In ancient times, mariners set out for new
worlds with the vaguest ideas about where
they were heading. What happened?
• They were unable to navigate the waters
and they perished
•It took a long time to find where they were
going
•When they arrived, they didn’t always know
where they were

Great districts row
 as one. Like a
 crew team, they
 are only effective
 when they row in
 sync in the same
 direction.

An effective district is
   a tightly aligned
   community, marked
   by a palpable sense
   of common purpose
   and shared identity.
It is not a “you and
   me”, but a “WE.”

By contrast, a weak
 district is
 fractured, with a
 group individuals
 each operating
