STATEMENT OF QUALIFICATIONS
Founded in 2009, LandMatters, LLC was formed to address the need for talented
professionals in the project management, cybersecurity workforce training, CBE
management, design build world of construction, construction management and design
services. The principals of LandMatters LLC have diverse social and professional
backgrounds, combining for a powerful and unique blend of skills and abilities applicable to
a wide variety of design, management and construction opportunities.
LandMatters talent pool is deep. World class name recognition, superlative military and
political depth, professional design and construction capabilities mark this organization with
the ability to bring many facets of assistance to your company’s needs.
Company Chairman & President Jimmy Whitehead is a former White House operative under
the Reagan/Bush presidencies. His knowledge of the political process, and experience in the
world of business and politics have brought strong leadership in the direction and contacts of
the company. The company by its relationships under Mr. Whitehead’s leadership is poised
to apply its professional skills toward some large and significant projects either in the public
or private sectors, in the fields of project management, planning and implementation,
development, design and construction of a diversity of projects from buildings to
infrastructure to heavy and highway work. He has engaged in political action committees for
family and faith initiatives according to his strongly held belief in making best use of our gifts
as individuals and a community. He is a veteran of the Navy.
LandMatters’ Vice Chairman, Admiral Tony Watson was the Commander of the Pacific Fleet
of nuclear submarines for the United States Navy. From the Cabrini Green neighborhood of
Chicago, arguably the roughest in America, to the Naval Academy, to the Pacific Ocean and
eventually to the Pentagon, Admiral Watson has an immense depth of world knowledge and
experience. His easy access to so many resources around the country makes his contributions
to LandMatters and your project invaluable.
DICK’S LAST RESORT PIER
LandMatters was hired by Dick’s Last Resort to build the $675,000 pier for the small bar and
restaurant chain located on the Inner Harbor in Baltimore. The project was completed in 2011
and included pilings, concrete and steel work and finishes.

MARYLAND LIVE & REVEL CASINO
LandMatters has been involved with the Maryland Live and Revel Casino by providing CM
and FF&E services to the Casino projects in 2012.
Jimmy Whitehead’s involvement in the Maryland Live project during its inception insured
the political and grassroots forces were managed and that all stakeholders had a voice in the
process and the concerns could be met. The project was supported by referendum and had the
backing of the community in large part due to the work done by Mr. Whitehead on the issues
in advance of the referendum. Mr. Whitehead’s political skills made this project happen, and
without them, this project could not have passed the referendum. He worked with the faith
based community on the needs and concerns of their congregations and assured them of the
benefits of the project to the community to garner their support to win the referendum.
FEDERAL AVIATION ADMINISTRATION NEXTGEN AVIATION RESEARCH
AND TECHNOLOGY PARK (MBE)
LandMatters was selected to be the MBE partner by
New Vistas Corporation of Atlantic County,
New Jersey, the master developer of the cutting
edge aviation technology research park in the
United States. The Park will be home to
technology companies on the forefront of
aviation technology and high tech security
systems for Federal Aviation next to and
integrated with the FAA William J. Hughes
Technical Center, which is the primary testing
facility for all aircraft flying United States air space. LandMatters role will be that of the MBE
partner for the site and building development for future tenants, as well as aviation

cybersecurity drone and UAS. Our building and land development experience will make us
a value added partner in our nation’s flying technology and security. We are proud to be a

WASHINGTON, D.C. ST. ELIZABETHS EAST DEVELOPMENT (SEED)
Washington, D.C., 12/29/14, RedBrick LMD, Gragg Cardona, and LandMatters were selected
as SEED Master Developer of two million sq. ft. mixed use Ward 8 renaissance project.
Ward 8 LandMatters Chairman Jimmy Whitehead stated, “Our RedBrick LMD-Gragg

Development Public Private Partnerships (P3s) chosen to work as a team for the people of

initiative as a pathway to new IT career opportunities.”
RedBrick LMD Team’s plans to create new Ward 8 jobs by developing an exciting mixeduse
development consisting of 2 million square feet of affordable housing, retail and state of the
art NextGen secure commercial office space.
