the Implementation of Response Measures (KCI)
Workplan activities related to JT
• Activity 2 (SB54 and SB58): Identify country-driven strategies and best practices on just transition of the
workforce and creation of decent work and quality jobs and on economic diversification and
transformation focusing on challenges and opportunities from the implementation of low greenhouse
gas emission policies and strategies towards the achievement of sustainable development
• Activity 4 (SB52 and SB63): Enhance the capacity and understanding of Parties, through collaboration
and input from stakeholders, on the assessment and analysis of the impacts of the implementation of
response measures to facilitate the undertaking of economic diversification and transformation and just
transition
• Activity 6 (SB60): Promote the availability and use of guidelines and policy frameworks to assist Parties
in promoting just transition of the workforce and the creation of decent work and quality jobs within and
across sectors, including training, retooling, retraining and reskilling systems and stakeholder
engagement strategies
• Activity 7 (SB59 and onward): Facilitate the development and exchange of regional, country- and/or
sector-specific case studies and approaches on (1) economic diversification and transformation and just
transition of the workforce and creation of decent work and quality jobs, and (2) assessment and analysis
of the impacts of the implementation of response measures with a view to understanding the positive
and negative impacts
• Activity 8 (SB59): Identify and exchange experiences and best practices in engaging the private sector,
including small and medium-sized enterprises and public–private partnerships, to facilitate the creation
of decent work and quality jobs in low greenhouse gas emission sectors
KCI prepared a compilation of the submissions from Activity 2:
Identify country-driven strategies and best
practices on just transition of the workforce and
creation of decent work and quality jobs and on
economic diversification and transformation
focusing on challenges and opportunities from
the implementation of low greenhouse gas
emission policies and strategies towards the
achievement of sustainable development
Case studies came from a wide variety of countries and
sectors including agriculture, energy, oil/gas, energy efficiency,
forestry, mining, manufacturing, and waste management
Lessons learned from case studies on JT
▪ There is no ‘one size fits all’ approach to just transition. The strategy for just transition
must be tailored to each individual country.
▪ Just transition should not exacerbate inequalities and must be undertaken in a way that
supports affected workers.
▪ Just transition enabling policies need to be integrated into national climate policies and
proposals.
o This includes supporting domestic regulatory frameworks and plans for effective
implementation on the ground.
▪ Social protection and the creation of decent work are important building blocks of just
transition in building societal resilience.
▪ Grass-roots women, including indigenous and ethnic women, play an important role as
workers and entrepreneurs, particularly in the rural economy.

Recommendations to the COP/CMA/CMP
from the forum at Sharm el-Sheikh
Activity 2
• Encourages Parties to invest in the
early planning of just transition
policies that are inclusive and based
on stakeholder engagement;
• Also encourages countries at very
low levels of economic development
to prioritize getting the fundamentals
right prior to undertaking economic
diversification, noting that as
countries develop, multiple
diversification paths become
available;
• Requests the secretariat, while noting
that national circumstances differ, to
conduct peer-to-peer learning, where
possible, to facilitate planning and
implementation of effective policies;
Activity 4
• Encourages Parties to:
(a) Foster international cooperation to identify and share best practices and
experience of countries that have successfully diversified their economies;
(b) Identify barriers, domestic and non-domestic alike, as well as ways in which
the international community could facilitate the sustainable economic
development of all Parties;
• Requests prioritization of the developing and sharing of case studies by Parties
and experts, in particular on developing country Parties, on both just transition
and economic diversification and transformation in order to understand the
opportunities and challenges faced in their planning and implementation;
• Requests facilitation of the development of robust assessment tools and
methodologies that can capture a range of multidimensional impacts of the
implementation of response measures;
• Encourages relevant agencies, financial institutions and UNFCCC constituted
bodies to enhance support for addressing issues related to the assessment and
analysis of the impacts of the implementation of mitigation actions, policies and
programmes, including nationally determined contributions and long-term low-
emission development strategies, with a view to addressing the adverse impacts
and maximizing opportunities;
• Also encourages relevant agencies to enhance and develop their existing
training frameworks and modules on assessment and analysis so that they can
be used for country- level training programmes and for developing impact
assessment tools and methods;

• Engagement with observers and stakeholders is key
• KCI must play a prominent role in JTWP, and JTWP should capitalize on years
of work on JT under RM
• Tools and methodologies to assess impacts of implementation of RM can help
illustrate job employment benefits
Substance
• JT is an enabler for ambitious climate action and socioeconomic benefits
• Phase out of unabated fossil fuel is inherently part of JT discussions
• No ‘one size fits all’ approach to JT
• Continuous opportunities for learning and sharing experiences

Katowice Committee of Experts on the Impacts of the Implementation of Response Measures (KCI) Workplan activities related to JT • Activity 2 (SB54 and SB58): Identify country-driven strategies and best practices on just transition of the workforce and creation of decent work and quality jobs and on economic diversification and transformation focusing on challenges and opportunities from the implementation of low greenhouse gas emission policies and strategies towards the achievement of sustainable development • Activity 4 (SB52 and SB63): Enhance the capacity and understanding of Parties, through collaboration and input from stakeholders, on the assessment and analysis of the impacts of the implementation of response measures to facilitate the undertaking of economic diversification and transformation and just transition • Activity 6 (SB60): Promote the availability and use of guidelines and policy frameworks to assist Parties in promoting just transition of the workforce and the creation of decent work and quality jobs within and across sectors, including training, retooling, retraining and reskilling systems and stakeholder engagement strategies • Activity 7 (SB59 and onward): Facilitate the development and exchange of regional, country- and/or sector-specific case studies and approaches on (1) economic diversification and transformation and just transition of the workforce and creation of decent work and quality jobs, and (2) assessment and analysis of the impacts of the implementation of response measures with a view to understanding the positive and negative impacts • Activity 8 (SB59): Identify and exchange experiences and best practices in engaging the private sector, including small and medium-sized enterprises and public–private partnerships, to facilitate the creation of decent work and quality jobs in low greenhouse gas emission sectors

KCI prepared a compilation of the submissions from Activity 2: Identify country-driven strategies and best practices on just transition of the workforce and creation of decent work and quality jobs and on economic diversification and transformation focusing on challenges and opportunities from the implementation of low greenhouse gas emission policies and strategies towards the achievement of sustainable development Case studies came from a wide variety of countries and sectors including agriculture, energy, oil/gas, energy efficiency, forestry, mining, manufacturing, and waste management
  • 4. Lessons learned from case studies on JT ▪ There is no ‘one size fits all’ approach to just transition. The strategy for just transition must be tailored to each individual country. ▪ Just transition should not exacerbate inequalities and must be undertaken in a way that supports affected workers. ▪ Just transition enabling policies need to be integrated into national climate policies and proposals. o This includes supporting domestic regulatory frameworks and plans for effective implementation on the ground. ▪ Social protection and the creation of decent work are important building blocks of just transition in building societal resilience. ▪ Grass-roots women, including indigenous and ethnic women, play an important role as workers and entrepreneurs, particularly in the rural economy.

Recommendations to the COP/CMA/CMP from the forum at Sharm el-Sheikh Activity 2 • Encourages Parties to invest in the early planning of just transition policies that are inclusive and based on stakeholder engagement; • Also encourages countries at very low levels of economic development to prioritize getting the fundamentals right prior to undertaking economic diversification, noting that as countries develop, multiple diversification paths become available; • Requests the secretariat, while noting that national circumstances differ, to conduct peer-to-peer learning, where possible, to facilitate planning and implementation of effective policies; Activity 4 • Encourages Parties to: (a) Foster international cooperation to identify and share best practices and experience of countries that have successfully diversified their economies; (b) Identify barriers, domestic and non-domestic alike, as well as ways in which the international community could facilitate the sustainable economic development of all Parties; • Requests prioritization of the developing and sharing of case studies by Parties and experts, in particular on developing country Parties, on both just transition and economic diversification and transformation in order to understand the opportunities and challenges faced in their planning and implementation; • Requests facilitation of the development of robust assessment tools and methodologies that can capture a range of multidimensional impacts of the implementation of response measures; • Encourages relevant agencies, financial institutions and UNFCCC constituted bodies to enhance support for addressing issues related to the assessment and analysis of the impacts of the implementation of mitigation actions, policies and programmes, including nationally determined contributions and long-term low- emission development strategies, with a view to addressing the adverse impacts and maximizing opportunities; • Also encourages relevant agencies to enhance and develop their existing training frameworks and modules on assessment and analysis so that they can be used for country- level training programmes and for developing impact assessment tools and methods;

Links with the Just Transition Work Programme (from a 🇺🇸 US 🇺🇸 perspective) Process • Engagement with observers and stakeholders is key • KCI must play a prominent role in JTWP, and JTWP should capitalize on years of work on JT under RM • Tools and methodologies to assess impacts of implementation of RM can help illustrate job employment benefits Substance • JT is an enabler for ambitious climate action and socioeconomic benefits • Phase out of unabated fossil fuel is inherently part of JT discussions • No ‘one size fits all’ approach to JT • Continuous opportunities for learning and sharing experiences
