▪ To integrate the national power systems into an unified regional electricity
market- with the expectation that such mechanism would, over the
medium to long-term, ensure the supply of a stable and reliable electricity
to ECOWAS citizens at an affordable cost.
Vision of WAPP
▪ To promote and develop infrastructure for power generation and
transmission, as well as, to assure the coordination of electric power
exchanges between ECOWAS Member States.

WAPP
▪ Created in 1999 by Decision A/DEC. 5/12/99 and established in 2006
through Decisions A/DEC. 18/01/06 and Decision A/DEC. 20/01/06 by the
Authority of ECOWAS Heads of State and Government.

Ongoing Strategy: A roadmap for regional integration of power markets

1. WAPP Interconnection Initiative is a mitigation instrument against climate change in the region,
as it has been proven that electricity trading reduces the carbon emission thanks to the
optimization of the generation mix;
2. 2. WAPP Electricity Market Initiative is a major initiative as it would allow to minimize the cost
electricity. In future it could also roll-out a Carbon Market as part of the Market Products

I- WAPP INFRASTRUCTURE PROGRAMME:
STATUS
▪ The WAPP Infrastructure programme is dictated by the ECOWAS
Master Plan for the Development of Regional Power Generation
and Transmission Infrastructure (2019 to 2033)
▪ Based on a least cost planning process translated into Regional
Master Plans that are updated periodically
▪ Latest Master Plan was adopted by ECOWAS Heads of State and
Government in December 2018 through Supplementary Act

❖75 (#) regional projects deemed priority with an estimated total
investment requirement of US$36.39 billion
✓ 28 (#) transmission line projects of approximately 22,932 km of
high-voltage transmission lines at an estimated cost of US$10.48
billion
✓ 47 (#) generation projects with a total capacity of approximately
15.49 GW at an estimated cost of US$25.91 billion:
❖ Generation projects include: 68.9% renewable energy projects (10.67
GW) and 31.1% thermal projects running mainly on natural gas of
which 29.5% intermittent renewable energy projects (3.15 GW solar,
wind).

Climate Programme Activities Carried Out:
1. Capacity Building: The West African Power Pool (WAPP) is building
capacity of the WAPP Member Utilities. E.g. In April and May 2023
WAPP and Utilities were trained on Carbon Finance and Carbon
Market Pricing
2. Update of the Grid emission factor for West African Power Pool : The
current Standardized baseline Grid Emission Factor (GEF) was
updated in Mar 2021 and valid till 25 Feb 2024

  • 3. 2 ▪ To integrate the national power systems into an unified regional electricity market- with the expectation that such mechanism would, over the medium to long-term, ensure the supply of a stable and reliable electricity to ECOWAS citizens at an affordable cost. Vision of WAPP ▪ To promote and develop infrastructure for power generation and transmission, as well as, to assure the coordination of electric power exchanges between ECOWAS Member States. Mission of WAPP ▪ Created in 1999 by Decision A/DEC. 5/12/99 and established in 2006 through Decisions A/DEC. 18/01/06 and Decision A/DEC. 20/01/06 by the Authority of ECOWAS Heads of State and Government. Creation of WAPP Attribute of WAPP ▪ Independent Association of public and private power utilities/entities with its own governance structure. 2
  • 5. Ongoing Strategy: A roadmap for regional integration of power markets 5 1. WAPP Interconnection Initiative is a mitigation instrument against climate change in the region, as it has been proven that electricity trading reduces the carbon emission thanks to the optimization of the generation mix; 2. 2. WAPP Electricity Market Initiative is a major initiative as it would allow to minimize the cost electricity.   • 6. I- WAPP INFRASTRUCTURE PROGRAMME: STATUS
  • 7. ▪ The WAPP Infrastructure programme is dictated by the ECOWAS Master Plan for the Development of Regional Power Generation and Transmission Infrastructure (2019 to 2033) ▪ Based on a least cost planning process translated into Regional Master Plans that are updated periodically ▪ Latest Master Plan was adopted by ECOWAS Heads of State and Government in December 2018 through Supplementary Act A/SA.4/12/18 9
  • 8. ❖75 (#) regional projects deemed priority with an estimated total investment requirement of US$36.39 billion ✓ 28 (#) transmission line projects of approximately 22,932 km of high-voltage transmission lines at an estimated cost of US$10.48 billion ✓ 47 (#) generation projects with a total capacity of approximately 15.49 GW at an estimated cost of US$25.91 billion: ❖ Generation projects include: 68.9% renewable energy projects (10.67 GW) and 31.1% thermal projects running mainly on natural gas of which 29.5% intermittent renewable energy projects (3.15 GW solar, wind).

In April and May 2023 WAPP and Utilities were trained on Carbon Finance and Carbon Market Pricing 2.
