This maintenance contract services 533km of State Highways and was awarded to Downer in July 2014 and
operates out of their New Plymouth office. Working with NZTA’s Regional Senior Network Manager and the NOC
Contract Manager, the services and support provided by Keith included Asset Management functions including
preparation of Annual Plan elements, Forward Works Programmes in RAMM, Project Management of consultants
undertaking deterioration modelling using dTIMS and Junoviewer, undertaking SCRIM IL verification and

South Taranaki District Local Roading Network Management Contract 09/13 (2013)
This contract for professional services was awarded to Spiire when known as CPG and followed on from the
successful and long running 04/RP1 contract. Services and support provided by Keith included Project Management,

Development of PFR preferred option leading to step-back discovery of higher benefit alternative road and bridge
alignment options along with reassessment of a feasible Do-Minimum bridge replacement methodology to maintain
traffic flow and mitigate major long term diversions. Covering geometrics to Austroads and State Highway Design
Standards, economic evaluation, CAS accident analysis, development of risk register, social and environmental
screening of options, land severance mitigation measures, preparation and implementation of public consultation

SH2 Manawatu Hill Realignment D&PD, Manawatu NZ, $10M 2.7km (2009)
MX Geometrics Realignment of 2.7km section of substandard steeply graded road carrying in excess of 6000
vehicles AADT. New alignment features 4 intersections, 2 full length passing lanes, new 100m + span bridge
structure over Manawatu River. Designed in 2001 but shelved due to programme and funding constraints.
SH30 Apirana Road I&R, Rotorua NZ, $2M 0.9km (2009)
MX Geometrics Realignment of substandard right turn facility with high accident rate. Road carrying in excess of
3000 vehicles AADT. Responsible for I&R stage development of PFR and analysis of options including geometrics,
economic evaluation, elemental cost breakdowns, accident analysis, set up of risk register, sensitivity analysis etc.
All outputs feeding in to Scoping and Scheme Assessment Reports.
NZTA Survey Standard Respecification (2007)
Development of a Drawing eXchange File (DXF) template for presentation of surveys carried out to NZTA minimum
standard Z/16 and Professional Services Guidline PSG/10 including recommendations to improve the standard

SH3 Pukearuhe Road Intersection widening D&PD, New Plymouth NZ, $91k 0.6km (2006)
Redesign prior to MSQA stage of scheme produced by other consultants. Rebuilt string survey model in MX and
determined extent of additional survey to design a solution to the substandard design of vertical visibility of crest
curve in vicinity of intersection. Unable to achieve full standard compliance, but rectified potential serious design
deficiency.
A1073 Spalding to Eye improvement, Lincolnshire UK, $90M 22km (2002)
Project Management and MX Geometrics Conceptual into detail design phase for rural scheme in prime arable
fenland comprising two village and one town bypass linked by new single carriageway, designed to enable
conversion to dual carriageway in the future. Also incorporating four multi-lane roundabouts, multiple at-grade
intersections and a major bridge over Roman canal. Designed swale drain system incorporating inverted syphon
treatments for field accesses. Developed and implemented a combined communication and land ownership
database to cope with 750+ affected parties approached through major public participation exercises.

Scoping and procurement of Traffic Study and modelling contract on behalf of NZTA Planning and Investment
Department. This site, which has existing traffic conjestion issues forms part of a larger structure plan focus area of
study extending several kilometres incorporating the adjacent town of Kerikeri. Modern technology in the form
BlipTrack Bluetooth roadside detection will provide valuable Origin and Destination data for use in subsequent traffic
modelling.
A16 Trunk Road Boston Signalisation, Lincolnshire UK, $2.1M 2.5km (1998)
Detail design, contract preparation and supervision of multi-disciplinary joint Highways Agency and County Council
managed multi-lane urban ring road project, including SCOOT linked signalisation of roundabouts, intersections and
new combined pedestrian / cycle crossing facilities (Toucan crossings) Required coordination of multiple sub-
contractors. Innovative use of computers to create an automated link between the design and the bill of quantities.

Bridge Improvements | Manawatu District Council, NZ $200K NZ (2012)
Bridge S114A – Project aim was to ease entry onto the bridge from the northern end. Works comprised alterations to
the deck and abutment to ease the inside of the bend. Bridge S107B – Heavy traffic was finding the combination of
minimal carriageway width and horizontal curvature difficult to negotiate. Project comprised design a slight widening
of trafficable carriageway while ensuring vehicular and pedestrian safety was not compromised. Elements included
temporary traffic management, part removal of existing kerbing, dismantling and removal of existing guardrails,
fabrication of structural steelwork to support insitu concrete deck widening and bridge deck barriers, erection of new
bridge deck barriers and terminals, temporary works associated with these activities.
Stoney River Bridge Replacement | NZ Transport Agency $2.8M (2010)
Preparation of Scheme Assessment Report (SAR) comprising the Investigation and Reporting (I and R) phase for
replacement options of scour damaged high risk bridge and improving the alignment at the SH45 Hangatahua
(Stoney) River bridge (with bridge replacement ) to address route security, out of context geometrics and safety on
State Highway 45 south of New Plymouth, approximately 1km Southwest of Okato.
SH44 Huatoki Stream Bridge Strengthening DandPD, New Plymouth NZ, $400k 0.2km (2010)
Project Management assistance with NZTA process compliance for design and contract documentation of
strengthening scheme to cater for heavy haul payloads in excess of 500 tonnes, comprising the removal of nine
existing 16m precast double hollow core deck units on the dual carriageways north-east bound traffic lanes and
replacement with new solid precast deck units on existing abutments.

Paraparaumu Airport Runway upgrade, NZ (2011)
Runway extension, widening and partial reconstruction to cater for larger aircraft. Responsible for the geometric
design of extended section and remedial / upgrade works to existing runway to tighter vertical transitional tolerances
necessary for larger aircraft. Work in accordance with CAA NZ Advisory Circulars relating to aerodrome design and
Airways New Zealand Specifications.
RAF Wittering, UK (2003)
Design of training runway for VTOL military aircraft based on geometry of Aircraft Carrier. Design included taxiways,
parking stands, runway surface, take-off ramp, pavement design to cater for extreme loadings imposed during bad
landings, concrete slab design incorporating holding down hardware, lighting and associated drainage.
Sheffield City Airport, UK (1997)
Team member working on the detailed design and construction supervision of a new city airport on reclaimed
brownfield site. Works included main runway, taxiways, new terminal building infrastructure and new access road.
Extensive earthworks design was necessary to form the approach and side control surfaces and accommodate
adjacent active major industrial facilities.
