Executive Summary
Ebenezer Everts willed the land for what became the Everts School, stipulating that the
land always be used for a place of learning and community. The creation of a Pickaway
County Cultural Arts Center honors and extends the legacy of Ebenezer Everts and
fulfills the zoned uses.
The Pickaway County Cultural Arts Center is endorsed by the local 501(c)(3) arts
organization ArtsaRound. The Pickaway County Cultural Arts Center is a community
place of artistic and cultural expression, enrichment, education, recreation, and
wellness. The Cultural Arts Center honors and embraces the rich cultural heritage of
Pickaway County. Visitors of all ages, including the senior residents next door in the
main Everts building, are encouraged to join in the Center’s activities and operations.
The Pickaway County Cultural Arts Center offers a unique blend of arts and recreation.
Located in a low-moderate income neighborhood, the Cultural Arts Center enhances the
community and the quality of life. The Cultural Arts Center can contribute positively in
regards to the economic impact on the local area. Partnerships with the Arts Center
provide added connections with and benefits to the local community. Free and low cost
programming options are a cornerstone of the Center.
Substantial government funding is available to the Pickaway County Cultural Arts
Center, for both capital improvements and operations, due to its cultural arts and
community concept, local economic need, and to prevent neighborhood blight.
Sustainability can be achieved through a combination of private, local, and government
funding.

History of the Everts Land
Prior to 1849, Ebenezer Everts was a schoolteacher in a house on approximately four
acres of land that would later become the site of the Everts School. In 1850, Circleville
was a growing community in need of a local school house. Mr. Everts had willed the
land for use as a place of learning and community. In 1851, Circleville purchased this
land, built what would eventually become known as the Everts School, thus fulfilling the
legacy of Ebenezer Everts (Cress, Virgil M., History of Circleville Schools 1810 – 1976.
The Pickaway County Historical Society: 1979, p. 97). Decades, changes, and
additions later, the school is now moving to a new phase: the creation of the Pickaway
County Cultural Arts Center in the Everts building, which will honor and extend the
legacy of Ebenezer Everts by being a community place of continued learning.
Pickaway County Cultural Arts Center Concept Defined
The Pickaway County Cultural Arts Center, endorsed by ArtsaRound, Pickaway
County’s arts support organization, will be a community place of artistic and cultural
expression, enrichment, education, recreation, and wellness.
The Mission of the Pickaway County Cultural Arts Center is: “To inspire, enrich, and
enhance through the Arts!” The tagline for the Cultural Arts Center is: “Arts for Fun!
Arts for Life!” The Vision of the Pickaway County Cultural Arts Center is: “Bringing the
Arts to Pickaway County and beyond.” The Cultural Arts Center will become a premier
attraction for Pickaway County, for Ohio, and for the Midwest region.
From fine arts to drama, ping pong to meditation, healthy food preparation to local
history, the Pickaway County Cultural Arts Center will offer a wide variety of classes,

workshops, performances, demonstrations, and exhibits. There will be opportunities to
learn, play, socialize, and build strong families. Recreation, athletics, fitness, wellness,
and other activities and events will be represented through the gymnasium spaces and
elsewhere in the building. A community center area, the “Lounge,” will be located in the
upper level of the Gymnasium, open during facility hours free of charge, stocked with
games and activities that friends and families can enjoy.
The Cultural Arts Center will honor and embrace the rich cultural heritage of Pickaway
County. Visitors will learn about and gain appreciation of local culture, heritage, and the
Arts. Participants will have opportunities to share their talents and knowledge, interact
with one another, build new relationships, and satisfy their curiosity with similarly
interested people. The Cultural Arts Center will be a place of purpose, an outlet for
sharing, connecting, welcoming, and understanding.
Visitors of all ages will be encouraged to join in the Center’s activities and operations.
Programs will be scheduled for toddlers, preschoolers, school age kids, teens, families,
adults, and seniors. The Senior residents of the WODA housing facility located in the
main Everts building will enjoy classes and workshops for their interests. Volunteer
opportunities will provide Seniors with a positive way to stay active and involved with the
local community.
Partnerships with local organizations, groups, and individuals will provide programming
that address specific needs for the local community and address the interests of various
age groups. Educational programs, support group meetings and events, and health and
wellness workshops and meetings will all have a home in the Cultural Arts Center. Free

exhibits and gallery events will be a cornerstone of the Cultural Arts Center. Classes
will be offered for low to modest costs, with a sliding scale option regarding fees.
Funding of the operations of the Cultural Arts Center will be multi-faceted, including
program and membership fees, grants, private donations, fund-raising campaigns, and
government funding. Facility rentals, especially of the Gymnasium space, will provide
additional funding to contribute to maintenance and operational costs. Various
organizations may choose to partner with the Cultural Arts Center, to the extent of
locating offices within the facility, hosting meetings and events, and contributing to the
operations of the facility.
If this proposal is adopted by the City of Circleville, it is recommended that consultation
be made as soon as possible with Carolyn Thurman and Mary Oakley of the Ohio
Development Services Agency for guidelines regarding facility maintenance and
upgrades. They have reviewed a brief outline of this proposal and find it fits
requirements for funding. The ODSA considers the project to be worthy of investment.
Potential funding depends on cooperation with the ODSA and adherence to the
Secretary of the Interiors Standards for Rehabilitation. Additionally, Senator Troy
Balderson is aware of this project and understands the potential request for inclusion in
the pending State Capital Budget, Fiscal Years 2017-2018. Chris Bruner of the Ohio
Facilities Construction Commission confirmed that local match dollars for the state
funding may be met by value of the existing building and land. Author of this Proposal
would be available to assist with those conversations and pursue grant funding.

The Pickaway County Cultural Arts Center Project - Why at Everts?
The Everts “Annex” is specifically desirable as the location for the Pickaway County
Cultural Arts Center for the following reasons:
 It is centrally situated in the city, in the heart of closely located houses.
 Many residents with limited transportation will have easy walking access to use
the facility.
 The facility is so large that multiple activities and events can be scheduled at the
same time, increasing the opportunities for community residents to participate.
 It will generate programs and activities attracting a wide range of ages due to the
flexibility and variety of activity offerings.
 It will honor the legacy of Ebenezer Everts by continuing the community,
educational focus.
 It will meet the zoned uses for the Everts land as a public, educational, cultural,
wellness, and learning site.
 The large garage doors in the industrial spaces provide easy access for artist
materials and oversize display items.
 The gymnasium is an acknowledged state-of-the-art athletic facility that will
continue to be a viable source of community recreation for many years to come
with proper care and maintenance.
 It will be eligible for government funding, applicable for capital improvements as
well as operations, provided it does not become part of a religious affiliation.

 Investment in the building itself will increase the pride residents feel for their
neighborhood and allay concerns of what will happen to the building and
property.
 The central location is easily accessed from main streets.
 It will provide job and volunteering opportunities for nearby residents who may
have difficulty traveling to other work locations.
 It will provide volunteering opportunities for the Senior residents in the WODA
facility, enhancing their lives, the value of their apartments, and it will provide the
Center with a pool of potential volunteers who will be vital to fulfilling the Center’s
mission.
 It will provide local children a place of belonging, safety, and enrichment.
 It will offer the Senior residents of the WODA housing facility the opportunity to
be active and engaged, stay connected to younger generations, interact with the
community, and share their talents, knowledge, and time.
 It will provide families a readily accessible place for un and safe opportunities to
strengthen family bonds, interact with each other in positive ways, and to build
happy memoires.
 It will have access to the PICCA cafeteria, enabling full-day programs and other
special events where meal availability would be advantageous and provide
added value to events.
 Pending designation on the National Historic Registry will increase the likelihood
of receiving sizable state and federal funds, specifically designated for such sites.

 The pride and history affiliated with the Everts School will transfer to the
building’s new use as a Cultural Arts Center, continuing to enhance and enrich
the ambience of Circleville.
 The central location makes the Cultural Arts Center a marketable attraction for
bringing visitors to the County, encouraging the designation of Circleville as a
Heritage Tourism Destination, an important economic asset.
 The transformation of the football field to parking spaces positively impacts the
ease of access to activities in the facility and makes large events attractive to
various vendors and organizations.
 It will provide local businesses and industries a catalyst for enticing further
investments in this community as Circleville further develops attractions and
amenities.

The range of potential programming is varied. The choices provide a myriad of options
for designing the most effective offerings, as well as introducing novel and unique
opportunities for enrichment and learning for the community. The listings are divided
into two categories: The Arts - A to Z generally conducted in the art and music spaces,
with some of the larger arts activities better suited to the Gymnasium; Recreation and
Athletic Offerings are intended for the Gymnasium spaces.

There are four components that describe the overall Community Benefits: The 5
Touchpoints, Target Markets, Benefits to the Community, and Economic Benefits.
The 5 Touchpoints
The Pickaway County Cultural Arts Center would reach out to the community through
five main points: the Arts, Recreation, Wellness, Learning and Belonging. Every visitor
and participant in the Cultural Arts Center would experience a sense of community
through the programs, activities, and ambience of the facility, as Ebenezer Everts so
desired.
Target Markets for the Pickaway County Cultural Arts Center
The Cultural Arts Center lends itself to reaching five main audience groups and sub-
groups:
 Kids and Students: Young Moms with Toddler(s)/Preschooler(s); Elementary-age
Kids; Middle School and High School Students; College Students;
 Families, including Home-Schooling Families;
 Young and Middle-age Professionals, including Single/Professionals New to the

Young Moms with Toddler(s)/Preschooler(s):
Young moms need safe places and activities to engage and entertain their young
child(ren). Moms need connections with other moms and support for this family life
stage. Classes together, mom with child, encourage enjoyment, recreation, bonding,
and relaxation. Toddlers and preschoolers are creating and constructing the world
around them and love to explore. Although toddlers and preschoolers mostly engage in
parallel play, socialization is an important aspect to the growing child.
Elementary-age Kids:
Elementary students have creative, musical, artistic talents and desires that are
generally uninhibited. They want to try Art and it’s all fun! It’s okay to be messy, to try
something different, and to do things with friends. Elementary students are often eager
to bring Mom and Dad to see their products, view their performances, and be involved
with them in a process they have some control over. Young artists are willing and eager
to sample the variety of the arts. Elementary kids are increasing their levels of
independence as they age towards their teen years. With this independence of spirit,
they also desire to express themselves as unique.
Middle School and High School Students:
By the “tween” and teen years, students have already developed certain artistic,
creative, and musical skills and attitudes. They now see artistic expression as a means
of building their unique identity. They may see the Arts as part of their personality.
The middle school and high school students are more serious about their approach to
the Arts. They may be thinking of following an Arts related career path. These older

students may want to interact with younger kids and get them excited about the Arts by
sharing their talents. High school students, especially, may volunteer as part of their
service to community or as a service project. Middle schoolers and high schoolers can
participate in formal art displays.
College Students:
Young adults, particularly those seriously pursuing arts paths, visit arts venues to see
and interact with the variety of activities and displays. The college student may be
studying art as a career or as a serious hobby. This student may have considerable
arts background and rich experiences, including travel to notable arts venues. They
may want to become involved in the operation of the arts center, as an intern, for field
experience, as a volunteer, or even as an instructor. The college student may bring
along college friends to visit, view exhibits, participate in classes and events, socialize,
and share interests and opinions through the medium of the arts center. The college art
student would desire to participate in displays and exhibits.
Families, including Home-Schooling Families:
Families need something to do that’s not expensive, and offers a level of activity,
entertainment, and interaction that movies or other static activities do not offer. Young
families need a safe environment, with a positive atmosphere. Young families seek
creativity and imagination, as well as fun and purpose. Young families search out ways
to connect and bond within the family unit.
Home-schooling families seek novel and creative ways to engage their children in
learning. Home-schooling families seek venues that provide a safe, nurturing, and
welcoming environment for interaction with other home-schooling families.

Young and Middle-age Professionals, including Single/Professionals New to the
Community:
Young professionals see the Arts as offering many benefits: relaxation; inspiration;
escape from the “high tech” world; connecting with heritage and lost arts; appreciation
of beauty and aesthetics; and a way to connect with others in the community who share
common interests. Young professionals may have a creative spirit or talents they desire
to further develop.
Young to middle-age professionals (without children) have the time available at this
stage of life to be involved in various aspects of the arts center. Single individuals, new
to the community, may share many of the same traits as the young professional. High
on their list, the singles are looking to connect with others in the community in a relaxed
atmosphere, where the value is in the shared connections between people.
Retired Citizens, including the WODA housing residents:
This large population group includes retired citizens, empty-nesters, grandparents, and
the WODA housing residents. The members of this group want meaningful, joyful
experiences, and socialization opportunities, especially with multiple generations. They
want to connect with others of similar interests, such as a love for the arts. They also
enjoy meeting others who offer unique contributions.
Older adults have considerable talents, skills, knowledge, and history to share. They
want to feel worthwhile and needed. They enjoy interacting in a positive atmosphere,
challenging themselves to learn something new, or refining their existing skills.
Maintaining a youthful spirit and avoiding boredom are often keys to a contented
lifestyle.

Grandparents desire to pass on heritage and attitudes to their grandchildren.
Grandparents offer their grandchildren opportunities to artistic and aesthetic
experiences that they may not gain elsewhere.
“Artsy” Individuals:
Individuals of any age who claim art as their passion are the “super-fans” of the cultural
arts center. These Artsy individuals have a true passion and/or giftedness for the Arts.
The arts center is their hangout. They take lots of classes, volunteer, and teach at the
arts center. They bring friends, help organize events, and provide considerable and
positive word-of-mouth advertising. The Artsy individual may have an online arts blog,
belong to an Arts club, and promote the Arts through social media. The arts center
super-fans provide regular feedback to the center and are emotionally invested in the
benefits of the cultural arts center. They strive to be involved, get others involved, and
in general work towards the success of the arts center.
Benefits to the Community
The Cultural Arts, Recreation, and Wellness programs will provide benefit and
enrichment to the local community. In particular, several ideas specifically address
needs of the local neighborhood.
 A Community Day Care program would be designed to assist families, single
parents, Haven House mothers, and others who have limited support systems or
connections for assistance. Hours for childcare would be offered so that parents
and caregivers could seek employment, attend classes, etc.

 A Neighborhood Co-op, such as the Bountiful Basket program, would be
established for bringing fresh fruits and vegetables to be distributed from the
gymnasium side of the facility.
 The Literacy Council and other educational outreach programs could establish
meeting hours within the facility for tutoring.
 Job seeking skills, resume writing, mock interviews, and other workshops could
be provided to neighborhood residents and other visitors.
Economic Benefits
A community cultural arts center provides economic benefits to the surrounding
community. The following information is based on the Americans for the Arts, 2012,

population 50,000 or less, a cultural arts center with 35,000 visitors in 50 weeks (an
average of 100 daily visitors) and annual expenditures of $500,000, is estimated to have
a total industry impact of $1.2 million dollars into the local community. This includes
arts center spending and the visitors spending. If the same cultural arts center has
17,500 visitors (average of 50 daily visitors), the total industry impact is estimated at
$893,225.

Another way to calculate economic impact is using the "median per person event-
related expenditure” calculation (Americans for the Arts, 2012: Arts and Economic
Prosperity IV). The average spending of one cultural arts center visitor attending an
arts event is $22.47 per visitor. This estimate includes spending on items such as
meals, gas, refreshments, lodging, clothing, gifts, and more, not including the cost of the
event itself. Finding the total return to the community from an event equals the number
of attendees multiplied by the average spending.
For example, 100 visitors to a Bridal Show generate $2,247.00 in economic impact. If
250 visitors attend, the economic impact is $5,617.50. If ten events are held in a year,
averaging 250 attendees for each event, the economic impact is $56,175.00
There are additional calculations available from the Arts and Economic Prosperity
Calculator IV to estimate returns to the local community in terms of full-time jobs, annual
household income, local taxes, and state taxes.

Areas of the Cultural Arts Center that would be free and open to the public during
regular operating hours include:

Deliverable: Management Plan
Management Plan includes: Expense Estimates; Potential Funding Sources; Program
Fees; and Rental Schedule.
Expense Estimates:
Expense estimates can be calculated using the 2013 Circleville City Schools Utilities
Cost Analysis by SABO Associates. Figures for utilities, liability insurance, routine
maintenance, and cleaning costs from fiscal year 2011- 2012 were used in the analysis.
The square foot cost for those items is calculated at $0.843. Based on the approximate
40,000 square feet for the Everts “Annex,” the annual figure for maintaining the facility is
$33,720.
A current Liability Insurance estimate is pending from John Moats of Anderson
Insurance to reflect the Cultural Arts Center proposed uses. John and associate Rein
Gellner are conducting the insurance analysis. The process is complicated and time-
consuming, due to evaluating the specialty market, which has few comparables.
Further details may be needed to complete the liability insurance quote. Anderson
Insurance will deliver the insurance quote to the City upon completion.
Maintenance will be routine amounts for the first five - ten years as mechanical
upgrades will be completed in the facility by the Grand Opening in 2017. Five-year
service contracts may be advantageous for setting up with each mechanical contractor.
Thus a maintenance budget will be established and routine and regular maintenance
will be completed in a timely manner. Each contractor will provide a written service
contract.

Cleaning costs are estimated at $40,000 which is included in the hourly employees’
salaries and responsibilities. Another option is to contract with a cleaning service or
through PICCA. The cleaning estimate is based on the Circleville City Schools
approximate cost for custodial work in the Everts building.

per class. Classes that provide materials range from $15 to $45, and usually meet for
more than one session. A sliding scale for low income households would be available
so that classes would be available through scholarships as well. More details are

Rental Schedule:
Each individual classroom/space, including the Gym, is available for rental for meetings,
special events, and after-hours events. The entire facility can be rented. Rentals are

Facility Upgrade Costs
A complete facility upgrade is recommended: completely upgrade all the mechanical
systems of the facility, replace any structural defects at this time, and replace the roof.
Mechanical systems includes: electrical, HVAC, plumbing, sewer, water lines, gas lines,
and Wi-Fi. Roof estimate is not contained in this proposal due to need for structural
analysis and contractor to bid. Total construction budget is estimated to be between
$800,000 and $1,000,000 based on information collected at this time.
For the purposes of this proposal, the value of the Everts “Annex” building is estimated
at $1,057,012. The formulation of this estimate is based a valuation assigned to the
Everts Middle School of $3.6 million dollars, divided by the square footage of 136,233
which establishes a square foot assessment of $26.43. Multiplying the estimated
40,000 square feet of the Annex by the $26.43 produces the valuation at just over $1
million dollars. Local match for the State Capital Budget is potentially met.
Potential funding of $1 million dollars or more is possible through several state and
federal grant programs, using the guideline of $1 of local match for every $2 of funding
provided. Repairs and replacements (such as roof repair) are generally NOT covered in
the grants programs. Roof replacement is covered, per Chris Bruner, Ohio Facilities
Construction Commission (per telephone conversation 8/28/15 with Kristen May). The
Secretary of the Interiors Standards for Rehabilitation would apply if the Everts Building
receives the National Historic Registry designation.
General Notes regarding Construction Upgrades: Add 20% for contingency to each
estimate. Each estimate must use Federal Prevailing Wage to meet government grant

funding requirements. Each contractor must be familiar with and apply Secretary of the
Interiors Standards for Rehabilitation to be eligible for funding. Funding for construction
will be committed prior to any construction. Payment for construction will be made upon
the acceptance of the Completion Report by the funding agency.
HVAC Estimate: Hurst Pack of Lennox completed an HVAC analysis. His
recommendation is attached for the total overhaul of the heating and cooling system.
Capacity and load estimates (appearing in the Space Use and Capacity diagrams in this
document) were used to calculate the heating and cooling needs. Additionally, energy
efficiency and effective use of resources were considered in the HVAC plan. The HVAC
estimate is $185,000. See Appendix B for HVAC details.
Water and Sewer Estimates: Water and sewer estimates can be attained from Nathan
Anderson, pending his review of the current systems. Mr. Anderson did recommend the
Everts “Annex” have its own water and sewer system separate from the WODA housing
project.
Electrical Estimate: A formal electrical estimate is pending based on considerable
specialty needs for the facility. These needs include: “roadhouse ready” lighting,
acoustics, and audio outlets for traveling theater productions in the Gymnasium space;
Gallery lighting; Museum lighting and media display connections; Library lighting and
computer outlets; Wi-Fi connectivity; video surveillance system for security; and other
specialty electrical needs. Consultation can be made with Troy Watkins of the Building
Department who toured the spaces this summer to gain further insight into the electrical

costs involved with the proposed space uses. The formal electrical estimate will be
forwarded to the City as soon as it is received.
Wi-Fi Estimate: Wi-Fi estimates for high speed internet can be given by local internet
providers: Frontier and Time Warner. The specific needs are contingent upon the digital
imaging lab set-up and Library space.
Plumbing Estimate: Plumbing estimate is based on an online construction estimator
retrieved 8/26/15 from: http://buildingjournal.com/commercial-construction-estimating-
plumbing.html.
Based on the approximately 40,000 square feet of space, the estimate is $223, 854.36.

Insight into more accurate plumbing costs appropriate to the local area and for the

Recommendation: An architect with complete understanding and experience with
historic preservation, government funding regulations, and cultural community center
projects should be retained for this project. Bob Loversidge, of Schooley Caldwell
Associates, Columbus, has been highly recommended for involvement with this project.

Interim Use
Several Community Events and Fund-Raising Events are planned for the interim
between now and the beginning of construction and the Grand Opening in 2017.
Three main goals are the focus of the Interim Use plan:
1. Involving the community as soon as possible in visiting the Center for some
events will introduce the community to the space as it evolves into its next phase.
2. A Community Clean-Up Day will make the current space more inviting for the
planed interim uses, and will engender pride in the new space for the
neighborhood.
3. Several fund-raisers will proved initial fund for the Operating Budget to be held by
ArtsaRound, the supporting 501(c)(3) organization.
The Community events are:
 Community Clean-Up for the Arts Day – Invite local organizations, groups,
churches, OCU, and any interested citizens to help us out. “Calling all friends of
Everts and the Arts! Grab a mop, a sponge, a broom, and help Clean up the
Center to get ready for 2016 and beyond! Pizzas, snacks, and water bottles
donated by local shops and stores.” To be held in November as community
service project or between Christmas and New Year’s as a “Get Ready for 2016!”
 Community Fun Day – “Get out of the cold! Join the Center for fun and
recreation in the Gym! Enjoy ping-pong, badminton, games in the “Lounge,” and
more on a free community day with snacks donated by local vendors.” To be
held January 2016.

 Bike Day – “Bring a bike to fix or give-away. Learn bike maintenance and safety.
Bring your helmet for adjustments and safety check. Celebrate bikes and then
go for a ride!” Get local stores to donate helmets for kids. To be held April 2016.
The Fund-raisers are:
 Pumpkin Show Parking – with City permission: “Park at the Arts Center for
Pumpkin Show. Receipts to benefit the Arts Center Operating Fund.” Recruit

Operating Fund for the Cultural Arts Center.”

Timeline for Construction of Upgrades
With approval of this Proposal, the next step is to contact Carolyn Thurman and Mary
Oakley of Ohio Development Services Agency (ODSA). Pending National Historic
Registry designation, there are specific guidelines for renovations to the building per the
Secretary of the Interiors Standards for Rehabilitation. Prior to any work being done on
the building, ODSA needs to be consulted. Doing unauthorized work can negate
eligibility for funding that could potentially cover all the costs for the construction.
Construction plans would also be due to the Ohio Preservation Historic Office, if
National Historic designation is received.
Chris Bruner of the Ohio Facilities Construction Commission can also provide
assistance with guiding through the construction phase.
The potential timeline is based on funding deadlines, Capital Budget deadlines, and
award dates:
 Submit Letter of Interest to ODSA to apply for award year 2015 funds.
 Depending on fund availability for this project, ODSA grant may be awarded for
this year or may be referred for next year’s award schedule.
 Apply for Capital Budget inclusion with Senator Troy Balderson as soon as
possible. Senator Balderson is aware of this pending proposal.
 Have accountant create Pro Forma.
 Conduct a Feasibility Study. Contact Ohio Arts Council for Capacity Building
grants for funding this study.

 Seek funding from other sources as necessary to complete any match
requirements. Building and land value does count as local match for both ODSA
and State Capital Budget. ODSA grant and State Capital Budget provide match
to each other also.
 Awards for State Capital Budget will be announced by early spring, 2016.
 Funds would be available in July 2016.
 Begin construction phase at Everts for the Cultural Arts Center, September 2016.
 Complete construction phase by June, 2017.
 Grand Opening, June, 2017.
This brief timeline is a representation of current information available at this time.
Specific guidelines and deadlines will develop through the application process with the
various state and federal entities.

Sustainability Plan
Sustaining the operations for the Cultural Arts Center is dependent upon the
combination of:
 local funds, in the form of City or County support, such as through a Parks and
Recreation levy or a budget line item;
 State Cultural Arts funds;
 grants;
 private donations;
 corporate donations;
 program fees and memberships;
 special events;
 fund-raising events;
 facility rental;
 commission on artists’ sales;
 Bequests and endowments.

Staffing
The following full-time paid staff members are recommended for the Cultural Arts
Center:
 Executive Director – focused on finance issues, overall site management
 Development Director – focused on fund-raising, grant writing, procuring new
partners and donors to the facility
 Program Coordinator – focused on Gym and Music areas programs
 Program Coordinator – focused on Classes, Workshops, Gallery, and Museum
areas programs
 Facilities Director – focused on maintaining a master schedule for the entire
facility and coordinating maintenance, cleaning, set-up/tear-down of events, etc.
 Two full-time, hourly employees for maintenance, cleaning, assistance with
setting up events, exhibits, Gallery displays, etc.
 Two half- employees (same duties as the full-time hourly employees) –who also
can fill in as substitutes for the full-time employees for vacation and sick days.
 The hourly employees would be scheduled with overlapping hours so that they
would always be represented in the facility during operating hours.
Volunteers from the volunteer network would be organized to staff the facility daily as
greeters, and to act as tour guides on an as-needed basis. Groups that locate in the
facility could assist with developing the volunteer network for staffing. The WODA
building residents would be welcome volunteers to add to the network.

Conclusion and Recommendations:
Conversations with local residents and presentations to groups and organizations in
Pickaway County have resulted in positive supportive comments for the idea of a
Cultural Arts Center. Over a dozen local interested citizens and business people toured
the Everts facility this summer to envision the possibility of a Cultural Arts Center
locating there. An ongoing online survey through Survey Monkey showed positive and
supportive comments with a number of people giving contact information. ArtsaRound,
Downtown Business Association, the Pickaway County Library, and other local groups
continue conversations about the Cultural Arts Center. It is recommended that the City
of Circleville adopt this Proposal for a Pickaway County Cultural Arts Center to be
located in the Physical Education and Industrial Arts Buildings of the Everts School.
If this proposal is adopted by the City of Circleville, it is recommended that consultation
be made as soon as possible with Carolyn Thurman and Mary Oakley of the Ohio
Development Services Agency for guidelines regarding facility maintenance and
upgrades. They have reviewed a brief outline of this proposal and find it fits
requirements for funding. The ODSA considers the project to be worthy of investment.
Potential funding depends on cooperation with the ODSA and adherence to the
Secretary of the Interiors Standards for Rehabilitation.
Senator Troy Balderson is aware of this project and understands the potential request
for inclusion in the pending State Capital Budget, Fiscal Years 2017-2018. Chris
Bruner, Ohio Facilities Construction Commission, confirmed that local match dollars for

the state funding may be met by value of the existing building and land. Additional next
steps would be preparation of a Pro Forma and Feasibility Study to meet state funding
requirements. Author of this Proposal would be available to assist with continuing the
funding conversations and processes, including writing for the grant funding.
Recommendations:
To launch this project, the following steps should be taken immediately:
1. Adopt the Proposal for the Pickaway County Cultural Arts Center.
2. Contact ODSA’s Carolyn Thurman and Mary Oakley for assistance and guidance
with next steps, including the Letter of Interest for Application to the Community
Block Grant Program.
3. Retain Bob Loversidge or his appointee from Schooley Caldwell as architect for
this project. Consult with architect and structural engineer.
4. Contact Senator Troy Balderson for Capital Budget considerations.
5. Retain accountant to conduct Pro Forma, per state and federal guidelines.

  • 3. 3 Pickaway County Cultural Arts Center Proposal by Kristen May 8/31/15 Executive Summary Ebenezer Everts willed the land for what became the Everts School, stipulating that the land always be used for a place of learning and community. The creation of a Pickaway County Cultural Arts Center honors and extends the legacy of Ebenezer Everts and fulfills the zoned uses. The Pickaway County Cultural Arts Center is endorsed by the local 501(c)(3) arts organization ArtsaRound. The Pickaway County Cultural Arts Center is a community place of artistic and cultural expression, enrichment, education, recreation, and wellness. The Cultural Arts Center honors and embraces the rich cultural heritage of Pickaway County. Visitors of all ages, including the senior residents next door in the main Everts building, are encouraged to join in the Center’s activities and operations. The Pickaway County Cultural Arts Center offers a unique blend of arts and recreation. Located in a low-moderate income neighborhood, the Cultural Arts Center enhances the community and the quality of life. The Cultural Arts Center can contribute positively in regards to the economic impact on the local area. Partnerships with the Arts Center provide added connections with and benefits to the local community. Free and low cost programming options are a cornerstone of the Center. Substantial government funding is available to the Pickaway County Cultural Arts Center, for both capital improvements and operations, due to its cultural arts and community concept, local economic need, and to prevent neighborhood blight. Sustainability can be achieved through a combination of private, local, and government funding.
  • 4. 4 Pickaway County Cultural Arts Center Proposal by Kristen May 8/31/15 History of the Everts Land Prior to 1849, Ebenezer Everts was a schoolteacher in a house on approximately four acres of land that would later become the site of the Everts School. In 1850, Circleville was a growing community in need of a local school house. Mr. Everts had willed the land for use as a place of learning and community. In 1851, Circleville purchased this land, built what would eventually become known as the Everts School, thus fulfilling the legacy of Ebenezer Everts (Cress, Virgil M., History of Circleville Schools 1810 – 1976. The Pickaway County Historical Society: 1979, p. 97). Decades, changes, and additions later, the school is now moving to a new phase: the creation of the Pickaway County Cultural Arts Center in the Everts building, which will honor and extend the legacy of Ebenezer Everts by being a community place of continued learning. Pickaway County Cultural Arts Center Concept Defined The Pickaway County Cultural Arts Center, endorsed by ArtsaRound, Pickaway County’s arts support organization, will be a community place of artistic and cultural expression, enrichment, education, recreation, and wellness. The Mission of the Pickaway County Cultural Arts Center is: “To inspire, enrich, and enhance through the Arts!” The tagline for the Cultural Arts Center is: “Arts for Fun! Arts for Life!” The Vision of the Pickaway County Cultural Arts Center is: “Bringing the Arts to Pickaway County and beyond.” The Cultural Arts Center will become a premier attraction for Pickaway County, for Ohio, and for the Midwest region. From fine arts to drama, ping pong to meditation, healthy food preparation to local history, the Pickaway County Cultural Arts Center will offer a wide variety of classes,

There will be opportunities to learn, play, socialize, and build strong families. Recreation, athletics, fitness, wellness, and other activities and events will be represented through the gymnasium spaces and elsewhere in the building. A community center area, the “Lounge,” will be located in the upper level of the Gymnasium, open during facility hours free of charge, stocked with games and activities that friends and families can enjoy. The Cultural Arts Center will honor and embrace the rich cultural heritage of Pickaway County. Visitors will learn about and gain appreciation of local culture, heritage, and the Arts. Participants will have opportunities to share their talents and knowledge, interact with one another, build new relationships, and satisfy their curiosity with similarly interested people. The Cultural Arts Center will be a place of purpose, an outlet for sharing, connecting, welcoming, and understanding. Visitors of all ages will be encouraged to join in the Center’s activities and operations. Programs will be scheduled for toddlers, preschoolers, school age kids, teens, families, adults, and seniors. The Senior residents of the WODA housing facility located in the main Everts building will enjoy classes and workshops for their interests. Volunteer opportunities will provide Seniors with a positive way to stay active and involved with the local community. Partnerships with local organizations, groups, and individuals will provide programming that address specific needs for the local community and address the interests of various age groups. Educational programs, support group meetings and events, and health and wellness workshops and meetings will all have a home in the Cultural Arts Center. Free
  • 6. 6 Pickaway County Cultural Arts Center Proposal by Kristen May 8/31/15 exhibits and gallery events will be a cornerstone of the Cultural Arts Center. Classes will be offered for low to modest costs, with a sliding scale option regarding fees. Funding of the operations of the Cultural Arts Center will be multi-faceted, including program and membership fees, grants, private donations, fund-raising campaigns, and government funding. Facility rentals, especially of the Gymnasium space, will provide additional funding to contribute to maintenance and operational costs. Various organizations may choose to partner with the Cultural Arts Center, to the extent of locating offices within the facility, hosting meetings and events, and contributing to the operations of the facility. If this proposal is adopted by the City of Circleville, it is recommended that consultation be made as soon as possible with Carolyn Thurman and Mary Oakley of the Ohio Development Services Agency for guidelines regarding facility maintenance and upgrades. They have reviewed a brief outline of this proposal and find it fits requirements for funding. The ODSA considers the project to be worthy of investment. Potential funding depends on cooperation with the ODSA and adherence to the Secretary of the Interiors Standards for Rehabilitation. Additionally, Senator Troy Balderson is aware of this project and understands the potential request for inclusion in the pending State Capital Budget, Fiscal Years 2017-2018. Chris Bruner of the Ohio Facilities Construction Commission confirmed that local match dollars for the state funding may be met by value of the existing building and land. Author of this Proposal would be available to assist with those conversations and pursue grant funding.
  • 7. 7 Pickaway County Cultural Arts Center Proposal by Kristen May 8/31/15 The Pickaway County Cultural Arts Center Project - Why at Everts? The Everts “Annex” is specifically desirable as the location for the Pickaway County Cultural Arts Center for the following reasons:  It is centrally situated in the city, in the heart of closely located houses.  Many residents with limited transportation will have easy walking access to use the facility.  The facility is so large that multiple activities and events can be scheduled at the same time, increasing the opportunities for community residents to participate.  It will generate programs and activities attracting a wide range of ages due to the flexibility and variety of activity offerings.  It will honor the legacy of Ebenezer Everts by continuing the community, educational focus.  It will meet the zoned uses for the Everts land as a public, educational, cultural, wellness, and learning site.  The large garage doors in the industrial spaces provide easy access for artist materials and oversize display items.  The gymnasium is an acknowledged state-of-the-art athletic facility that will continue to be a viable source of community recreation for many years to come with proper care and maintenance.  It will be eligible for government funding, applicable for capital improvements as well as operations, provided it does not become part of a religious affiliation.
  • 8. 8 Pickaway County Cultural Arts Center Proposal by Kristen May 8/31/15  Investment in the building itself will increase the pride residents feel for their neighborhood and allay concerns of what will happen to the building and property.  The central location is easily accessed from main streets.  It will provide job and volunteering opportunities for nearby residents who may have difficulty traveling to other work locations.  It will provide volunteering opportunities for the Senior residents in the WODA facility, enhancing their lives, the value of their apartments, and it will provide the Center with a pool of potential volunteers who will be vital to fulfilling the Center’s mission.  It will provide local children a place of belonging, safety, and enrichment.  It will offer the Senior residents of the WODA housing facility the opportunity to be active and engaged, stay connected to younger generations, interact with the community, and share their talents, knowledge, and time.  It will provide families a readily accessible place for un and safe opportunities to strengthen family bonds, interact with each other in positive ways, and to build happy memoires.  It will have access to the PICCA cafeteria, enabling full-day programs and other special events where meal availability would be advantageous and provide added value to events.  Pending designation on the National Historic Registry will increase the likelihood of receiving sizable state and federal funds, specifically designated for such sites.
  • 9. 9 Pickaway County Cultural Arts Center Proposal by Kristen May 8/31/15  The pride and history affiliated with the Everts School will transfer to the building’s new use as a Cultural Arts Center, continuing to enhance and enrich the ambience of Circleville.  The central location makes the Cultural Arts Center a marketable attraction for bringing visitors to the County, encouraging the designation of Circleville as a Heritage Tourism Destination, an important economic asset.  The transformation of the football field to parking spaces positively impacts the ease of access to activities in the facility and makes large events attractive to various vendors and organizations.  It will provide local businesses and industries a catalyst for enticing further investments in this community as Circleville further develops attractions and amenities.

Moms need connections with other moms and support for this family life stage. Classes together, mom with child, encourage enjoyment, recreation, bonding, and relaxation. Toddlers and preschoolers are creating and constructing the world around them and love to explore. Although toddlers and preschoolers mostly engage in parallel play, socialization is an important aspect to the growing child. Elementary-age Kids: Elementary students have creative, musical, artistic talents and desires that are generally uninhibited. They want to try Art and it’s all fun! It’s okay to be messy, to try something different, and to do things with friends. Elementary students are often eager to bring Mom and Dad to see their products, view their performances, and be involved with them in a process they have some control over. Young artists are willing and eager to sample the variety of the arts. Elementary kids are increasing their levels of independence as they age towards their teen years. With this independence of spirit, they also desire to express themselves as unique. Middle School and High School Students: By the “tween” and teen years, students have already developed certain artistic, creative, and musical skills and attitudes. They now see artistic expression as a means of building their unique identity. They may see the Arts as part of their personality. The middle school and high school students are more serious about their approach to the Arts. They may be thinking of following an Arts related career path. These older

High school students, especially, may volunteer as part of their service to community or as a service project. Middle schoolers and high schoolers can participate in formal art displays. College Students: Young adults, particularly those seriously pursuing arts paths, visit arts venues to see and interact with the variety of activities and displays. The college student may be studying art as a career or as a serious hobby. This student may have considerable arts background and rich experiences, including travel to notable arts venues. They may want to become involved in the operation of the arts center, as an intern, for field experience, as a volunteer, or even as an instructor. The college student may bring along college friends to visit, view exhibits, participate in classes and events, socialize, and share interests and opinions through the medium of the arts center. The college art student would desire to participate in displays and exhibits. Families, including Home-Schooling Families: Families need something to do that’s not expensive, and offers a level of activity, entertainment, and interaction that movies or other static activities do not offer. Young families need a safe environment, with a positive atmosphere. Young families seek creativity and imagination, as well as fun and purpose. Young families search out ways to connect and bond within the family unit. Home-schooling families seek novel and creative ways to engage their children in learning. Home-schooling families seek venues that provide a safe, nurturing, and welcoming environment for interaction with other home-schooling families.

Young professionals may have a creative spirit or talents they desire to further develop. Young to middle-age professionals (without children) have the time available at this stage of life to be involved in various aspects of the arts center. Single individuals, new to the community, may share many of the same traits as the young professional. High on their list, the singles are looking to connect with others in the community in a relaxed atmosphere, where the value is in the shared connections between people. Retired Citizens, including the WODA housing residents: This large population group includes retired citizens, empty-nesters, grandparents, and the WODA housing residents. The members of this group want meaningful, joyful experiences, and socialization opportunities, especially with multiple generations. They want to connect with others of similar interests, such as a love for the arts. They also enjoy meeting others who offer unique contributions. Older adults have considerable talents, skills, knowledge, and history to share. They want to feel worthwhile and needed. They enjoy interacting in a positive atmosphere, challenging themselves to learn something new, or refining their existing skills. Maintaining a youthful spirit and avoiding boredom are often keys to a contented lifestyle.

Grandparents offer their grandchildren opportunities to artistic and aesthetic experiences that they may not gain elsewhere. “Artsy” Individuals: Individuals of any age who claim art as their passion are the “super-fans” of the cultural arts center. These Artsy individuals have a true passion and/or giftedness for the Arts. The arts center is their hangout. They take lots of classes, volunteer, and teach at the arts center. They bring friends, help organize events, and provide considerable and positive word-of-mouth advertising. The Artsy individual may have an online arts blog, belong to an Arts club, and promote the Arts through social media. The arts center super-fans provide regular feedback to the center and are emotionally invested in the benefits of the cultural arts center. They strive to be involved, get others involved, and in general work towards the success of the arts center. Benefits to the Community The Cultural Arts, Recreation, and Wellness programs will provide benefit and enrichment to the local community. In particular, several ideas specifically address needs of the local neighborhood.  A Community Day Care program would be designed to assist families, single parents, Haven House mothers, and others who have limited support systems or connections for assistance. Hours for childcare would be offered so that parents and caregivers could seek employment, attend classes, etc.

Economic Benefits A community cultural arts center provides economic benefits to the surrounding community. This includes arts center spending and the visitors spending. If the same cultural arts center has 17,500 visitors (average of 50 daily visitors), the total industry impact is estimated at $893,225.

The average spending of one cultural arts center visitor attending an arts event is $22.47 per visitor. This estimate includes spending on items such as meals, gas, refreshments, lodging, clothing, gifts, and more, not including the cost of the event itself. Finding the total return to the community from an event equals the number of attendees multiplied by the average spending. For example, 100 visitors to a Bridal Show generate $2,247.00 in economic impact. If 250 visitors attend, the economic impact is $5,617.50. If ten events are held in a year, averaging 250 attendees for each event, the economic impact is $56,175.00 There are additional calculations available from the Arts and Economic Prosperity Calculator IV to estimate returns to the local community in terms of full-time jobs, annual household income, local taxes, and state taxes. Expense Estimates: Expense estimates can be calculated using the 2013 Circleville City Schools Utilities Cost Analysis by SABO Associates. Figures for utilities, liability insurance, routine maintenance, and cleaning costs from fiscal year 2011- 2012 were used in the analysis. The square foot cost for those items is calculated at $0.843. Based on the approximate 40,000 square feet for the Everts “Annex,” the annual figure for maintaining the facility is $33,720. A current Liability Insurance estimate is pending from John Moats of Anderson Insurance to reflect the Cultural Arts Center proposed uses. John and associate Rein Gellner are conducting the insurance analysis. The process is complicated and time- consuming, due to evaluating the specialty market, which has few comparables. Further details may be needed to complete the liability insurance quote. Anderson Insurance will deliver the insurance quote to the City upon completion. Maintenance will be routine amounts for the first five - ten years as mechanical upgrades will be completed in the facility by the Grand Opening in 2017. Five-year service contracts may be advantageous for setting up with each mechanical contractor. Thus a maintenance budget will be established and routine and regular maintenance will be completed in a timely manner. Each contractor will provide a written service contract.

  • 39. 39 Pickaway County Cultural Arts Center Proposal by Kristen May 8/31/15 Facility Upgrade Costs A complete facility upgrade is recommended: completely upgrade all the mechanical systems of the facility, replace any structural defects at this time, and replace the roof. Mechanical systems includes: electrical, HVAC, plumbing, sewer, water lines, gas lines, and Wi-Fi. Roof estimate is not contained in this proposal due to need for structural analysis and contractor to bid. Total construction budget is estimated to be between $800,000 and $1,000,000 based on information collected at this time. For the purposes of this proposal, the value of the Everts “Annex” building is estimated at $1,057,012. The formulation of this estimate is based a valuation assigned to the Everts Middle School of $3.6 million dollars, divided by the square footage of 136,233 which establishes a square foot assessment of $26.43. Multiplying the estimated 40,000 square feet of the Annex by the $26.43 produces the valuation at just over $1 million dollars. Local match for the State Capital Budget is potentially met. Potential funding of $1 million dollars or more is possible through several state and federal grant programs, using the guideline of $1 of local match for every $2 of funding provided. Repairs and replacements (such as roof repair) are generally NOT covered in the grants programs. Roof replacement is covered, per Chris Bruner, Ohio Facilities Construction Commission (per telephone conversation 8/28/15 with Kristen May). The Secretary of the Interiors Standards for Rehabilitation would apply if the Everts Building receives the National Historic Registry designation. General Notes regarding Construction Upgrades: Add 20% for contingency to each estimate. Each estimate must use Federal Prevailing Wage to meet government grant

Each contractor must be familiar with and apply Secretary of the Interiors Standards for Rehabilitation to be eligible for funding. Funding for construction will be committed prior to any construction. Payment for construction will be made upon the acceptance of the Completion Report by the funding agency. HVAC Estimate: Hurst Pack of Lennox completed an HVAC analysis. His recommendation is attached for the total overhaul of the heating and cooling system. Capacity and load estimates (appearing in the Space Use and Capacity diagrams in this document) were used to calculate the heating and cooling needs. Additionally, energy efficiency and effective use of resources were considered in the HVAC plan. The HVAC estimate is $185,000. See Appendix B for HVAC details. Water and Sewer Estimates: Water and sewer estimates can be attained from Nathan Anderson, pending his review of the current systems. Mr. Anderson did recommend the Everts “Annex” have its own water and sewer system separate from the WODA housing project. Electrical Estimate: A formal electrical estimate is pending based on considerable specialty needs for the facility. These needs include: “roadhouse ready” lighting, acoustics, and audio outlets for traveling theater productions in the Gymnasium space; Gallery lighting; Museum lighting and media display connections; Library lighting and computer outlets; Wi-Fi connectivity; video surveillance system for security; and other specialty electrical needs. Consultation can be made with Troy Watkins of the Building Department who toured the spaces this summer to gain further insight into the electrical

Involving the community as soon as possible in visiting the Center for some events will introduce the community to the space as it evolves into its next phase. 2. A Community Clean-Up Day will make the current space more inviting for the planed interim uses, and will engender pride in the new space for the neighborhood. 3. Several fund-raisers will proved initial fund for the Operating Budget to be held by ArtsaRound, the supporting 501(c)(3) organization. The Community events are:  Community Clean-Up for the Arts Day – Invite local organizations, groups, churches, OCU, and any interested citizens to help us out. “Calling all friends of Everts and the Arts! Grab a mop, a sponge, a broom, and help Clean up the Center to get ready for 2016 and beyond!   • 47. 47 Pickaway County Cultural Arts Center Proposal by Kristen May 8/31/15 Timeline for Construction of Upgrades With approval of this Proposal, the next step is to contact Carolyn Thurman and Mary Oakley of Ohio Development Services Agency (ODSA). Pending National Historic Registry designation, there are specific guidelines for renovations to the building per the Secretary of the Interiors Standards for Rehabilitation. Prior to any work being done on the building, ODSA needs to be consulted. Doing unauthorized work can negate eligibility for funding that could potentially cover all the costs for the construction. Construction plans would also be due to the Ohio Preservation Historic Office, if National Historic designation is received. Chris Bruner of the Ohio Facilities Construction Commission can also provide assistance with guiding through the construction phase. The potential timeline is based on funding deadlines, Capital Budget deadlines, and award dates:  Submit Letter of Interest to ODSA to apply for award year 2015 funds.  Depending on fund availability for this project, ODSA grant may be awarded for this year or may be referred for next year’s award schedule.  Apply for Capital Budget inclusion with Senator Troy Balderson as soon as possible. Senator Balderson is aware of this pending proposal.  Have accountant create Pro Forma.  Conduct a Feasibility Study. Contact Ohio Arts Council for Capacity Building grants for funding this study.

Building and land value does count as local match for both ODSA and State Capital Budget. ODSA grant and State Capital Budget provide match to each other also.  Awards for State Capital Budget will be announced by early spring, 2016.  Funds would be available in July 2016.  Begin construction phase at Everts for the Cultural Arts Center, September 2016.  Complete construction phase by June, 2017.  Grand Opening, June, 2017. This brief timeline is a representation of current information available at this time. Specific guidelines and deadlines will develop through the application process with the various state and federal entities.

  • 51. 51 Pickaway County Cultural Arts Center Proposal by Kristen May 8/31/15 Staffing The following full-time paid staff members are recommended for the Cultural Arts Center:  Executive Director – focused on finance issues, overall site management  Development Director – focused on fund-raising, grant writing, procuring new partners and donors to the facility  Program Coordinator – focused on Gym and Music areas programs  Program Coordinator – focused on Classes, Workshops, Gallery, and Museum areas programs  Facilities Director – focused on maintaining a master schedule for the entire facility and coordinating maintenance, cleaning, set-up/tear-down of events, etc.  Two full-time, hourly employees for maintenance, cleaning, assistance with setting up events, exhibits, Gallery displays, etc.  Two half- employees (same duties as the full-time hourly employees) –who also can fill in as substitutes for the full-time employees for vacation and sick days.  The hourly employees would be scheduled with overlapping hours so that they would always be represented in the facility during operating hours. Volunteers from the volunteer network would be organized to staff the facility daily as greeters, and to act as tour guides on an as-needed basis. Groups that locate in the facility could assist with developing the volunteer network for staffing. The WODA building residents would be welcome volunteers to add to the network.
  • 52. 52 Pickaway County Cultural Arts Center Proposal by Kristen May 8/31/15 Conclusion and Recommendations: Conversations with local residents and presentations to groups and organizations in Pickaway County have resulted in positive supportive comments for the idea of a Cultural Arts Center. Over a dozen local interested citizens and business people toured the Everts facility this summer to envision the possibility of a Cultural Arts Center locating there. An ongoing online survey through Survey Monkey showed positive and supportive comments with a number of people giving contact information. ArtsaRound, Downtown Business Association, the Pickaway County Library, and other local groups continue conversations about the Cultural Arts Center. It is recommended that the City of Circleville adopt this Proposal for a Pickaway County Cultural Arts Center to be located in the Physical Education and Industrial Arts Buildings of the Everts School. If this proposal is adopted by the City of Circleville, it is recommended that consultation be made as soon as possible with Carolyn Thurman and Mary Oakley of the Ohio Development Services Agency for guidelines regarding facility maintenance and upgrades. They have reviewed a brief outline of this proposal and find it fits requirements for funding. The ODSA considers the project to be worthy of investment. Potential funding depends on cooperation with the ODSA and adherence to the Secretary of the Interiors Standards for Rehabilitation. Senator Troy Balderson is aware of this project and understands the potential request for inclusion in the pending State Capital Budget, Fiscal Years 2017-2018. Recommendations: To launch this project, the following steps should be taken immediately: 1. Adopt the Proposal for the Pickaway County Cultural Arts Center. 2. Contact ODSA’s Carolyn Thurman and Mary Oakley for assistance and guidance with next steps, including the Letter of Interest for Application to the Community Block Grant Program. 3. Retain Bob Loversidge or his appointee from Schooley Caldwell as architect for this project. Consult with architect and structural engineer. 4. Contact Senator Troy Balderson for Capital Budget considerations. 5. Retain accountant to conduct Pro Forma, per state and federal guidelines.
