CURRENT CAREER PROFILE
I am a professional electrical engineer with more than thirty-three (33) years’
experience in design, installations, testing and commissioning, operation and
maintenance of electrical system ranging from 415V to 275 kV.
I have significant experience in electrical engineering in various industries: Oil & Gas
(13+ years), Construction (7 years), Medical (6 years) and Power Generation (7
years). Currently I am the Lead Electrical Engineer with Petroleum Development of
Oman in the Gas Directorate and Technical Authority (TA2) for electrical
engineering. I am a mentor to many new graduate engineers joining the Company.
Gas Directorate is responsible to the Government of the Sultanate of Oman in
managing her gas fields’ development and production in accordance with the
Government’s directives for gas business strategies. The majority of gas production
for Oman is by PDO (90%).

The Gas Directorate is fully accountable to the Government of the Sultanate
of Oman via the Ministry of Oil and Gas and manages the Gas portfolio and business
on behalf of the Government. The business involves explorations, drilling,
extraction, processing and delivery of gas. The Gas Directorate has four (04) main
departments namely Sub-surface, Operations, Engineering and Concept. I am the
Lead Electrical in the engineering department and have the following key duties:
1. Manages the electrical infrastructure for the Gas Directorate
2. Collaborate with the Electrical Function on main PDO electrical 132kV
infrastructure
3. Participate in concept selection and basis for design
4. Review and approval of electrical designs’ submission to assure compliance
to PDO’s Design, Engineering Procedures, Specifications and Guidelines
5. Review and approval of electrical equipment specifications
6. Produce in-house specifications for bids
7. Approval of testing and commissioning procedures and in cooperation with
the commissioning team
8. Attend to and resolve Pre-Start-Up Audits
9. Approval of electrical Inspection Test Plans

Position: Lead Electrical Engineer – Qarn Alam Steam Project
Award: Technical Authority 2 (TA2) by Corporate Function Discipline
Head (Electrical)
This USD 1.4b Qarn Alam Steam Project (QASP) is a novel Enhanced Oil
Recovery development based on thermally assisted Gas-Oil Gravity Drainage
concept which as yet has no full field equivalent worldwide, increasing
recovery by almost 30% (of STOIIP).
The project scope consists of drilling some 150 wells and installation of
facilities to treat 42,000 m3/day supply water and generate 18,000 tonnes per

day of steam; to produce and separate 7,000 m3/day oil from produced water
& gas and to dispose of 72,000 m3/day water in deep reservoirs. The bulk of
steam is generated by waste heat recovery from the existing power plant.
Some 220km of pipelines and flowlines are installed to connect the various
facilities with the water supply wells.
The major equipment comprises: Water Treatment Plant, Heat Recovery
Steam Generators, Produce Gas Compressors, Pumps, Motors, Variable
Frequency Drives, Transformers and Switchgears.
This is an EPC project and my main role as the Lead Electrical Engineer is to
head the electrical engineering design review team and to coordinate with the
electrical construction, pre-commissioning and commissioning team.
I also play a key role in the HSE, Technical Integrity of design & equipment
and ensuring all electrical Safety Critical Elements are in place.
The electrical scope for QASP consists of:
1. Electrical infrastructure comprising main 132/33kV 90MVA transformers,
33kV, 11kV, 6.6kV and 415V switchgears and AC and DC UPS supplies
2. Motors ranging from few kilowatts to 12.2 MW
3. Variable Frequency drives
4. Protection schemes
5. 33kV Overhead lines
6. 132kV tie-in
7. Interconnecting power cables
8. Interface with all other disciplines (Civil, Mechanical, Control and Automation
and Process)
My contributions are:
1. Assurance of compliance to project requirements, PDO design guidelines
(DEP, SP, IEC) and good engineering and safety
2. Approval of electrical designs
3. Approval of electrical infrastructure and tie-in to existing 132kV grid
4. Approval of all switchgear designs, layout, protections, inter-trips and feeders
5. Review, challenged and confirmation of motor designs, sizes and duties

Sarawak Shell Berhad (SSB) SM-EP
Position: Team Lead and Line Trainer (Electrical)
I was Team Lead with the Learning and Development Department and the
Electrical discipline Trainer.
My role was to facilitate the Operation Technicians (OT) trainees to gain
knowledge and achieve competence in their primary discipline and attain
awareness in the sub-disciplines. All OT’s are to be multi-skilled in Electrical,
Mechanical, Process and Instrumentation. For electrical disciplines they are
to achieve ‘Competent Electrical Person’ (CEP) and ‘Authorised Electrical
Person’ (AEP). These OTs are deployed to the various offshore facilities in
the Sarawak and Sabah waters.
I was the focal person for the upgrading the facilities (training and live plants)
to ensure that the OT trainees are kept up to date with technology currently in
used in Shell’s installations and to ensure that trainees are well prepared for
hands-on experience. All OT’s are assessed in theory and hands-on
knowledge and competence.
I was an Assessor for CEP & AEP for Shell.

PERUNDING UZL Sdn. Bhd. (PUZL S/B)
Position: Project Engineer (M&E)
PERUNDING UZL (PUZL) is the M&E Consultant to BINTULU Port Authority
(BPA) for the BPA seventeen (17) storey Headquarters.
The total cost of the project is about US$27.5 million. The M&E contract is
about US$6.9 million. The project was completed in four (04) years.
PUZL designed and implemented the M&E services for the BPA high rise
Main Operations and Administrative Office in Bintulu, Sarawak. The design
consists of High Voltage and Low Voltage services, Stand-by Power
Generation, Telecommunication Infrastructure, Lighting and Power, Lifts and
Escalators, Local Area Networking, Audio Visual System, Air-Conditioning,
Fire Fighting, Cold Water Supply, Central Vacuum Services, Building Access
and Security and Integrated Building Management Systems.
As the M&E services Project Engineer based at the site, my work scope
included:

1. The co-ordination of all M&E services, provided by six (06) different
contractors, namely Main Contractor, Electrical Services, Mechanical
Services, Lifts & Escalators, Fire Fighting and Building Management
Contractors.
2. Direct liaison with the Design Architect, the Civil and Structural Design
Engineers and the Mechanical and Electrical Design Engineers
3. The verifications and approval of Shop Drawings and Method Statements of
the different Contractors
4. The supervision and approval of works done
5. The approval of site tests that were performed during the various phases of
installation
6. Attended Factory Acceptance Tests for Stand-by Generator Sets (Malaysia),
Air Conditioning Plants (China), Main Switch Boards (Malaysia), Lifts

Position: Project Engineer (M&E)
RANHILL BERSEKUTU was the M&E Consultant for Institute Kemahiran
Belia Negara, Miri Sarawak (IKBN). This is a Malaysian Government project
valued at US$27.5 million. Ranhill Bersekutu provided the design and
supervision of the installation of External and Internal Electrical Reticulation,
Public Address System, External and Internal Telecommunication (Telephone
and Local Area Network) System, Internal Water and Sanitary Systems, Fire
Prevention, Monitoring and Fighting System, LPG System, Compress Air
System, Lightning Protection, MATV and Kitchen Equipment. The M&E
services was valued at US$3.4 million
My scope of work as the M&E services Project Engineer included;
1. The coordination with main contractor, water service’s contractor, fire-fighting
systems’ contractor, air-conditioning system’s contractor, kitchen equipment
supplier (manufacture & installation and electrical services’ contractor

Position: Senior Consultant
SISTEM HOSPITAL AWASAN TARAF (SIHAT) is a Consultant to MOH
(Ministry of Health) Malaysia, providing specifications, guidelines, supervisory
functions, technical advice and designs for the management of hospitals’
(operated by MOH) assets. The hospitals’ non-core services, namely, Clinical
Waste Management, Cleansing Services, Linen and Laundry Services,
Facility Engineering Services and Biomedical Engineering, of one hundred
and thirty (130) hospitals throughout Malaysia were “out-sourced”. In
Sarawak and Sabah there are a total of forty-one (41) hospitals (Sarawak, 21
and Sabah, 20). My responsibilities as a Senior Consultant for the Sarawak
and Sabah Zones includes:
1. Initiated the Start-up operation of the Sarawak Zone and Local Hospital
offices
2. Revamped and upgraded the Sabah Zone operations
3. Interviewed and recruited suitably qualified personnel; Sarawak – 6 Engineers
and 2 administrative assistants and Sabah – 6 Engineers and 2 administrative
assistants
4. Trained and guided the administrative assistants and engineers in the
requirements of the MOH/Consultant and MOH/Contractors agreement
5. Provided training to the hospitals on the implementation procedures,
reporting, monitoring and expectations of the services provided by the
maintenance contractors
6. Briefed the contractors’ staff on the expectations of service standards per
contractual requirements
7. Managed the zones (Sarawak & Sabah)
8. Audited the work carried out by the contractors
9. Worked closely with the hospitals on payments and the deduction of
payments (for failing to meet required standards) to the contractors
10. Advised the hospital on the timely upgrading and replacement of facilities and
equipment
11. Acted as Project Manager for project works carried out in the hospitals
12. Provided technical and administrative advice on engineering matters, to the

JURUTERA PERUNDING WAHBA (JPW)/PERUNDING PKM (PKM)
Position: Resident Engineer (M&E)
JURUTERA PERUNDING WAHBA (JPW) was the Principal Consultant for a
Consortium that was responsible for the design, implementation and
supervision of the construction of the New Miri Port. PKM was the M&E
design consultant. The total project cost was US$27.5 million. The M&E
services and facilities designed included High Voltage Substations, General
Power and Lighting, Telecommunications Infrastructure, Cold Water Services,
Fire Fighting and Prevention systems of the office building, port compound
and wharf. The cost of the M&E services was approximately US$4 million.
As the M&E services Resident Engineer, I was responsible for;
1. The implementation all Mechanical & Electrical designs
2. The supervision and approval of the work carried out by the contractors,
comprising three (03) engineers and approximately fifteen (15) site staff
3. Provision of effective solutions and modification of designs due to site
constraints
4. The approval of installation methods
5. The co-ordination of M&E, Architectural and Civil & Structural works
6. Certification of Testing and Commissioning for High Voltage and Low Voltage
Systems and Switchboards, Fire Fighting and Cold Water systems and Stand-
by Generator Set
7. Compliance with Statutory Regulations
8. Certification for progress payment for M&E works

In addition to the above responsibilities, during the final six (06) months of the

EP ENGINEERING (EP) is a registered Contractor to the Sarawak Shell and
Petronas Carigali. EP is an equipment and parts supplier as well as

Position: a - Hospital Engineer
b - Project Engineer
Normah Medical Specialist Centre (NMSC) is a private hospital in Sarawak,
offering specialist services in invasive and non-invasive treatment and health
care. During the construction stage, I was the M&E Project Engineer; after
the successful commissioning of the medical centre I was retained by the
management to be the Hospital Engineer.
The M&E services included air conditioning plants, hot water and steam
boilers, high voltage and low voltage electrical supplies, fire fighting and
prevention system, laundry and kitchen equipment, stand-by generator set,
telecommunications network and cold-water services. My scope of work for
these two (02) positions is as follows;
a - Hospital Engineer
1. Overall in-charge of all facility and building maintenance and operations
2. Started the maintenance department
3. Recruited and trained maintenance technicians
4. Set up preventive maintenance schedules for facility engineering
5. Negotiated, drew up and oversee Specialist Maintenance Contracts for

I have significant experience in electrical engineering in various industries: Oil & Gas (13+ years), Construction (7 years), Medical (6 years) and Power Generation (7 years). Currently I am the Lead Electrical Engineer with Petroleum Development of Oman in the Gas Directorate and Technical Authority (TA2) for electrical engineering. I am a mentor to many new graduate engineers joining the Company. Gas Directorate is responsible to the Government of the Sultanate of Oman in managing her gas fields’ development and production in accordance with the Government’s directives for gas business strategies. The majority of gas production for Oman is by PDO (90%). The following is a brief description of my career history.

CV: Peter Tan Kay Yong Page 2 of 10 Nov 2011 to date Petroleum Development Oman Position: Lead Electrical Engineer – Gas Directorate, Engineering Awards: Letter(s) of Merit, ‘SHUKRAN’ for Completion of Concept Selection and Basis for Design for Gas Facility Upgrade and Revamp ahead of schedule and ‘SHUKRAN’ for Cost Saving Safety: Keen proponent for safe behavior especially driving, seat-belt and GSM-free The Gas Directorate is fully accountable to the Government of the Sultanate of Oman via the Ministry of Oil and Gas and manages the Gas portfolio and business on behalf of the Government. The business involves explorations, drilling, extraction, processing and delivery of gas. The Gas Directorate has four (04) main departments namely Sub-surface, Operations, Engineering and Concept. I am the Lead Electrical in the engineering department and have the following key duties: 1. Manages the electrical infrastructure for the Gas Directorate 2. Collaborate with the Electrical Function on main PDO electrical 132kV infrastructure 3. Participate in concept selection and basis for design 4. Review and approval of electrical designs’ submission to assure compliance to PDO’s Design, Engineering Procedures, Specifications and Guidelines 5. Review and approval of electrical equipment specifications 6. Produce in-house specifications for bids 7. Approval of testing and commissioning procedures and in cooperation with the commissioning team 8. Attend to and resolve Pre-Start-Up Audits 9. Approval of electrical Inspection Test Plans 10. Attend to Factory Acceptance Tests for key engineered Electrical equipment (Motors, Transformers, Switchgears, UPS etc.) 11. Resolve site construction and commissioning challenges 12. Trouble-shooting and fault analysis for electrical equipment in operations and during commissioning and start-ups 13. Facilitate electrical design review for other PDO assets 14. Process, facility improvement and optimisation Jan 2008 to Oct 2011 Petroleum Development Oman Position: Lead Electrical Engineer – Qarn Alam Steam Project Award: Technical Authority 2 (TA2) by Corporate Function Discipline Head (Electrical) This USD 1.4b Qarn Alam Steam Project (QASP) is a novel Enhanced Oil Recovery development based on thermally assisted Gas-Oil Gravity Drainage concept which as yet has no full field equivalent worldwide, increasing recovery by almost 30% (of STOIIP). The project scope consists of drilling some 150 wells and installation of facilities to treat 42,000 m3/day supply water and generate 18,000 tonnes per
  • 3. CV: Peter Tan Kay Yong Page 3 of 10 day of steam; to produce and separate 7,000 m3/day oil from produced water & gas and to dispose of 72,000 m3/day water in deep reservoirs. The bulk of steam is generated by waste heat recovery from the existing power plant. Some 220km of pipelines and flowlines are installed to connect the various facilities with the water supply wells. The major equipment comprises: Water Treatment Plant, Heat Recovery Steam Generators, Produce Gas Compressors, Pumps, Motors, Variable Frequency Drives, Transformers and Switchgears. This is an EPC project and my main role as the Lead Electrical Engineer is to head the electrical engineering design review team and to coordinate with the electrical construction, pre-commissioning and commissioning team. I also play a key role in the HSE, Technical Integrity of design & equipment and ensuring all electrical Safety Critical Elements are in place. The electrical scope for QASP consists of: 1. Electrical infrastructure comprising main 132/33kV 90MVA transformers, 33kV, 11kV, 6.6kV and 415V switchgears and AC and DC UPS supplies 2. Motors ranging from few kilowatts to 12.2 MW 3. Variable Frequency drives 4. Protection schemes 5. 33kV Overhead lines 6. 132kV tie-in 7. Interconnecting power cables 8. Interface with all other disciplines (Civil, Mechanical, Control and Automation and Process) My contributions are: 1. Assurance of compliance to project requirements, PDO design guidelines (DEP, SP, IEC) and good engineering and safety 2. Approval of electrical designs 3. Approval of electrical infrastructure and tie-in to existing 132kV grid 4. Approval of all switchgear designs, layout, protections, inter-trips and feeders 5. Review, challenged and confirmation of motor designs, sizes and duties 6. Approval of loading, sizing capacity for transformers, cables ratings 7. Review and approval Technical Bid evaluations 8. Review and approve test procedures and factory acceptance tests for all electrical equipment 9. Review all Type-Tests’ certificates 10. Contribution to the safety of the construction personnel Dec 2006 to Dec 2007 Sarawak Shell Berhad (SSB) SM-EP Position: Team Lead and Line Trainer (Electrical) I was Team Lead with the Learning and Development Department and the Electrical discipline Trainer. My role was to facilitate the Operation Technicians (OT) trainees to gain knowledge and achieve competence in their primary discipline and attain awareness in the sub-disciplines. All OT’s are to be multi-skilled in Electrical, Mechanical, Process and Instrumentation. For electrical disciplines they are to achieve ‘Competent Electrical Person’ (CEP) and ‘Authorised Electrical Person’ (AEP). These OTs are deployed to the various offshore facilities in the Sarawak and Sabah waters. I was the focal person for the upgrading the facilities (training and live plants) to ensure that the OT trainees are kept up to date with technology currently in used in Shell’s installations and to ensure that trainees are well prepared for hands-on experience. All OT’s are assessed in theory and hands-on knowledge and competence. I was an Assessor for CEP & AEP for Shell. Sept 2002 to Nov 2006 PERUNDING UZL Sdn. Bhd. (PUZL S/B) Position: Project Engineer (M&E) PERUNDING UZL (PUZL) is the M&E Consultant to BINTULU Port Authority (BPA) for the BPA seventeen (17) storey Headquarters. The total cost of the project is about US$27.5 million. The M&E contract is about US$6.9 million. The project was completed in four (04) years. PUZL designed and implemented the M&E services for the BPA high rise Main Operations and Administrative Office in Bintulu, Sarawak. The design consists of High Voltage and Low Voltage services, Stand-by Power Generation, Telecommunication Infrastructure, Lighting and Power, Lifts and Escalators, Local Area Networking, Audio Visual System, Air-Conditioning, Fire Fighting, Cold Water Supply, Central Vacuum Services, Building Access and Security and Integrated Building Management Systems. As the M&E services Project Engineer based at the site, my work scope included:

The co-ordination of all M&E services, provided by six (06) different contractors, namely Main Contractor, Electrical Services, Mechanical Services, Lifts & Escalators, Fire Fighting and Building Management Contractors. 2. Direct liaison with the Design Architect, the Civil and Structural Design Engineers and the Mechanical and Electrical Design Engineers 3. The verifications and approval of Shop Drawings and Method Statements of the different Contractors 4. The supervision and approval of works done 5. The approval of site tests that were performed during the various phases of installation 6. Attended Factory Acceptance Tests for Stand-by Generator Sets (Malaysia), Air Conditioning Plants (China), Main Switch Boards (Malaysia), Lifts (Malaysia and Japan) and Building Management System (Australia) 7. Performing Testing and Commissioning of majority of the M&E systems 8. Liaison with the Clients on the co-ordination and interfacing of existing M&E, External Electrical and Telecommunication services 9. The provision of efficient and effective solutions to contractors 10. Liaison with SESCO (Local Electricity Board), Telekom Malaysia, LAKU (Water Board) and BOMBA (Fire Department) for approval and certifications 11. Provide Project Progress reporting to PUZL management and BPA (Client) Aug 2001 to Aug 2002 RANHILL BERSEKUTU (S) Sdn. Bhd. Position: Project Engineer (M&E) RANHILL BERSEKUTU was the M&E Consultant for Institute Kemahiran Belia Negara, Miri Sarawak (IKBN). This is a Malaysian Government project valued at US$27.5 million. Ranhill Bersekutu provided the design and supervision of the installation of External and Internal Electrical Reticulation, Public Address System, External and Internal Telecommunication (Telephone and Local Area Network) System, Internal Water and Sanitary Systems, Fire Prevention, Monitoring and Fighting System, LPG System, Compress Air System, Lightning Protection, MATV and Kitchen Equipment. The M&E services was valued at US$3.4 million My scope of work as the M&E services Project Engineer included; 1. The coordination with main contractor, water service’s contractor, fire-fighting systems’ contractor, air-conditioning system’s contractor, kitchen equipment supplier (manufacture & installation and electrical services’ contractor

Verification and approval of As-built drawings Mar 1998 to Jul 2002 SISTEM HOSPITAL AWASAN TARAF (SIHAT) Position: Senior Consultant SISTEM HOSPITAL AWASAN TARAF (SIHAT) is a Consultant to MOH (Ministry of Health) Malaysia, providing specifications, guidelines, supervisory functions, technical advice and designs for the management of hospitals’ (operated by MOH) assets. The hospitals’ non-core services, namely, Clinical Waste Management, Cleansing Services, Linen and Laundry Services, Facility Engineering Services and Biomedical Engineering, of one hundred and thirty (130) hospitals throughout Malaysia were “out-sourced”. In Sarawak and Sabah there are a total of forty-one (41) hospitals (Sarawak, 21 and Sabah, 20). My responsibilities as a Senior Consultant for the Sarawak and Sabah Zones includes: 1. Initiated the Start-up operation of the Sarawak Zone and Local Hospital offices 2. Revamped and upgraded the Sabah Zone operations 3. Interviewed and recruited suitably qualified personnel; Sarawak – 6 Engineers and 2 administrative assistants and Sabah – 6 Engineers and 2 administrative assistants 4. Trained and guided the administrative assistants and engineers in the requirements of the MOH/Consultant and MOH/Contractors agreement 5. Provided training to the hospitals on the implementation procedures, reporting, monitoring and expectations of the services provided by the maintenance contractors 6. Briefed the contractors’ staff on the expectations of service standards per contractual requirements 7. Managed the zones (Sarawak & Sabah) 8. Audited the work carried out by the contractors 9. Worked closely with the hospitals on payments and the deduction of payments (for failing to meet required standards) to the contractors 10. Advised the hospital on the timely upgrading and replacement of facilities and equipment 11. Acted as Project Manager for project works carried out in the hospitals 12. Provided technical and administrative advice on engineering matters, to the hospitals

Increased awareness of hospital staff on matters relating to the ‘support services’ and introduced and implemented service standards’ bench marking Jan 1996 – Feb 1998 JURUTERA PERUNDING WAHBA (JPW)/PERUNDING PKM (PKM) Position: Resident Engineer (M&E) JURUTERA PERUNDING WAHBA (JPW) was the Principal Consultant for a Consortium that was responsible for the design, implementation and supervision of the construction of the New Miri Port. PKM was the M&E design consultant. The total project cost was US$27.5 million. The M&E services and facilities designed included High Voltage Substations, General Power and Lighting, Telecommunications Infrastructure, Cold Water Services, Fire Fighting and Prevention systems of the office building, port compound and wharf. The cost of the M&E services was approximately US$4 million. As the M&E services Resident Engineer, I was responsible for; 1. The implementation all Mechanical & Electrical designs 2. The supervision and approval of the work carried out by the contractors, comprising three (03) engineers and approximately fifteen (15) site staff 3. Provision of effective solutions and modification of designs due to site constraints 4. The approval of installation methods 5. The co-ordination of M&E, Architectural and Civil & Structural works 6. Certification of Testing and Commissioning for High Voltage and Low Voltage Systems and Switchboards, Fire Fighting and Cold Water systems and Stand- by Generator Set 7. Compliance with Statutory Regulations 8. Certification for progress payment for M&E works 9. 'High Voltage (11,000 volts)' switching engineer for the High Voltage installations 10. Approval of As-built drawings In addition to the above responsibilities, during the final six (06) months of the project, I provided additional quality services to the Client on the set up of operational maintenance programme, security requirements (CCTV, Card access), Data and Audio equipment. During the construction stage, I was the M&E Project Engineer; after the successful commissioning of the medical centre I was retained by the management to be the Hospital Engineer. The M&E services included air conditioning plants, hot water and steam boilers, high voltage and low voltage electrical supplies, fire fighting and prevention system, laundry and kitchen equipment, stand-by generator set, telecommunications network and cold-water services.
