Germany Collaborates with International Companies to Improve Livelihood of
African Rice Farmers

The German Ministry of Economic Cooperation and Development and a group of national and international
companies are collaborating to improve the livelihood of 50,000 Nigerian rice farmers and boost rice production
in Nigeria through the Competitive African Rice Initiative (CARI) initiative.CARI aims to improve
competitiveness of domestic rice supply to meet the sub-Saharan Africa demand and will cover around 120,000
rice farmers with a daily income below $2 in the African countries of Nigeria, Ghana, Burkina Faso and
Tanzania. However, CARI will begin with 50,000 rice farmers in Nigeria and then expand to cover 10,000 rice
farmers in Burkina Faso, 30,000 in Ghana and 30,000 in Tanzania in a phased manner. The program will also
help rice processors, rice millers as well as rural service providers in each country.CARI Country Director said
the organization would lend their full cooperation to the Nigerian government to increase domestic rice
production and reduce dependence on imports.

Implementation of CARI will begin by identification of potential rice producing areas to serve as target project
locations. CARI also plans to form a rice supply chain starting from farmers to cooperatives to millers, to rice
merchants to distributors and/or wholesalers to retailers. CARI will also use husk and stray from the rice value
chain effectively to help farmers generate income from the paddy waste.CARI aims to increase production of
quality paddy rice, develop sustainable and competitive rice production systems, increase sourcing and storage
capacities, increase processing efficiency and improve access to finance to stakeholders in all levels of value
chain. The partners of the program are expected to bring in their specific experience and know-how to optimize
the rice production systems.

Italy Rice Producers Sell 36,897 Tons of Paddy February 11-18
Feb 24, 2014

More than half of Italy’s rice paddy has been sold. Remaining paddy stocks for the 2013-14 crop year amount to
694,979 tons, with sales totaling 752,804 tons (52% of production). There are about 7 or 8 months before the
next harvest.Paddy production in 2013-2014 was 1,447,783 tons (down 9% from 1,595,688 tons in 2012-2013).
Last year at the same time, 812,955 tons of paddy were already sold, equivalent to 49% of production, and
remaining supplies amounted to 834,048 tons.
Long A varieties, for the domestic market, still register the highest demand: they represent almost half of the

36,897 tons sold in the week February 11-18.In that week, rice growers sold 17,592 tons of Long A paddy;
9,774 of round paddy varieties; 9,065 of Long B varieties and 466 tons of medium varieties. As of February 18,
46% of round grain, 56% of medium grain, 63% of Long A and 45% of Long B varieties have been sold.

Surprise, Surprise! Infamous ‘David Tan’ Fails to Show Up in Philippines Court

On Monday, the Philippines Senate committee on agriculture and food was scheduled to hear a case about rice
smuggling. The infamous David Bangayan (accused of being David Tan – “the king of rice smuggling”) and
his colleagues Elizabeth Faustino and Leah Echeverria were all scheduled to appear, but not one of them
showed up Monday.Bangayan’s lawyer informed the Senate that his client had been taken to the hospital after
his blood pressure rose and he had trouble walking. Faustino claims that she was undergoing gall bladder
surgery, and the Senate’s Sergeant at Arms is investigating its veracity. According to the Senate, Faustino was
the “consolidator” of Nixon Kua, a deceased journalist involved in rice trading, and was connected to many
different farmers’ cooperatives in the country. Echeveria, whose absence was unexplained, was the attorney-infact
for

different
cooperatives
that
filed
a
civil
case
against
the
NFA.
Judilyne Lim, another rice “consolidator,” did show up for the hearing Monday, and she denied allegations that
she is the owner of DGL Commodities Trading – instead, she is the owner of DGL Commodities, Inc., which is
a different company, she claims.The Senate investigation is a tricky one because it involves not only Philippine
citizens but also the Vietnamese government. Allegedly, rice imported by the NFA from Vietnam was

overpriced, and the Senate has asked the Justice Department to share its findings regarding this
accusation. While the Senate investigates alleged corruption involved with importing Vietnamese rice, the
Makabayan Bloc in the House of Representatives is seeking strict price controls for the buffer stock rice the
government will import from Vietnam in the July-September quarter. There is concern that the country will
lose money, with the Bloc claiming the country already lost about P521 million (about $11.66 million) when it
imported 500,000 tons of rice for the December 2013-March 2014 buffer stock. Representatives project that
losses could reach P1.42 billion (about $31.8 million) if the country imports the planned 1 million tons.

ORYZA afternoon Recap – Chicago Rough Rice Futures Rally Above $16.000 per
cwt as Shorts Pay up To Exit Ahead of Delivery Period

Chicago rough rice futures for March delivery settled 33 cents per cwt (about $7 per ton) higher at $16.045 per
cwt (about $354 per ton). Rough rice futures rocketed higher once again today as traders holding short positions
in the nearby March contract are forced to pay up to exit positions ahead of first notice day, which is on this
coming Friday. The market began the day with over 1,500 contracts outstanding for March delivery, it is likely
that following today’s flurry of trading that number has fallen well below 1,000 contracts, but we will not know
for sure until the release of the open interest report in the morning. If in fact the majority of the open interest has
been reduced it is unlikely that we will have such pressure under the market to shoot prices beyond today’s high
of $16.060 per cwt (about $354 per ton). On the other hand it is likely that we could see some additional profit
taking and in turn see prices dip back below $16.000 per cwt (about $353 per ton).

Technically the market continues to be seen as bullish with the recent trend of higher prices remaining intact.
The question now becomes on of weather such lofty prices on the board become attractive enough to justify the
registration of warehouse receipts. The other grains finished the day mostly higher; soybeans closed about 1.2%
higher at $13.8650 per bushel; wheat finished about 1.3% higher at $6.1875 per bushel; and corn finished the
day about 0.3% lower at $4.5150 per bushel.U.S. stocks rallied on Monday, lifting the S&P 500 to a record and
clearing its 2014 loss, as investors continued to view lackluster economic data as largely the result of winter
weather. In testimony this month, Fed Chair Janet Yellen said the U.S. economy had picked up enough traction
to handle reduced monetary stimulus, three rounds of which are viewed as helping propel equities higher.
Yellen on Thursday delivers her weather-delayed testimony before the Senate. Ahead of Wall Street's start, an
initial gauge signaled growth in the services sector slowed in February, with stock futures retaining the bulk of
their modest gains. The Dow Jones Industrial Average climbed as much as 196 points, and was lately up 170.31
points, or 1.1%, at 16,273.61, with 24 of its 30 components in the green. The S&P 500 rose to a high of
1,858.76, clearing both the intraday and closing records set on Jan. 15. The index was lately up 18.83 points, or
1% at 1,855.08, with energy the best performing of its 10 major industry groups. Rising to a 13-and-a-half-year
high, the Nasdaq rose 41.13 points, or 1%, to 4,304.53. Gold is trading about 1.1% higher, crude oil is seen
trading about 0.7% higher, and the U.S. dollar is seen trading marginally lower at about 1:00pm Chicago
time.Friday, there were 1,256 contracts traded, down from 2,071 contracts traded on Thursday. Open interest –
the number of contracts outstanding – on Friday decreased by 166 contracts to 7,711.

India Government Advised to Liquidate 15-20 Million Tons of Rice, Wheat to Ease

India’s Commission on Agricultural Costs and Prices (CACP) says that the government should release around
15-20 million tons of rice and wheat in to the domestic market to reduce prices.The CACP suggests the
minimum support price (MSP) for food grains in India and has been criticized for steep increases in the MSP of
paddy in the last few years which critics say may have led to high food inflation. However, the CACP chairman
told local sources that holding on to high stocks is unnecessary for the government and suggested that
liquidating rice and wheat stocks may bring down prices.
Average rice prices in India declined about 4% month-on-month in January 2014, but local sources say that the
government may accept the CACP suggestion to liquidate rice from stocks quickly, considering elections are
scheduled to take place in a few months.India’s rice stocks in the central pool as of February 1, 2014 stand at
around 31.3 million tons, almost 56% of total food grain stocks of around 55.54 million tons and more than
double the required buffer and strategic reserve norms of around 13.8 million tons for this time of the year.
Total wheat stocks in the central pool stand at around 24.2 million tons, more than double the 11.2 million tons
buffer requirements.The CACP chairman also says that India’s rice exports in the financial year 2013-14 (April
– March) may reach a record 11 million tons. According to official sources, India exported around 10.1 million
tons of rice in FY 2012-13 worth about $6.2 billion. Rice exports during April – December of 2013 stand at
around 7.7 million tons worth about $5.5 billion.

Argentina Rice Lowest Offer in Iraq Rice Tender for 30,000 Tons

Argentine rice was offered lowest in the international tender from Iraq to buy at least 30,000 tons. The tender
closed on February 23, 2014, and offers must remain valid until February 27, 2014.According to trade sources,
Argentine rice was offered lowest at $699 per ton cif free out (ciffo), Uruguayan rice was offered lowest at $713
per ton ciffo, Brazilian rice was offered lowest at $717 per ton ciffo, and U.S. rice was offered lowest at $747
per ton ciffo.
No purchase has yet been made in the tender, say trade sources.

Oryza Overnight Recap – Chicago Rough Rice Futures Show Strength Overnight
Despite Softer Grain Complex

Chicago rough rice futures for March delivery are currently paused 11.5 cent per cwt (about $3 per ton) higher
at $15.830 per cwt (about $349 per ton) as of 8:00am Chicago time. The other grains are seen mixed this
morning ahead of floor trading in Chicago: soybeans are currently seen about 1.1% higher, wheat was paused
about 0.7% lower, and corn is noted about 1% lower.

U.S. stock index futures pointed to a higher open on Monday, ahead of a quiet day for both earnings and
economic data. European stocks followed their Asian counterparts lower early on Monday, after shares in China
fell on reports that Chinese banks have started to cut back on loans to property-related industries.
In addition, data from China – the world's second-largest economy – showed new home price growth slowed
for the first time in 14 months in January. In eastern Europe, Moscow-backed Viktor Yanukovych was ousted
from the presidency over the weekend and a warrant for his arrest was issued on Monday. Oeksander Turchinov
has been given the role of acting president. U.S. stocks were largely flat over the past week. The Dow fell 0.3%
to 16,103, and the S&P 500 was down 0.1% at 1,836. Nasdaq was up 0.5% at a new 13-year high of 4,263, but
the small-cap Russell 2000 led the pack, up 1.3% to 1,164. U.S. stock index futures are currently trading about
0.3% higher, gold is currently trading about 0.6% higher, crude oil is seen trading about 0.4% higher, and the
U.S. dollar is currently trading about 0.1% higher at 8:00am Chicago time.

Philippines Opposition Lawmakers Accuse NFA of 'Legalized Smuggling' in Rice

Opposition and minority lawmakers in the Philippines have accused the National Food Authority (NFA) of
striking a government-to-government deal with Vietnam to import 500,000 tons of rice on November 16, 2013
at higher prices, according to local sources.Lawmakers say that the rice, which was meant for buffer stocks
between December 2013 and March 2014, was bought from Vietnam at $462.25 per ton despite having an offer
from Thailand at $462 per ton. They say that this amounts to "legalized smuggling" and claim that the deal
could bring up to P1.42 billion (around $32 billion) losses to the government.Lawmakers also add that the price
of Vietnam rice was much higher than the market price during the import deal.
Some lawmakers cited the USDA report on prices which quoted the prevailing market price from November 16
- 22, 2013 at $377.86 per ton and say that Vietnam rice was $84.39 costlier than the prevailing price. "The NFA
could have bought at $365 instead of $462.25 per ton if it took charge of delivery," a lawmaker says.However,
the NFA maintains that the Vietnam rice deal was transparent. The NFA admits that it ignored cheaper offer
from the Thai government, but clarified that the initial bid by Thailand was $475 per ton which was much
higher than Vietnam's $462.25 per ton bid. Later, the Thai government made an offer at $462 per ton, but NFA
rejected the offer to avoid endless bidding by Vietnam and Thailand, the NFA says. The NFA also insists that
there would be no losses from the deal.

Thailand Rice Farmers Threaten Protests Tomorrow; Fund-Raising Options Shrink
for Government

Rice farmers in Thailand have threatened to launch mass protests tomorrow if the government does not clear
delayed payments under the rice mortgage program.Last week, a group of farmers stopped short of halting
operations at the Suvarnabhumi international airport in Bangkok after the government assured them that
payments would be made in a week. However, the government seems to be ill-prepared to carry out its
promise.Last week, the Deputy PM and Finance Minister said that some of the unpaid farmers will receive
payments after the state-owned Bank for Agriculture and Agricultural Cooperatives (BAAC) launches the first
batch of bonds worth up to 100 billion baht (about $3 billion) on February 27, 2014.However, experts remain
doubtful of the success of such a move. According to the former chief of BAAC selling bonds to the general
public through BAAC at attractive interest rates may attract legal complications. The former BAAC chief told
local sources that issuing bonds could expose BAAC executives to lawsuits if the legal authority of a Caretaker
government is challenged. He suggests the government to speed up spending of money already approved in the
central budget to help the BAAC pay the farmers. He also says that the government could divert related budgets
away from various ministries make payments to farmers immediately.Separately, Thailand's Department of
Foreign Trade (DFT) has denied reports about the dumping of Thai rice in Indonesia, and about Indonesian rice
losing its market share to Thai rice. The DFT Director-General said the prices of Thai rice were in accordance
with the market and Thailand has not offered any price cuts to Indonesia recently. Similar claims have also been
made by Cambodia and Vietnam and they have threatened to file a complaint with the World Trade
organization (WTO) about the matter.

European Food Safety System Reports on Rice, Rice Product Imports

In 2013 there were 32 alerts from European Rapid Alert System for Food and Feed (RASFF) about safety and
regularity
of
imported
rice
and
rice
products
according
to
an
official
report.
The data shows that half of them were from China (16), 5 from India, 4 from Pakistan, and then 1 each from
Cambodia Vietnam, Hong Kong, USA , Serbia,Germany, and Denmark. otifications came from borders,
indicating the presence of something irregular or not allowed by European laws, such as aflatoxins, Gmo, or
prohibited pests.
In some case some health certification was missing. The Rapid Alert System for Food and Feed (RASFF) was
put in place to provide control authorities with an effective tool to exchange information about measures taken
responding to serious risks detected in relation to food or feed. This exchange of information helps Member
States to act more rapidly and in a coordinated manner in response to a health threat.In 2013, on 32 cases related
there have been different reactions: 21 were rejected at borders, for 5 of them an alert was issued, and for other
6 an information was issued: in 13 cases the problem referred to milled rice (six for non-basmati rice, and seven
milled Basmati rice), the rest was connected to products based on rice, such as noodles, crackers, and other
preparations. The notifications came from 12 different countries from all over Europe.
