2. Transforming Care:
A national response to Winterbourne View Hospital
“7.31 We have heard deep concerns about over-use of
antipsychotic and antidepressant medicines. Health
professionals caring for people with learning disabilities
should assess and keep under review the medicines
requirements for each individual patient to determine the
best course of action for that patient, taking into account the
views of the person if possible and their family and/or carer.
Services should have systems and policies in place to
ensure that this is done safely and in a timely manner and
should carry out regular audits of medication prescribing and
management, involving pharmacists, doctors and nurses.”

3. Key actions
“The Royal College of Psychiatrists, the Royal Pharmaceutical Society and other
professional leadership organisations will work with ADASS and ADCS to ensure
medicines are used in a safe, appropriate and proportionate way and their use
optimised in the treatment of children, young people and adults with challenging
behaviour. This should include a focus on the safe and appropriate use of
antipsychotics and anti-depressants.”
“The Department of Health will explore with the Royal College of Psychiatrists and
others whether and how to commission an audit of use of medication for this
group. As the first stage of this we will commission, by summer 2013, a wider
review of the prescribing of antipsychotic and antidepressant medicines for people
with challenging behaviour.”

the MHRA’s Clinical Practice Research Datalink
• Commission CQC to examine Second Opinion Appointed

• Commission a collaborative improvement programme

7. Ministerial Support

know that inappropriate medication is a significant problem
across the country. This programme through its project sites
and community of practice will help drive improvement in safe

8. Working in Partnership with
NHS Improving Quality
• On 1st April 2013, NHS Improving Quality was formed to be the
one national improvement organisation.
• Hosted by NHS England.
• It brought together and will build on the wealth of knowledge,
expertise and experience of all the previous improvement bodies
that have gone before.
• An evidence-based organisation that is aligned to the current
needs and challenges of the NHS.

supporting this programme.
