More specific, how to become a chartered member of the institution of structural
engineers in the united kingdom.
Where the CEng are the title of chartered engineer registered in the engineering
council of the UK, while the MIStructE are the designation of the chartered
membership of the institution of structural engineers of the UK.
We will present in detail how to get this professional status for your profession as an
engineer.
But before we start , there are some important notes must be known:
1- There are some abbreviations to be used in the context such as :

(UK) refers to united kingdom.
(IStructE) stands for the institution of structural engineers in the united kingdom.
(ICE) stands for the institution of civil engineers in the united kingdom.
(CEng) stands for the Chartered Engineer designation from the Engineering council in
the united kingdom.

membership of the institution of structural engineers in the united kingdom;
however, we will briefly refer to the process for chartered membership of the
institution of civil engineers (ICE) in the united kingdom.
3- There is no intent to promote some institutions over others, but the intent is to
encourage the concept of the professional registration from any international
engineering body.

process or a professional registration from one institution or body, but also to
highlight you the importance of the continuing professional development (CPD)

- But what does continuing professional development (CPD) means ?
Continuing professional development (CPD) (or continuing professional education
(CPE)) is continuing education to maintain knowledge and skills. It ensures you
remain competent in your profession. (1)
However it refers to the process of tracking and documenting the skills, knowledge
and experience that you gain both formally and informally as you work, beyond any
initial training. It’s a record of what you experience, learn and then apply. (2)

First of all, let’s talk about the Engineering Council is the UK regulatory body for the
engineering profession.
In addition, the Engineering Council sets and maintains the internationally recognized
standards of professional competence and ethics that govern the award and
retention of the of the professional titles, which are Chartered Engineer (or CEng) ,
Incorporated Engineer (or IEng), and Engineering Technician (EngTech).
This ensures that employers, government and wider society - both in the UK and
overseas - can have confidence in the knowledge, experience and commitment of
professionally registered engineers and technicians.
By the way, there are 36 professional institutions in the UK in different engineering
disciplines.

Now you may agree that you have to joint a professional engineering institute , you
would ask me what are the steps to that.
There are three typical assessment stages:
1- meet the required academic qualification,
2- undertake a period of responsible work experience (called initial professional
development – IPD)
3- Pass the professional review, which is mainly interview and sometimes with exam
as well.
For instance the institution of civil engineers doesn't require passing any exam just
interview, while the institution of structural engineers requires passing both
(interview and exam).
You might ask now, what is the followed standards against which individuals are
assessed for CEng registration?

Professional registration with the Engineering Council is based on demonstration of
competence and commitment. The UK Standard for Professional Engineering
Competence (UK-SPEC) describes the competence and commitment requirements
that have to be met for registration as an Chartered Engineer (CEng).
For example, chartered engineers must be competent throughout their working life
to:
- Optimize the application of the existing and emerging technology.
- Demonstrate effective interpersonal skills
- and so on. (refer to snapshot in the slide)
It is all about : Knowledge + Skills + Attitude
Kindly note that these requirements are followed by all professional institutions in
the UK ; once you apply for a chartered membership from any institution, you will be
assessed against them in a some way.

Let’s talk now about some of the international professional institutions in the UK and
around the world.
As we mentioned previously that there are 36 professional institutions in the UK
alone in several disciplines. For instance;
 Institution of Civil Engineers (ICE)
 Institution of Structural Engineers (IStructE)
 Royal Institution of Architects (RIBA)
 Chartered Institution of Building Services Engineers (CIBSE)
 The chartered Institution of Buildings (CIOB)
 Chartered Institution of Highways & Transportation (CIHT)
 Institution of Engineering and Technology (IET)
All of these institutions are under engineering council umbrella.
However, there are several reputed institutions worldwide, such as :
- American society of civil engineers (ASCE) , which gives a reputed title of
professional engineer (PE)
- Also Engineers of Australia or (Engineers) Australia, which gives a reputed title of
chartered professional engineer (CPEng)
- so on….

The good news here is that some Arab countries have started following one of that
international standards in order to qualify their engineers.
For example , Egypt, Saudi Arabia and Jordan are all following the American
registration standard for engineers (i.e. FE and then then PE). While UAE have started
towards recognizing the British registration standard (i.e. CEng), as we will see later.

You might be wondering now that the previous professional registrations are
beneficial in their place (UK or UAS), why do I need to get it while I’m working
somewhere here in the middle east (in UAE for example)?
The answer here is from several aspects:

First aspect is that it is really required, or preferred, by the employers in the local job
market here in UAE . This is because employing registrants brings benefits to the
employer, such as increased customer confidence. As we mentioned early under
“The benefits of professional registration as CEng”
For example, one of the preferred qualification for a structural engineer required by
ACEOM is to be chartered engineer, preferably MIStructE or similar.

Second aspect is that starting apply and implement the international professional
standards in the UAE, and there are several examples:
1) Implementing “the Code of Engineering Ethics” by the UAE society of engineers
on 2013. All registered engineer must sign of this code statement.
Moreover, the core ethical values of this code are 7 :
Responsibility, Integrity, Fidelity, Society, Safety, Leadership and Excellence, and
Environment.
You can notice that these values are similar to that required by the UK engineering
council.

2) Another example of implementing the international standard in UAE is the
engineers registration in Abu Dhabi .
Regulation No (3) of 2009 concerning classification of engineers in Abu Dhabi
Emirate.
Where each design structural engineer must apply to this registration system in Abu
Dhabi and receive official cards with unique number to indicate it on his / her design
drawings.
It is somehow similar to that system used in the United Kingdom, where the design
structural engineer indicates his/her professional registration number on the all
drawings submitted by the engineering office where he works, and he undertakes a
full design responsibility.

Third aspect is the UAE regular collaborating with the international institutions since
2012/2013 until 2020…
For example , collaborating ICE , IStructE, CEB-FIP The International Federation for

Also, some local chapters of these institutions had been established here in the UAE.

the institution of structural engineers.
There are several membership grads available depends on your current experience
situation; remember that you target is to be a chartered member (i.e. MIStructE).
1- If you are studying (or have recently studied) structural and/or civil engineering
related courses, then you can apply for student membership.
2- If you have completed an accredited (or recognized) structural and /or civil
engineering degree or equivalent, then you have to apply for graduate membership.
3- If you are an experienced structural engineering technician looking for recognition
of your competence, Technician Membership (TIStructE) is for you.
4.1 - If you’re an experienced engineer with an ability to solve design problems using
appropriate methods of analysis, Associate-Membership could be for you.
4.2 - If you are already professionally registered with an Institution-approved body

Now what are the routes to membership grades?
Typically there are two steps to be associate member or chartered member: you
must be a degree-qualified and has professional competencies.
Let’s start with the academic requirement to be a degree-qualified candidate:
- If you have a BSc form accredited university or equivalent , you have meet the
academic base for Associate-Member.
- If you hold a BEng (Hons) form accredited university or equivalent , you are required
to undertake a further learning period determined by the “Academic Qualifications
Panel” of the Institution. Generally you can choose one option of three : Technical
Report Route, Accredited MSc, JBM (Joint Board of Moderators) Employer Managed
Scheme, or to use the chartered Member examination (as a new option) to
demonstrate you have meet the academic base.
- If you hold MEng form accredited university or equivalent, you have meet the
academic base for Chartered Member.
In all cases, you have to apply for graduate membership first, which requires an
academic assessment for your degree, then the institution will notify you whether
you meet the academic requirement for chartered membership or you need to

undertake further learning period.

Before we start describing each objective, it is important to know that the core
objectives are defined to minimum standards. In other words, you need to
demonstrate the minimum required standard for the relevant objective.
What the minimum standard could be?
The minimum standard required for each core objective could be one of the
following:
The lowest standard is:
Appreciation (its acronym is A): A general appreciation of the subject is required, as
well as an understanding of how the subject may affect, or integrate, with other
subjects.
A bit higher standard is:
Knowledge (its acronym is K): A knowledge and understanding of the subject and its
application is required.
A key standard is:
Experience (its acronym is E): The subject should be performed independently or
under supervision.

A highest standard is:
Ability (its acronym is B): Perform the subject without supervision and be competent
to advise others.

Now let’s describe each core objective;
First section is the objectives related to the personality, they are two objectives
(institution and communication)
1.1 INSTITUTION (the minimum standard required is K Knowledge): the objective is
Knowledge of the Institution and involvement in Institution affairs.
The candidate should demonstrate knowledge of the structure and purpose of the
Institution of Structural Engineers, together with an awareness of the Institution’s
Code of Conduct.
1.2 COMMUNICATION (the minimum standard required is A Ability) : the Objective is
Ability to demonstrate effective communication and interpersonal skills.
The candidates should demonstrate competence in effective communication and
inter-personal skills using written, oral and visual media. Where resources permit the
candidate should demonstrate the ability to communicate via IT links, produce
spreadsheets and database documents.

Second section is the objectives related to the engineering, they are five objectives
(conceptual design, analysis and design, materials, environment, and construction)
2.1 CONCEPTUAL DESIGN (the minimum standard required is A Ability) : the
Objective is Ability to produce viable structural solutions, within the scope of a design
brief, taking account of structural stability, durability, aesthetics, sustainability and
cost.
The candidate should demonstrate competence in conceiving approximated scheme
solutions to assess the viability of alternative materials and forms of construction.
2.2 ANALYSIS AND DESIGN (the minimum standard required is A Ability) :the
Objective is Ability to carry out analysis and design of structural forms.
The candidate should demonstrate an ability to solve structural engineering problems
using a variety of suitable methods of analysis and media, including both traditional
methods, using hand calculations, and computer analysis using proprietary software.
The candidate should also understand the limitations of such techniques.
2.3 MATERIALS (the minimum standard required is A Ability) : The objective is Ability
to specify and co-ordinate the use of materials.

The candidate should develop knowledge of the properties and behaviour of the
primary construction materials, i.e. steel, concrete, masonry and timber, such that
they can determine the advantages and disadvantages of the use of these materials
and should have an understanding of the principles of material selection.

2.4 ENVIRONMENT (the minimum standard required is K Knowledge) :
The objective is Knowledge of relevant environmental, societal, sustainability and
economic issues, and associated legislation.
The candidate should demonstrate knowledge of the relevant environmental and
sustainability objectives, issues and legislation, and their influence on the design
process and solutions adopted.
2.5 CONSTRUCTION (the minimum standard required is E Experience): The objective
is experience in construction techniques.
The candidate should demonstrate experience in construction techniques,
construction plant and machinery, temporary support systems, material testing
procedures, construction programmes, construction sequencing, etc.
Note: At least 6 months period of site experience is required.

Third section is the objectives related to management and commercial, they are six
objectives (management, law, health and safety, commercial awareness, contract
documentation, and quality system)
3.1 MANAGEMENT SKILLS (the minimum standard required is E Experience): The
objective is experience in management skills for programming and control.
The candidate should demonstrate experience in the following aspects of
management and leadership:
i. Project team management and leadership skills.
ii. Programming and project control.
iii. Liaison and interface management.
3.2 LAW (the minimum standard required is A Appreciation): The objective is
appreciation of the law and statutory legislation.
The candidate should demonstrate an appreciation of the law of the construction
industry with respect to statutory legislation, health and safety legislation, insurance,
contract law, and the contractual obligations effective within the construction
industry, relevant to the candidate’s location.

3.4 COMMERCIAL AWARENESS (the minimum standard required is A Appreciation):
The objective is appreciation of commercial and financial constraints.
The candidate should be aware of commercial pressures within the construction
industry and develop an appreciation of the effects of national and international
current affairs on the cost of raw materials, labour and manufacturing processes,
market forces, the effects of taxation, etc.
3.5 CONTRACT DOCUMENTATION (the minimum standard required is K Knowledge) :
The objective is knowledge of procurement routes and forms of contract.
The candidate should develop knowledge of the various standard forms of contract
for the procurement of both construction and design services and a knowledge of
appropriate procurement issues, e.g. partnering, dispute resolution, etc
3.6 QUALITY SYSTEMS (the minimum standard required is K Knowledge) : The
objective is Knowledge of quality systems.
The candidate should develop an understanding of the requirements for quality

systems and a knowledge of the specific procedures required to achieve quality in
design and construction including:
• Total Quality Management
• Quality Management Systems e.g. BS ISO 9001; 2000
• Project Quality Plans
• Environmental Management Systems (EMS)

see, the core objectives have been arranged against the standards to know which one
required more efforts to meet its minimum standard.
After we have described each objective and its minimum standard required. You may
wonder now how can I complete and achieve these objectives in a route suitable for
me?

There are three routes for demonstrating achievement of IPD: Individually managed ,
Accredited training scheme, Retrospectively collated.
1- Individually managed: Where IPD is individually managed, each candidate is
responsible for managing their own training with the assistance of a personal mentor.
You must keep records of your training and experience to indicate your progressive
achievements against the core objectives. The Institution has IPD quarterly report
forms and progress summary records for this purpose.
It is important that you have regular meetings with your personal mentor to review
your progress in meeting the core objectives and agree your action plan.
2- Accredited training scheme: Candidates following comparable training schemes
accredited by other bodies (e.g. ICE, HKIE) may submit those training records to
demonstrate compliance with the Institution’s core objectives. The experience must
be in structural engineering.
3- Retrospectively collated: If the candidate has not followed either the individually
managed route or a training scheme. In this situation, candidate applying for the
Professional Review must demonstrate that he/she has satisfied the core objectives

by completing and submitting a portfolio of their past work.
Kindly note that there is no concept of ‘time-serving’ although it is extremely unlikely
that most candidates will achieve an adequate range of experience/ability at work in
less than four years.

All candidates are required to prepare a portfolio of work in support of their initial
professional development (IPD).
- Your portfolio must illustrates how your work and experience have helped you meet
the core objectives.
- The portfolio must demonstrate that you have attained at least the minimum level
of competence and responsibility for Chartered membership.
- The portfolio must contain evidences and examples of your work from a variety of
projects.
- When you are ready to apply for the Professional Review Interview (PRI) , you'll
need to fill out and submit IPD final report forms for each core objectives.
- If you're following the Individually Managed route you'll need to complete a

When you consider that you have accrued sufficient experience and supporting
documentations (Portfolio of work) , you may apply to the Professional Review in
accordance with the relevant deadlines (please see the Institution website for
details). The Professional Review normally includes the Professional Review Interview
and Chartered membership Examination. You can attempt the exam before or after
your interview - whichever option suits you best.
Professional Review Interview (PRI) : It is to test your ability and ensures that you
have satisfied all the core objectives within your Initial Professional Development
(IPD).
• Two trained Interviews are usually arranged through your Regional Group.
• Fail in three or fewer objectives: to be re-interviewed on those objectives only.
• Fail in four or more objectives: to be required to re-sit the full interview.
Chartered Membership Examination : It is to assess the validity of your training and
experience. The examiners need to be satisfied that you have:
- An understanding of structural engineering principles.
- An ability to initiate and communicate structural design.
- An ability to provide effective and viable solutions to a structural design problem.
- It is a one week in the design office squeezed into 7 hours exam (open book)!

Once you pass both the professional interview and the exam, you become a
Chartered Member of institution (MIStructE).
You can also apply to the Engineering Council for registration as a Chartered Engineer
(CEng).
You will be eentitled to use the designatory letters ‘MIStructE’ and use the title
‘Chartered Structural Engineer.’
After 5 years of being chartered member makes outstanding contributions to
structural engineering, you can apply for Fellow membership (FIStructE).

The Institution of Civil Engineers (ICE) is a professional membership body that
government and industry listen to while providing unrivalled support to their 95,000
civil engineer members.
Same as the institution of structural engineers , there are three stages in becoming a
chartered member of this Institution:
1) Achievement of the required educational (academic) base.
2) A period of responsible work experience, known as Initial Professional
Development (IPD), expressed as attributes.
3) Success in the Professional Review (PR)
To become a professionally qualified member of ICE (MICE) you will have to
demonstrate how you have achieved the IPD or the nine attributes for the chartered
