  • 2. 07941 485 847 Mike Brough 0131 564 1780 • Putting  in  place  the  appropriate  structures  and  mechanisms  to  deliver  the  right  environment  for  the  growth  of   the  emerging  oil  and  gas  industry,  for  example  setting  up  of  the  Falkland  Islands  Maritime  and  Harbour   Authority.   • Grouping  business  units  together  to  create  more  focused  teams  and  increase  the  collaboration  of  government   departments.     • Creating  internal  and  external  policies  and  procedures  resulting  in  streamlined  processes  and  greater   preparedness.     • Driving  commercial  partnerships  with  private  and  public  sectors  providers,  developing  long-­‐term  relationships   with  mutually  beneficial  ROI.   • Working  as  part  of  the  key  senior  executive  decision  makers  to  determine  financial  feasibility  and  accurately   determine  the  requirements  of  the  programme  of  work.     • Successfully  represented  the  Falkland  Islands  during  an  annual  conference  in  Trinidad  &  Tobago,  shared  the   story  of  the  Falklands  and  its  journey  to  becoming  a  pioneering  state  in  regards  to  energy  production,  usage  and   awareness.       Responsibilities:   • Leading  the  development  of  key  business  relationships  across  the  Falkland  Islands  and  internationally  with  the   Oil  and  Gas  sector.   • Developing  a  strategy  to  deliver  the  necessary  housing  and  accommodation  infrastructure  needed  to  service   short-­‐term  development  needs  and  longer-­‐term  settlement  of  workers.   • Consulting  internally  and  externally  to  uphold  the  key  project  deliverables  and  requirements,  whilst  consistently   representing  the  Falklands  and  ensuring  it  remains  environmentally  protected.     • Continually  reporting  on  the  progress  of  departments  and  making  amendments  to  the  project  and  programme   parameters.   • Conducting  gap  analysis  to  determine  and  assess  the  impact  of  proposed  activities.   • Presenting  and  effectively  communicating  across  all  teams  and  levels  of  management  project  needs,  milestones   and  timelines,  ensuring  that  each  division  is  supported  and  clear  of  the  expectations  and  deliverables.       • Risk  management  of  the  programmes  to  anticipate  and  manage  unexpected  and  expected  scenarios  and  to   develop  key  client  relationships.         Managing  Director  and  Expert  Consultant  (Energy  &  Carbon)                                                                                                                            Sept  2009  –  July  2014   Regen  and  Renew  Ltd     Regen  and  Renew  Ltd  is  an  independent  energy  and  carbon  reduction  consultancy  and  brokerage,  undertaking  project   scoping  and  development  assignments  on  behalf  of  public  and  private  sector  bodies  across  the  areas  of  regeneration,   energy   efficiency,   renewable   energy   and   sustainability.   As   the   Managing   Director   and   consultant,   Regen   and   Renew   successfully  grew  to  turn  over  £400k  while  delivering  a  very  high  level  of  customer  satisfaction  across  3  key  areas:     • Providing  key  consultancy  services  across  local  authorities,  housing  providers  and  partnering  private  companies.   • Working  with  key  authorities  to  determine  effective  programmes  of  work  across  the  areas  of  energy  and  carbon   reductions  and  creating  strategies  to  deliver  this.   • Representing  the  ‘big  6’  energy  providers  and  providing  a  brokerage  services  and  relationship  management   between  them  and  the  public  sector.     Key  Achievements:   • Business  Partnering  with  Warm  Wales  to  lead  and  represent  the  initiative,  within  12  months  £15  million  of  new   business  was  generated.   • The  creation  a  Community  Interest  Company  for  Monmouthshire  County  Council,  (an  outsourced  arm  of  the   local  authority)  that  became  responsible  for  addressing  the  green  energy  and  digital  inclusion  agendas  and   creation  of  jobs.  This  company  is  still  in  place  and  has  grown  and  now  offers  community  apprenticeships,   additionally  it  has  saved  the  local  authority  £150k  per  year.   • Creating  strong  commercial  and  long-­‐term  relationships  with  key  nationwide  energy  providers  British  Gas,  
  • 3. 07941 485 847 Mike Brough 0131 564 1780 Scottish  Power,  EDF  Energy,  E-­‐ON,  npower  and  SSE,  and  local  authorities,  resulting  in  new  funding  streams  for   key  projects.     • Consulting  as  a  Subject  Matter  Expert  to  the  BRE  Group  to  assist  in  furthering  their  research  and  driving  the   implementation  of  projects.   • Given  the  political  changes  occurring  within  the  energy  and  regeneration  arena,  the  business  was  adapted  to   take  on  a  brokering  function  representing  the  commercial  and  financial  interests  of  local  authorities  as  well  as   power  supplying  enterprises.     • Providing  expert  advice  and  consultancy  across  the  social  housing  arena  in  regards  to  funding,  building   commercial  relationships  and  launching  key  projects.   • Identifying  potential  funding  channels  to  finance  project  execution,  successfully  negotiating  contracts  with   energy  providers  resulting  in  access  to  £7m  in  carbon  funding  from  utilities  companies  in  2012/2013  alone.       Responsibilities:   • Working  with  local  authorities  to  accurately  determining  the  scope,  requirements  and  outcomes  of  projects.   • Leading  client  relationships,  negotiating  project  costs  and  funding.   • Conducting  essential  gap  analysis  and  reporting  findings  to  key  stakeholders.   • Making  expert  recommendations  regarding  energy  and  project  implementation  strategy.   • Establishing  credibility  across  the  housing  association  and  local  authority  sectors,  being  seen  as  an  expert   consultant.   • Producing  all  financial  documentation  including;  budgeting,  forecasting,  cost  of  resources,  required  funding.   • Tracking  implementations  and  managing  road  blocks  across  the  project.   • Mitigating  risk  throughout  the  entire  project  lifecycle.   • Completing  all  financial  reporting,  due  diligence  and  administration  across  the  business  and  project  lifecycle.   • Actively  driving  the  project  lifecycle,  defining  the  project  scope,  planning  the  solution  and  ensuring  the  delivery   of  an  active  solution  focused  solutions.   • Creating  key  initiatives  focusing  on  reducing  carbon,  energy  consumption  and  costs  within  public  and  private   residential  housing  portfolios.   • Conducting  research  and  analysis  identifying  energy  usage  and  proposing  strategies  conducive  to  the  goals  of   the  business  and  community.     Business  &  Finance  Manager  (Public  Sector  Regeneration)                   Oct  2006  –  Sept  2009   Welsh  Government  -­‐  Heads  of  the  Valleys  Programme/Strategic  Regeneration       The  purpose  of  this  role  was  to  successfully  lead  the  delivery  of  the  regeneration  agenda  in  Wales  and  management  of   the  programme  budget  (£66  million)  along  with  the  delivery  of  the  ‘One  Wales’  agenda.     Key  Achievements:   • Alongside  the  role  of  Business  and  Finance  Manager  created  a  bespoke  low  carbon  initiative,  which  saw  a   significant  increase  in  funding  across  the  Heads  of  the  Valleys  region,  funding  rose  from  £10  million  in  2006  to   £24.5  million  in  2009.   • Successfully  managed  the  key  commercial  business  relationships  with  12  local  authorities,  ensuring  that  each   authority  was  accurately  represented  and  understood  the  needs.   • Working  across  the  Heads  of  the  Valleys  community  to  create  a  sustainable  and  community  wide  regeneration   programme  to  significantly  improve  the  region  and  its  energy  usage.   • Designed  a  bespoke  and  successful  energy  programme  that  was  seen  as  a  ‘flagship’  initiative  which  was  adopted   as  a  nationwide  incentive.   • A  key  contributor  and  driving  force  behind  the  transformation  of  the  Head  of  the  Valleys  region,  working  with   the  Head  of  Strategy,  community  representatives  and  building  key  partnerships.   • Secured  key  investment  from  British  Gas  which  significantly  increased  the  continuity  of  the  renewable  energy   program  of  work  and  implementation  across  a  large  number  of  homes.  The  investment  in  a  new  ‘Green  Skills   Training  Academy’  by  British  Gas  indicated  the  validation  nationally  of  the  work  and  ensured  the  sustainability   of  the  initiatives.
