• Transparency is critical to assess the fulfillment of developed country
obligations, inform decision making and provide recommendations,
the quality of finance provided and mobilized.
• The NCQG transparency should be enrooted in existing arrangements
processes under the UNFCCC and the Paris Agreement, including the
Enhanced Transparency Framework (ETF) and the Biennial
accordance with Article 9, paragraph 5 of the Paris Agreement.
• There are still significant challenges to ensure transparency, accuracy,
completeness, consistency and comparability of data and more efforts
made to progress in this direction.
• Information on the grant-equivalent value of financial
mobilized should be improved.
