- 5. Cities grew faster or shrunk less quickly
- 6. Combining subsidiarity and solidarity • Support for less developed regions and border regions has a strong EU value added • Support for transition and more developed regions allows them to invest more in EU priorities • Cohesion policy is shared management • Cohesion policy embodies solidarity, it takes from the rich (GNI) and gives to the poor (regions low GDP per head)
