The capacity building seminar will gather the main stakeholders who are concerned with building conducive ecosystems for social enterprises: policy makers and administrators, networks of social enterprises and social economy actors, social finance players.

growth factor of employment, social cohesion and
the development of social capital

• Horizontal co-operation, networking, cross-sectoral
approach

3. Consultative and participatory process of
preparation
• Team for Systemic Solutions in the field of Social
Economy established by the order of the PM in
2008 as a forum for dialogue
• Consisted of the representatives from the
government (ministries of labour, finance,
economy, education, agriculture, regional
development), regional self-government and social
economy organisations
• 4 teams: strategic, legal, financial, educational
• The draft of the strategy consulted publicly in 2012,
ex-ante evaluated and again consulted in 2013

• ESF programme Knowledge Education Development
2014-2020 as a main source of financing – what
about measures not covered by the OP ?
• Endangered result indicators, are we able to create
and sustain 35 000 jobs in social enterprises ?
• Vertical co-ordination: Ministry of Family, Labour
and Social Policy (State Committee for SED),
Regional Centres for Social Policy (regional
committees) – are they strong enough ?

• Shifting the power and responsibility to the regions -
increasing role of Regional Centres for Social Policy
• A system of accreditation and operating standards
for social economy support centres (OWES)
 ensures the quality of services and sustainability of
support infrastructure
Assessment of formal conditions, training and advisory
programme, skills and stability of the staff, expected
results
