A market system with open and orderly competition is essential for China's developing modern crop seed industry. However, the current market is still glutted with numerous fake-licensed seeds which are produced and delivered by companies or individuals without valid authority. Taking corn seeds for example, it is an indisputable fact that the dominant varieties like "Zhengdan 958" and "Xianyu 335" have been seriously counterfeited, with a large number of fakes and inferior seeds spreading in the market.In Nov. 2011, a real-name complaint letter was submitted to China's Ministry of Agriculture (MOA), exposing that "Jixiang 1" has been illegally operated by domestic seed companies, even involving some leading players in the industry. In the previous newsletter, CCM International mentioned that "Jixiang 1" is an excellent corn hybrid bred by Wuwei Institute of Agricultural Sciences, with a planting area estimated at 2 million ha. (30 million mu) this year, only next to "Zhengdan 958". However, most of "Jixiang 1" seeds have been illegally produced. Revealed by the franchisee of "Jixiang 1", no more than 10% of "Jixiang 1" seeds are approved, with the remaining operated by at least 62 seed companies without permission.Although MOA has been making more efforts to regulate the seed market by handling fakes and inferior varieties, the counterfeiting of well-known varieties still can not be effectively solved since the seed infringement involving too many companies has been deep-rooted in domestic market. Actually, fake-licensed seeds have played an important role in farmer's crop planting and the agricultural production would probably be affected if all the fake-licensed seeds were removed from the market.
