1988 HIV/AIDS Omnibus Bill: mandates all public schools, gr. 5-12 teach
condom use and defining all forms of sexual intercourse to deal with epidemic
2005 Guidelines created by Office of Superintendent of Public Instruction
(OSPI) after legislative debate about sex education to assuage concerns
2007 Healthy Youth Act: regulatory sex ed law that allows ONLY
comprehensive sex-ed (CSE) philosophy be taught in public schools
This allows OSPI to change K-12 standards based on their interpretation of the
Sexual Health Standards without permission or discussion from elected officials
April 1, 2020 SB 5395: bill passed that mandates CSE in all K-12 public schools

9. Referendum 90 STEP

Goal
Bring back local control
Common Sense Sex Education Initiative 1109 will need 320,000 signatures by
the end of December to qualify for the Washington State Legislature to take
up the matter in January 2021.
