1. Project Overview1.1 Purpose
Construct a solid school, creating better learning conditions for almost
100 ethnic children in Lao Lung Tung & Phe Pha village (about 1km from
Lao Lung Tung), Lung Ho commune, Yen Minh district, Ha Giang.
1.2 Beneficiaries
Teachers and H’Mong students in Lao Lung Tung and Phe Pha ham-
lets, including:
- 04 teachers
- 28 kindergarten students
- 24 first graders
- 11 second graders
- 19 third graders
- 18 second & third graders at Phe Phà
Students who have completed Grade 3, as are now more mentally
and physically mature, will be transferred to the primary school in the
center of Lung Ho commune (7km of mountainous road from the villages).
1.3 Duration
The project is implemented from September 2014 until early June 2015
including 3 phases: Investigation, Crowd-funding, Construction.

1.4 The Project’s legality
On 3th December 2014, the People’s Committee
of Lung Ho commune has issued Document No 33/
UBND signed by Mr. Hoàng Văn Mấm, Chairman of
the Committee. According to this Document, the
Committee agrees:
1. To receive subsidies from School for Kids to build
a primary school in Lao Tung Lung village, Lung Ho
commune, Yen Minh district, Ha Giang province.
2. To implement the project accoding to the
construction design of School for Kids at the location
where the two sides have jointly surveyed.
3. To facilitate, coordinate and remove the diffi-
culties and obstacles in the process of implementation
so that School for Kids complete the works according
to the design, assure the quality and efficiency of the
construction.

1.5 Past projects
In 2013, on a trip to Phieng Canh, a small village located 30 km away from Moc Chau town, we saw a different life that
is totally opposite to the crowded road that we had seen in Moc Chau.
There is only one kindergarten and one primary school in the whole village. In fact, the ‘kindergarten’ is just a building
borrowed from a primary school as a result of a school building project here in 2009. The school has a 35m2 in acreage,
lack of electricity and lights. It is not spacious enough for nearly 100 students from 3-5 years old in the area. Meanwhile,
education for kids in this range of age is especially important for their future as they learn national language to prepare for
further studies.
- March 2013: The team was established and started site surveys.
- August 2013: Received the official permission from local government
- August 2013 - October 2013: PR & Fundraising
Results: Nearly 270 million Vietnam Dong from 250 donors together with a lot of support in terms of human
resources. In late November 2013, a new school was ready for local teachers and students to study in.
Furthermore, School for Kids Vietnam has also supported other projects sharing similar mission such as ‘Donate bricks
for building schools’ at Tả Suối Câu 2 Sub-primary school, Tả Suối Câu 2 village, A Lù Commune, Bát Xát district, Lao Cai
province.

2.1 Why are we running this project in Lung Ho?
Lung Ho commune located 60km away from Ha Giang province center. The 23 hamlets of the commune
scatter over 52,68 km2 abrupt mountain area. The majority of the population is H’Mong ethnic group who live on
primitive agriculture.

According to a UNICEF’s report of Out - of - school Children in Viet Nam dated in September 2014, the
percentage of H’Mong children dropouts is 16,13%. In comparison with other ethnic groups, H’Mong schoolgirls
have remarkably less access to school than schoolboys. In primary school, the number of H’Mong out-of-school
girls is 1,5 times higher than that of schoolboys, and 2 times higher respectively in secondary school. Reason is that
the parents expect their daughters to stay home and assist them with housework or to get married.
Also according to this report, UNICEF confirms that the reason which plays a more important role to their
children’s schooling is not local customs or financial background but the obstacles concerning school conditions
and the shortage of teachers.

About the learning spirit in the
commune
According to UNICEF’s report,
among children under 5 years old
only, there are 34.19% H’mong
children has never been to school.
However, at Lung Ho Commune, as
to Sep 2014, they have successfully
encouraged 76/164 children from 0
- 2 years old (50,05%), and 686/730
children from 3 - 5 years old (93%) to
go to school.
It can be said that Lung Ho
Commune is among the most active
in encouraging local education for
minority children.

2.2 Construction site
The land is granted for the construction of the school with the consent of the People’s Committee of Lung
Ho commune and Mr. Giang A Pao, a retired commune officer. Previously Mr. Pao has contributed about 60 m2
of his land , and together with his villagers, they have contributed wood to build a temporary primary school in
Lao Lung Tung for the children here. When informed about the philanthropy project of School for Kids, Mr. Pao
voluntarily contributed the remaining land next to the old school. The entire area of land to build the new school
is 160 m2 .
The leveling and foundation excavation will be implemented with the support of local people under the
direction of the People ‘s Committee of Lung Ho commune.
2.3 Construction Solution
Lao Lung Tung village located halfway up the mountain. From the center of Lung Ho commune to the
hamlet we have to overcome the distance of 7 km of broken-stoned road and slopes up to 10 % whose width
is sometimes just slightly more than 1 meter. There is no qualified construction contractor in the commune, only
some households who have simple pulp mills, with which they can make samel bricks. Meanwhile, the cost of
raw materials such as cement is too high (100,000 VND/kg). Due to the fact that the conditions for transportation
are not favorable, School For Kids selects zinc coated galvalum as material installed by contractor from Hanoi.

2.4 Construction design
The school includes 4 classrooms (24-25 sq.m/room) for kindergarten, 1st grade, 2nd grade & 3rd grade,
together with a common room for teachers (15 sq.m)
This was designed by architect Le Hong Hanh (a founder of the project in 2013) and was modified by the
choosen contractor in order to be suitable for the location after site surveys.

understand the situations. Research about existing policies and plans of the government and other organizations
related to education in Lung Ho commune.
Creating construction design & Finding contractor: Research on different construction solutions. Create
construction design. Research and work with contractors to make a final construction plan & estimated budget.

study conditions in the area. Conduct initial discussions with the

materials. Agreement on area of construction .

3 registration.
