3. Standards
• IEC61400-2
• THE international standard for small wind turbine (SWT)
• IEC = International Electrotechnical Committee
• IEC61400-2 includes the definition of ‘class’
6. Testing
• Some wind turbines are “designed & built” to the IEC61400-
2 standard
• Some wind turbines are also independently tested to the
IEC61400-2 standard
• Seaforth Energy has had the AOC15/50 independently
tested to the IEC61400-2 standard
– to Class II
• National Renewable Energy Laboratory (NREL) www.nrel.gov
– U.S. D of E’s laboratory for renewable energy R&D
• Test documentation at http://seaforthenergy.com/aoc-
1550/certifications/
12. Certification - Purpose
• Allows SWT product to qualify for Feed-in Tariff (FiT)
• Consumer protection
• Financial institutions demand certification
– or do they mean standards?
13. Certification -Detail
• Only SWTs are eligible for testing towards certification
• Certification for SWTs uses the IEC61400-2 standard
• Existing certificates are:
– UK – Microgeneration Certification Scheme (MCS)
– North America – Small Wind Certification Council (SWCC)*
• SWT ‘class’ depends on:
– Duration testing:
• Test duration
• Wind speeds during testing
• Test site
* Active for consumer protection but not yet FiTs. This is to change soon particularly in Nova Scoatia.
Concentrate now only on MCS.
14. 50kW Wind Turbines & Certification
• 50kW wind turbines are not SWTs!
• Why?
– Swept area is greater than 200 sq. m.
• Therefore not eligible for MCS test and certification
– More than 50kW!
• Total Installed Capacity = 55kW
• Declared Net Capacity = 54kW
15. AOC15/50 and Certification
• The AOC15/50 currently has no certification!
• Why?
– UK FiT applies only to SWTs
• However . . .
• AOC15/50 is “eligible” for testing to SWT certification!
• Why?
– Swept area is less than 200 sq. m.
22. AOC15/50 and MCS
• Testing to MCS commences after SWCC.
• TUV-NEL
• Assume only power & performance and acoustic testing will
be required.
• If correct MCS will certify AOC15/50 to Class II!
25. Discussion Points
• AOC15/50 already independently tested to IEC61400-2
• AOC15/50 already independently tested to class II
• MCS not required to qualify for UK FiT
• SWCC certification to class II expected soon
• MCS certification to class II expected early 2014
• Redo SWCC duration testing to class I
• TUV-NEL perform duration test to include class I winds
