
have capacity to advocate government and
private sector on development and adoption
of policies, legislation and best practices for
sustainable and renewable energy access
(delivers on outcome indicator 1.1)
a) Renewable Energy CSOs and Networks advocacy strategy was
developed;
b) The strategy has been printed for dissemination and sharing with
members
c) A CSOs capacity building plan was developed based on the findings
of the WWF-advocacy capacity needs assessment. The draft plan was
validated by stakeholders and it is to inform the capacity training
workshop for CSOs which is scheduled for 10-12th December, 2018.

recommendations to government on
increasing the share of sustainable and
renewable energy to at least 82% of the
total energy consumption by 2030 in the
Renewable Energy Policy for Uganda
(delivers on outcome indicator 1.1)
A CSO and Networks Position Paper was submitted to MEMD. It highlights
key policy gaps and recommendations for consideration in the revision of the
Renewable Energy Policy for Uganda (2007 - 2017).
Follow up are planned to influence the content in the revised policy.

policy reforms on improving
renewable energy access,
energy efficiency and
conservation (delivers on
outcome indicator 1.1)
A Consolidated Renewable Energy CSOs and Networks Annual Performance Report,
FY 2017/18 and Position Paper, FY 2017/18 was finalized and are due for publication
and targeted dissemination moving forward.
28 Civil Society Organizations & Networks submitted their individual reports, which
were consolidated into one report. The annual financial contribution to the tune of
USD 20,725,238.
Both documents provide key issues and recommendations for consideration by duty
bearers as part of the rolling planning cycles.

undertaken awareness
campaigns to promote use
of efficient, clean cooking
and lighting alternatives at
national level and in at
least 20 districts in the
Albertine Graben (delivers
on outcome indicator 2.2)
Enhanced awareness on renewable energy issues (access for all, sustainable utilization –
energy efficiency, …) through 3 interactive radio programs (…..) and 58 Spot messages and
58 Energy moments broadcasted on three radio stations (CBS, Simba radio and Radio One)
– reaching about 90,000 Listeners and related stakeholders participation in the Energy
week 2018. Additionally, 124 T-shirts were printed and distributed to key stakeholders who
participated in the Energy Week – 2018. These passed on key messages on renewable
energy i.e. “Making Renewable Energy Alternatives affordable towards Sustainable Energy
for All and Universal Access to Energy in Uganda.’
The National campaign on renewable energy using data driven advocacy campaign is in
advanced stages. This is being implemented in partnership with TRAC FM. It involved
participation of CSOs and Networks representatives in the design of Advocacy Campaign
Plan and implementation. Information/data generated will inform advocacy engagements

Clarified coordination mechanisms and structured engagements for CSOs and Networks in renewable energy
sub-sector at the national, sub region and community levels.
Thus, a National CSO Network on Renewable Energy was formed. It’s a loose semi-formal Network targeting
at galvanizing a common voice with structured and coordinated joint engagements to influence policy
formulation and implementation at the national and sub-regional levels; (46 members were involved and

Discussions with Potential development partners (e.g. GIZ,…) has started to further support this initiative.
Contributed through mobilization and participation of 125 CSOs and Networks in the development of the
National CSOs Position on Conference of Parties (CoP) 24 with issues and recommendations for consideration
by Uganda’s representatives in CoP 24, Kwatowice, Poland- 2nd -14th December 2018. This was through CAN-

practices that support sustainable and renewable energy access in Albertine Graben

A Study report and Policy brief on unlocking investment/ financing for sustainable and
renewable energy access in Uganda was finalized and is due for publishing. Available

Both documents present a wealth of information in respect to key issues and related
alternative policy and practice recommendations for consideration in the policy making
processes at the national and local level (planning & budgeting).
This will inform the subsequent joint lobby and advocacy engagements at National
and sub-regional levels through the National CSO Network on Renewable energy
moving forward.
Outcome 3: Government and private sector have put in place an enabling framework that supports increased financing/
investment for sustainable and renewable energy development
3. Challenges during implementation
a) Changing priorities of the duty bearers e.g. Ministry of Energy and Mineral Development (MEMD),
when they cancelled the National Biomass Dialogue for 2018!
b) Limited space for CSOs to effectively engage in Energy sector planning process at the National level e.g.
the annual joint sector review, sector working group;
c) Abrupt changes in dates for key strategic engagements by duty bearers e.g. sudden change in dates for
the Joint Energy Sector Review, 2018 – rendered the CSOs and Networks inadequately prepared effective
participation;
d) Delayed funds disbursement also resulted in delayed implementation and in some cases it compromised
our timing and implementation cycle with that for the other duty bearers (e.g. MEMD, Ministry of Finance,
Planning and Economic Development,…). Thus, some activities were rendered irrelevant!
4. Adaptive management
i) The CSO performance assessment report FY 2017/18 and the position paper will be
published and disseminated targeting the key stakeholders at all levels. It will help in
highlighting the contribution of CSOs and Networks in the renewable Energy Sector and
possibly this will open space for CSOs and Networks participation in policy and decision
making spaces at the national and local level
ii) Continuous engagement of CSOs in Network activities to reflect, appreciate and
understand the approaches and mechanisms (through innovations approaches) for
value adding engagement in the Renewable energy policy formulation and decision
making process.
5. Gender Mainstreaming, Livelihood improvement and RBA
a. The project activities are implemented with consciousness ensuring that gender aspects/issues are
identified, presented and discussed e.g. during consultations and data collection thus, facilitating the
analysing of issues with a gender lens.
b. Balanced Representation and participation of the different gender categories (women, men, youth)
was pursued.
c. Different engagements/meetings with key stakeholder representation including duty bearers, women
and youth using a human rights based approach provided an opportunity to share views and
concerns.
d. Gender disaggregated data integrated at all reporting levels.
7. Sharing of Lessons Learned
a) Its good to plan engagements linked/feeding into policy and planning process by the duty bearers.
But these should not entirely depend on the duty bearer, because when the duty bearer changes
priorities its difficult to implement the planned activities.
The project implementation is on course, thus most of the annual targets were achieved. However, moving
forward the key emerging issues (challenges/limitations, opportunities and learnings) will be considered in
the subsequent Work Plan and Budget 2019 for Environmental Alert led activities/outputs under the Clean
Energy Project implemented in collaboration with WWF-UCO with financial support from NORAD.
8. Conclusion
Environmental Alert led Clean Energy Project Activities – Progress against set outcomes, outputs and targets; Key Challenges, adaptive management strategies, gender mainstreaming and Lessons learned.

Background/Context Project Justification: • Weak capacity of Civil Society Organizations (CSOs) and Networks to meaningfully engage government and other stakeholders on decisions and practices towards sustainable and renewable energy development. CSOs have inadequate skills and tools for effective advocacy on the development and adoption of policies, legislation and best practices by government and private sector. • Additionally, there is absence of a strong civil society voice and convening power to ably hold government and renewable energy industry players accountable for decisions and practices towards sustainable and renewable energy delivery. • Limited access to sustainable and renewable energy alternatives in the Albertine Graben which is contributing to forest loss and degradation in Uganda
  • 4. 1. Background/Context • Environmental Alert in partnership with World Wide Fund for Nature – Uganda Country Office is implementing a new project titled, ‘Increasing access to sustainable and renewable energy alternatives in the Albertine Graben.’ • The goal of the Project is “Communities living in the Albertine Graben have adopted sustainable and renewable energy alternatives to reduce dependency on biomass for their energy needs”. • The project has interventions implemented at national, sub-national and local levels to advance increased access to sustainable and renewable energy alternatives in the Albertine Graben. Expected outcomes: A) Influencing Government and Private sector decisions and practices towards sustainable and renewable energy development to the benefit of women, men and youth. B) Adoption of effective strategies and practices that support sustainable and renewable energy access in Albertine Graben. C) An enabling framework that supports increased financing/ investment for sustainable and renewable energy development.

About the National Renewable Energy CSO Network  The National Renewable Energy CSO Network is a loose semi-formal Network with currently 46 profiled members comprising of civil society organizations, academic institutions, individuals and Networks who are engaged in the promotion and development of activities and practices in the Renewable energy sub sector at all levels (i.e. national, local, sub-regional and community).  It’s a Newly formed Network with an aim of advancing a unified voice and structured joint engagements with duty bearers to influence policy processes;  An interim committee is already in place- its role is to discuss the operation and sustainability of the network;  A Draft Memorandum of Principles (MoP) has been developed describing the network’s Vision, Mission/Goal and objectives and related provisions on governance and operations of the network.  The MoP will be shared with members for further inputs and will approved during the Network’s 1st General Assembly.
  • 6. About Environmental Alert • EA was founded in 1988 and is officially registered Non Government Organization with board. Thus, in 2018 – EA will make 30 years of contribution to food security and sustainable environment and natural resources management in Uganda. • EA is a 1st prize winner of the Energy globe award for environmental sustainability-2005 under the category, earth. • EA is a member of the International Union for Conservation of Nature (IUCN) and a Member of The IUCN National Committee for Uganda. • EA in 10 years 2016-2025, envisions, ‘Resilient and dignified communities, managing their environment and natural resources sustainably.’ • EA’s mission is to, ‘Contribute to improved livelihoods of vulnerable communities by enhancing agricultural productivity and sustainable natural resources management.’
  • 7. About Environmental Alert • EA hosts Secretariat for following networks: a. The Network for Civil Society Organizations in Environment & Natural Resources Sector (ENR-CSO Network) http://enr-cso.org/ ; b. Uganda Forestry Working Group http://ufwg.envalert.org/; c. The Standards Development Group; and d. Promoting Local Innovation in ecologically oriented agriculture and natural resources management (PROLINNOVA-Uganda Network) http://www.prolinnova.net/Uganda;

Output 1.1: WWF, project CSOs and networks have capacity to advocate government and private sector on development and adoption of policies, legislation and best practices for sustainable and renewable energy access (delivers on outcome indicator 1.1) a) Renewable Energy CSOs and Networks advocacy strategy was developed; b) The strategy has been printed for dissemination and sharing with members c) A CSOs capacity building plan was developed based on the findings of the WWF-advocacy capacity needs assessment. The draft plan was validated by stakeholders and it is to inform the capacity training workshop for CSOs which is scheduled for 10-12th December, 2018. Outcome 1: Civil society in partnership with other agents of change is transforming government and private sector decisions and practices towards sustainable and renewable energy development to the benefit of women, men and youth

Output 1.2: WWF and project CSOs and networks have provided policy recommendations to government on increasing the share of sustainable and renewable energy to at least 82% of the total energy consumption by 2030 in the Renewable Energy Policy for Uganda (delivers on outcome indicator 1.1) A CSO and Networks Position Paper was submitted to MEMD. It highlights key policy gaps and recommendations for consideration in the revision of the Renewable Energy Policy for Uganda (2007 - 2017). Follow up are planned to influence the content in the revised policy. Outcome 1: Civil society in partnership with other agents of change is transforming government and private sector decisions and practices towards sustainable and renewable energy development to the benefit of women, men and youth

Output 1.5: WWF, project CSOs and networks have mobilized CSOs, development partners and renewable energy industry players to advocate for energy policy reforms on improving renewable energy access, energy efficiency and conservation (delivers on outcome indicator 1.1) A Consolidated Renewable Energy CSOs and Networks Annual Performance Report, FY 2017/18 and Position Paper, FY 2017/18 was finalized and are due for publication and targeted dissemination moving forward. 28 Civil Society Organizations & Networks submitted their individual reports, which were consolidated into one report. The annual financial contribution to the tune of USD 20,725,238. Both documents provide key issues and recommendations for consideration by duty bearers as part of the rolling planning cycles. Output 2.2: WWF, project CSOs and networks have undertaken awareness campaigns to promote use of efficient, clean cooking and lighting alternatives at national level and in at least 20 districts in the Albertine Graben (delivers on outcome indicator 2.2) Enhanced awareness on renewable energy issues (access for all, sustainable utilization – energy efficiency, …) through 3 interactive radio programs (…..) and 58 Spot messages and 58 Energy moments broadcasted on three radio stations (CBS, Simba radio and Radio One) – reaching about 90,000 Listeners and related stakeholders participation in the Energy week 2018. Additionally, 124 T-shirts were printed and distributed to key stakeholders who participated in the Energy Week – 2018. These passed on key messages on renewable energy i.e. “Making Renewable Energy Alternatives affordable towards Sustainable Energy for All and Universal Access to Energy in Uganda.’ The National campaign on renewable energy using data driven advocacy campaign is in advanced stages. This is being implemented in partnership with TRAC FM. It involved participation of CSOs and Networks representatives in the design of Advocacy Campaign Plan and implementation. Information/data generated will inform advocacy engagements Outcome 2: Government, private sector, civil society actors and local communities have adopted effective strategies and practices that support sustainable and renewable energy access in Albertine Graben.

Output 2.5: WWF and project CSOs and networks have established strategic partnerships for delivery of sustainable and renewable energy solutions in the Albertine Graben (delivers on outcome indicator 2.3) Clarified coordination mechanisms and structured engagements for CSOs and Networks in renewable energy sub-sector at the national, sub region and community levels. Thus, a National CSO Network on Renewable Energy was formed. It’s a loose semi-formal Network targeting at galvanizing a common voice with structured and coordinated joint engagements to influence policy formulation and implementation at the national and sub-regional levels; (46 members were involved and consulted in this process). Contributed through mobilization and participation of 125 CSOs and Networks in the development of the National CSOs Position on Conference of Parties (CoP) 24 with issues and recommendations for consideration by Uganda’s representatives in CoP 24, Kwatowice, Poland- 2nd -14th December 2018. This was through CAN- Uganda and others CSOs and Networks. Output 3.1: WWF, project CSOs and networks have advocated government to provide incentives to unlock private sector investment/ financing for sustainable and renewable energy access in Uganda (delivers on outcome indicator 3.1) A Study report and Policy brief on unlocking investment/ financing for sustainable and renewable energy access in Uganda was finalized and is due for publishing. This will inform the subsequent joint lobby and advocacy engagements at National and sub-regional levels through the National CSO Network on Renewable energy moving forward. Outcome 3: Government and private sector have put in place an enabling framework that supports increased financing/ investment for sustainable and renewable energy development

Challenges during implementation a) Changing priorities of the duty bearers e.g. Ministry of Energy and Mineral Development (MEMD), when they cancelled the National Biomass Dialogue for 2018! b) Limited space for CSOs to effectively engage in Energy sector planning process at the National level e.g. the annual joint sector review, sector working group; c) Abrupt changes in dates for key strategic engagements by duty bearers e.g. sudden change in dates for the Joint Energy Sector Review, 2018 – rendered the CSOs and Networks inadequately prepared effective participation; d) Delayed funds disbursement also resulted in delayed implementation and in some cases it compromised our timing and implementation cycle with that for the other duty bearers (e.g. MEMD, Ministry of Finance, Planning and Economic Development,…). Thus, some activities were rendered irrelevant!
  • 15. 4. Adaptive management i) The CSO performance assessment report FY 2017/18 and the position paper will be published and disseminated targeting the key stakeholders at all levels. It will help in highlighting the contribution of CSOs and Networks in the renewable Energy Sector and possibly this will open space for CSOs and Networks participation in policy and decision making spaces at the national and local level ii) Continuous engagement of CSOs in Network activities to reflect, appreciate and understand the approaches and mechanisms (through innovations approaches) for value adding engagement in the Renewable energy policy formulation and decision making process.
  • 16. 5. Gender Mainstreaming, Livelihood improvement and RBA a. The project activities are implemented with consciousness ensuring that gender aspects/issues are identified, presented and discussed e.g. during consultations and data collection thus, facilitating the analysing of issues with a gender lens. b. Balanced Representation and participation of the different gender categories (women, men, youth) was pursued. c. Different engagements/meetings with key stakeholder representation including duty bearers, women and youth using a human rights based approach provided an opportunity to share views and concerns. d. Gender disaggregated data integrated at all reporting levels.
  • 17. 7. Sharing of Lessons Learned a) Its good to plan engagements linked/feeding into policy and planning process by the duty bearers. But these should not entirely depend on the duty bearer, because when the duty bearer changes priorities its difficult to implement the planned activities. The project implementation is on course, thus most of the annual targets were achieved. However, moving forward the key emerging issues (challenges/limitations, opportunities and learnings) will be considered in the subsequent Work Plan and Budget 2019 for Environmental Alert led activities/outputs under the Clean Energy Project implemented in collaboration with WWF-UCO with financial support from NORAD. 8.
