2. Sakshat
A One Stop Education Portal was launched on October 30,
2006 asa pilot project to facilitate life long learning for
students, teacher sand those in employment or in pursuit of
knowledge free of cost to them. The content development task
for ‘SAKSHAT’ was looked after by the Content Advisory
Committee(CAC)for the respective subject, which consisted of
representatives from educational institutions like IGNOU,
Delhi
University,KendriyaVidyalayaSangthan(KVS),NavodyayaVidy
alayaSangthan(NVS),NationalInstitute of Open Schooling
(NIOS) and National Council for Educational Research and
Training (NCERT) and prominent academicians in the field. In
addition, some NGOs had also provided the contents developed
by them free of cost for this portal.

3. The vision is to scale up this pilot project ‘SAKSHAT’ to cater
to the learning needs of more than 50 crore people through a
proposed scheme of ‘National Mission in Education through
Information and Communication Technology(ICT).The scheme
is to provide connectivity to all institutions of higher learning to
world of knowledge in the cyber space, to leverage the potential
of ICT, in providing high quality knowledge modules with right
e-contents, to address to the personalized needs of learners, in
order to take care of their aspirations. These modules are to be
delivered through ‘SAKSHAT’. The scheme will also have a
provision of certification of competencies of the human
resources acquired through formal or non-formal means as also
to develop and maintain the database of profile of human
resources.

4. The portal boldly seeks to address many of the shortcomings
in our education system by bringing together the best
experts in the country in their respective fields and best
available knowledge resources on the web in public domain.
It also seeks to standardize curriculum and learning
materials across the country and keep them in tune with the
latest trend world over so that Indian learners do not lag
behind. Teacher- independent modules could work wonders
in remote areas where the learner does not have access to
good quality teachers or wants to study independently. In
order to bolster the knowledge resources, to obtain and
maintain a competitive edge in the world, we require a
system of identification and nurturing of talent and lifelong
learning. The knowledge modules should be based on the
personalized needs of the learner that would need to be
delivered to him/her at the right time with the right content
interactively to take care of the aspirations of the learners.

5. This mission mode project (NMEICT) seeks the effective
utilization of intellectual resources, minimizing wastage
of time in scouting for opportunities or desired items of
knowledge appropriate to the requirement. Here, we
mainly focused on SAKSHAT, which is a one-stop
educational portal for pan India. There are several
learning resources for the different target groups of
learners.

The National Mission on Education through Information and
Communication Technology (NMEICT) has been envisaged as a Centrally
Sponsored Scheme to leverage the potential of ICT, in teaching and
learning process for the benefit of all the learners in Higher Education
Institutions in any time any where mode. This was expected to be a major
intervention in enhancing the Gross Enrolment Ratio (GER) in Higher
Education by 5 percentage points during the XI Five Year Plan period.
The three cardinal principles of Education Policy viz., access, equity and
quality could be served well by providing connectivity to all colleges and
universities, providing low cost and affordable access-cum-computing
devices to students and teachers and providing high quality e-content
free of cost to all learners in the country. NMEICT encompasses all the
three elements. The Mission has two major components:

14. • Literacy rate as per 2001 census was 64.8%. The talents of the remaining
35.2 % of the population, let alone try to nurture their talents.
• With a slow rate of growth in the number of educational institutions, we
cannot hope to quickly make a dent on the base line educational status of
the population so need of ICT intervention.
• The gross enrolment ratio is very less, pedagogy is unattractive, need to
launch ICT based education to lure the students.
• The drop out rates in 2000-01, 2001-02, 2002-03 and 2003-04 have been
40.7%, 39.0%, 34.9% and 31.5% respectively

Home)channels on 40 transponders. Setting up virtual labs and lab centers and finishing schools for quality
enhancement.
 Developing very low cost, low power consuming wireless mesh. ► Providing e-Learning support to every
higher education institution fortechnology assisted learning.
