The success of the Global Stocktake will be judged not by its
assessment of gaps, but by its forward-looking recommendations.

(a) Identify opportunities for and challenges in enhancing action and support for
collective progress in relation to the thematic areas of the global stocktake […],
as well as possible measures and good practices and international cooperation
and related good practices;

Guidance for NDCs:
• Call to submit NDCs aligned with the 1.5°C objective:
at least 43% GHG emissions reductions by 2030 and 60% by 2035
compared to 2019 levels
• Peaking by 2025
• Economy-wide NDCs + all sectors and gases
• Call to those that haven’t yet done so to strengthen 2030 targets

Process:
• Mandate a series of workshops in 2024 to provide a space for
Parties to exchange on the formulation of their NDCs;
• Toolbox: Mandate the UNFCCC Secretariat to develop
methodologies and guidance to support Parties in assessing how
their NDC is aligned with the 1.5°C objective + how their NDC
reflects fairness, in the light of equity and best available science
• UNSG Summit to galvanize momentum around the next NDC
submission
