countries, and Canada, US, Asia

• Exchange information on emerging substances
• Improve data quality
• Promote synergies among research teams and more efficient transfer of
research findings to policy-makers

European Partnership for the Assessment of Risks from Chemicals What is PARC? • A public-public partnership under Horizon Europe • 7 years partnership – 400 millions euros co-funded • An initiative where the European Union, prepared with early involvement of Member States and Associated Countries, together with public partners (EU and National Risk Agencies, Universities, Public Research Organisations), commit to jointly support the development and implementation of a programme of research and innovation activities in relation with the assessment of risk of chemicals.

European Partnership for the Assessment of Risks from Chemicals 4.1 Human Biomonitoring Consolidate and further develop the human biomonitoring platform, generating and analysis of HBM data, and develop the network of qualified laboratories for biomarkers analysis 4.2 Environmental and multi-source Monitoring Understand the presence of chemicals in the environment, their exposure to humans, considering multiple sources (e.g. air, water food, consumer products) 4.3 Innovative tools and methods Develop innovative tools and methods to improve human, food and environmental monitoring schemes, contribute to an early warning detection of chemicals of emerging concern. EDCs: Scope and objectives PFAS: baseline in the environment, sum parameters, non-target/suspect screening, legacy and emerging PFAS, Objectives: Establish an EU baseline for already prioritized and newly identified EDCs in Europe: • To assess background levels caused by several decades of production and uses • To characterize relevant exposure routes from diffuse and point sources • To assess, based on this baseline, the effectiveness of management actions Methods: Build on existing knowledge and infrastructure, incl. samples Define a common strategy integrating target analyses, non-target/suspect screening and effect-based methods (collaboration with T4.3). Include different compartments to identify priority sources of EDCs causing risks in the environment Compounds: Start from http://edclist.org and explore ways of systematizing EDCs (by chemical structure, analytical approach, use category etc.)

EDCs: Strategy 1st baseline EDCs occurrence in the environment: water, soil, biota, air Effect-based diagnosis: - In vitro / in vivo profiling (multiple-receptor) - Hazard assessment (EBT values) Analytical-based diagnosis: - Defining a list of individual EDCs - Target/suspect chemical analyses Identifying EDCs of environmental concern (i.e. responsible for observed effects): - Linking chemical and effect-based approaches using “iceberg” modelling - Non-target, suspect screening analysis to support interpretation of effect-based data - EDA approaches (integrated with NTS)
  • 18. Key messages • Both, bottom-up (voluntary-based) and top-down (regulatory-driven) partnerships are essential and necessary: • bottom-up partnerships (research-driven): • dynamic, efficient to anticipate and bring to the attention of decision-makers innovative techniques, concepts, etc. • flexible and effective to prepare the basis for reaching consensus within the wider international community of experts • top-down partnerships (regulatory-driven): • effective to accompany the transition from the current system to the new technologies • Sustainability: securing long-term infrastructures: • definition of priority issues, networking and innovation, collaborative activities, well balanced mixture of partners • Build on what is already existing: • E.g. further development of NORMAN databases & tools in support of PARC • Systematic and sustainable, long-term data sharing between countries & policy areas (chemicals, environment, food, products, waste, etc.) and between relevant institutions
