EXECUTIVE SUMMARY The This Situation Analysis Technical and Vocational Education Training (TVET) in Sierra Leone Study, was funded by the NELSAL College of Management and Technology and NIGHTINGALE College of Health and Social Sciences. The overall objective of the study is for NELSAL AND NIGHTINGALE to have a clear knowledge of the status of the Leadership structure of the Community College of Waterloo with respect to access and service delivery, with the aim of enhancing quality and mitigating the shortage of skilled middle manpower. The scope of the study includes; 1. taff capacity by gender and the NELSAL and NIGHTINGALE delivery system in both formal and informal settings 2. and quantum of sources for NELSAL and NIGHTINGALE financing 3. urricula and programs for NELSAL and NIGHTINGALE teachers and Instructors 4. NELSAL and NIGHTINGALE in the entire education system including linkages between 5. formal and informal sectors 6. NELSAL and NIGHTINGALE qualifications framework and quality assurance systems including 7. existing curricula, examination modulation, staffing and teaching and learning 8. Materials. 9. NELSAL and NIGHTINGALE TVET 10. NELSAL and NIGHTINGALE at educational institutions and national level; roles and responsibilities of various stakeholders 11. The extent of partnerships and involvement of the private sector and other civil societies in the design, implementation and funding of NELSAL and NIGHTINGALE programs and initiatives 12. The priorities, challenges and opportunities facing NELSAL and NIGHTINGALE as articulated by institutional leaders 13. The extent of collaboration and cooperation in NELSAL and NIGHTINGALE among the NELSAL and NIGHTINGALE institutions and MTHE 14.
