Purpose 
The purpose of this proposal is to obtain new technology for the JTED Law
Enforcement and Fire Service programs. The JTED Fire Service program is a rigorous
academic curriculum using the National Fire Academy’s Fire and Emergency Services Higher
Education core curriculum model. Students in the program have the opportunity to earn up to
17.5 dual college credit with Pima Community College. Students in this program are required
to complete written assignments, take tests, perform research and create presentations based on
the curriculum.  
The JTED Law & Public Safety program encompasses several aspects of the “Criminal
Justice System”. Not being able to use the most current information would limit student
development. Issues brought to my attention by members from business and industry have
stressed the development of collaboration among its members, knowledge of information, and
technology. Being able to express an individual's ability to read, understand, execute and form
reports are paramount to job success. The Law program will have 7 students returning for a
second year. A majority of their curriculum will be research-based requiring them to use
Google Docs​to report, collaborate, and present material. Using Google drive and
Chromebooks would allow the second year and even first year students to complete their
assignments professionally and expediently and increase teacher efficiency in giving feedback
and grading.  
In the past two years, the JTED community migrated to ​Google Docs.​This paradigm
shift created extensive economies in our Information Technology (IT) Department. The use

of ​Google Docs ​is an incredible improvement to the teacher’s time and classroom management
as well as increased efficiencies in lesson delivery. With the institution of ​Google Docs​, the
amount of printed materials is greatly reduced. 
The purpose of this technology proposed is to purchase the equipment needed to
create a state of the art digital classroom on our JTED campuses. The proposal is shared with
the Law Enforcement program to create two digitally enhanced classrooms. The proposal
includes the purchase of Chromebooks for students and teachers, high definition monitors,
web-based cameras, and Chromebox presentation computers. The proposal addresses several
objectives in the classroom. 
1. Replaces aging and ineffective technology (SmartBoard and LCD projector)
2. Gives each student the ability to collaborate and connect using WiFi connected laptops
3. Allows the student and teacher to modify and redefine classroom projects and
assignments to enhance their learning experience. Based on the SAMR model,
“collaboration becomes necessary and technology allows such communications to
occur. Questions and discussion are increasingly student generated.”

Prerequisites 
Since the onset of the Google Doc program at JTED two years ago, we (DiPietro and
Fountain) took the initiative to learn the system. We created applications for use in the
classroom to enhance student learning and create efficiencies. For example, DiPietro created a
Google form to administrator multiple choice tests self-corrected using the ​Flubaroo ​script.

Google Docs delivers assignments to the student using the ​Doctopus​application. DiPietro
created two web-sites using Google sites. One showcases the JTED Fire Curriculum Guide
(​JTED Fire​). The other site is a professional portfolio (​DiPietro Portfolio​).  
Overview 
 
Description of Proposal 
 
The Chromebook chosen for the initiative is the Samsung Chromebook 303C. This is the
standard JTED IT laptop specification. The use of the Chrome operating system is a great
departure from a traditional Windows-based operating environment. DiPietro piloted this
laptop and created this proposal using it. It connects easily with the JTED wireless system.
The monitor for content display is a Visio 70” HDMI TV. The high definition will provide a
176° viewing angle for enhanced student viewing in the classroom. The monitor is also 50%
more energy efficient than existing classroom technology. Presentations will be delivered
through the Chromebox presentation monitor or Chromebook by connecting with a HDMI
cable. Presentations can also be transmitted using either a Chromecast device or Apple TV.
The purchase of the TV monitor will cost less than a combination of a LCD projector and
SmartBoard currently in use. The SmartBoard will be removed and used in another classroom.
Other components of the proposal include a Go-Pro or web-cam mounted in the classroom.
This will allow students to connect to colleagues outside the classroom using the FaceTime or
Google Hangout applications. The Go-Pro camera will allow students to create video projects
including live fire segments using the helmet mounted option of the camera. Storage and
charging for the Chromebooks will occur through either a fixed storage locker or wheel cart.

The fixed storage locker will provide a secure place for all components. The fixed location will
create a stewardship/ownership of these valuable assets. The history is laptop use on the
JTED campuses indicate a lack of care. A permanent storage facility will place the care of
these assets under the Law and Fire programs.

Impact on Student Achievement 
Thirty Chromebooks will be deployed into each of the two classrooms. A typical class
day may include students logging into their individual Chromebook, enter their name into the
attendance log using a Google form. Their submittal creates a timestamp on a Google
spreadsheet that may be shared with the attendance clerk. A bellwork assignment may include
submitted thoughts or answers through a Poll Everywhere ​
application. Lesson delivery offers

instant “checks for understanding” using the same applications. The classroom could also be
“flipped” with students creating projects during classtime using the technology.

Student achievement increases by using several Google applications. Using Google form
to create a multiple choice test allows the teacher to self-correct using the ​Flubaroo ​script. This
gives the student instant feedback on their assignment. The test is emailed back to the student
for remediation. Wrong answers are highlighted. The teacher is able to see the deficiencies
and re-teach the material. 
The use of Google Docs with the ​Doctopus ​script allows the teacher to deliver
assignments to students individually. This creates a live document between the teacher and the
student. The teacher can collaborate with the student while the assignment is in progress. This
creates an improved learning experience. This also mirrors the real workplace where employees
collaborate on assignments. I used this approach this past school year with good results.
Writing assignments were returned for revisions and resubmitted. The ​Doctopus ​application
can also be used for group projects. The teacher places students in groups and they work
together on a “live” document. 
Another learning experience that may redefine the classroom is the use of presentations.
Chromebooks using Google presentations allows students to collaborate on assignments to
learn material and present it back to the class in the form of presentation, videos, or creating
their own e-book. This creates a higher learning domain in Bloom’s Taxonomy by evaluating
and creating new material.

Using the SAMR Model 
The use of the SAMR model is often mentioned when applying technology to the
classroom ​
. To genuinely improve student achievement the classroom teacher needs to raise

the level of instruction by implementing technology. Merely substituting a computer for pen
and paper doesn’t really provide an increase in student achievement. As Dr. Puentedura states
there is “no functional change in teaching and learning.” ​
​​It also doesn’t mirror the working

world. When the learning is enhanced to modify or redefine the learning, then the technology
is paying off.  
SAMR Model 
Conclusion 
The implementation of technology in the JTED classroom is a one-time cost probably
amortized over a five year period. The use of the Chromebook in the classroom will have the
same “shelf life” as possibly a textbook in regards to wear and tear. The JTED IT Department

is well versed in the troubleshooting of the Samsung 303C. The implementation of the
proposed technology in the classroom will greatly enhance student learning and achievement
by creating more learning opportunities that meet the needs of today’s digital natives and
learner. The addition of the proposed technology will allow existing hardware (SmartBoard) to
be repurposed to another program. The efficiencies gained by the proposed technology will
save JTED the future of purchasing more expensive SmartBoards and LCD projectors because
the HDMI monitor takes the place of these two components.  
The JTED program of study is a highly technological experience that mirrors the actual
workplace. Collaboration and connectivity is the benchmark of a sound technology initiative.
This JTED Law Enforcement and Fire Service program initiative will provide cutting edge
technology to great improve our student’s outcomes.

  • 2.   JTED Technology Proposal 2      Purpose  The purpose of this proposal is to obtain new technology for the JTED Law Enforcement and Fire Service programs. The JTED Fire Service program is a rigorous academic curriculum using the National Fire Academy’s Fire and Emergency Services Higher Education core curriculum model. Students in the program have the opportunity to earn up to 17.5 dual college credit with Pima Community College. Students in this program are required to complete written assignments, take tests, perform research and create presentations based on the curriculum.   The JTED Law & Public Safety program encompasses several aspects of the “Criminal Justice System”. Not being able to use the most current information would limit student development. Issues brought to my attention by members from business and industry have stressed the development of collaboration among its members, knowledge of information, and technology. Being able to express an individual's ability to read, understand, execute and form reports are paramount to job success. The Law program will have 7 students returning for a second year. A majority of their curriculum will be research-based requiring them to use Google Docs​to report, collaborate, and present material. Using Google drive and Chromebooks would allow the second year and even first year students to complete their assignments professionally and expediently and increase teacher efficiency in giving feedback and grading.   In the past two years, the JTED community migrated to ​Google Docs.​This paradigm shift created extensive economies in our Information Technology (IT) Department.   • 3.   JTED Technology Proposal 3  of ​Google Docs ​is an incredible improvement to the teacher’s time and classroom management as well as increased efficiencies in lesson delivery. With the institution of ​Google Docs​, the amount of printed materials is greatly reduced.  The purpose of this technology proposed is to purchase the equipment needed to create a state of the art digital classroom on our JTED campuses. The proposal is shared with the Law Enforcement program to create two digitally enhanced classrooms. The proposal includes the purchase of Chromebooks for students and teachers, high definition monitors, web-based cameras, and Chromebox presentation computers. The proposal addresses several objectives in the classroom.  1. Replaces aging and ineffective technology (SmartBoard and LCD projector) 2. Gives each student the ability to collaborate and connect using WiFi connected laptops 3. Allows the student and teacher to modify and redefine classroom projects and assignments to enhance their learning experience. Based on the SAMR model, “collaboration becomes necessary and technology allows such communications to occur. Questions and discussion are increasingly student generated.” 1 Prerequisites  Since the onset of the Google Doc program at JTED two years ago, we (DiPietro and Fountain) took the initiative to learn the system. We created applications for use in the classroom to enhance student learning and create efficiencies.   • 4.   JTED Technology Proposal 4  Google Docs delivers assignments to the student using the ​Doctopus​application. DiPietro created two web-sites using Google sites. One showcases the JTED Fire Curriculum Guide (​JTED Fire​). The other site is a professional portfolio (​DiPietro Portfolio​).   Overview    Description of Proposal    The Chromebook chosen for the initiative is the Samsung Chromebook 303C. This is the standard JTED IT laptop specification. The use of the Chrome operating system is a great departure from a traditional Windows-based operating environment. DiPietro piloted this laptop and created this proposal using it. It connects easily with the JTED wireless system. The monitor for content display is a Visio 70” HDMI TV. The high definition will provide a 176° viewing angle for enhanced student viewing in the classroom. The monitor is also 50% more energy efficient than existing classroom technology. Presentations will be delivered through the Chromebox presentation monitor or Chromebook by connecting with a HDMI cable. Presentations can also be transmitted using either a Chromecast device or Apple TV. The purchase of the TV monitor will cost less than a combination of a LCD projector and SmartBoard currently in use. The SmartBoard will be removed and used in another classroom. Other components of the proposal include a Go-Pro or web-cam mounted in the classroom. This will allow students to connect to colleagues outside the classroom using the FaceTime or Google Hangout applications. The Go-Pro camera will allow students to create video projects including live fire segments using the helmet mounted option of the camera. Storage and charging for the Chromebooks will occur through either a fixed storage locker or wheel cart.
  • 5.   JTED Technology Proposal 5  The fixed storage locker will provide a secure place for all components. The fixed location will create a stewardship/ownership of these valuable assets. The history is laptop use on the JTED campuses indicate a lack of care. A typical class day may include students logging into their individual Chromebook, enter their name into the attendance log using a Google form. Their submittal creates a timestamp on a Google spreadsheet that may be shared with the attendance clerk. A bellwork assignment may include submitted thoughts or answers through a Poll Everywhere ​ application. Lesson delivery offers 2 instant “checks for understanding” using the same applications.   • 6.   JTED Technology Proposal 6  Student achievement increases by using several Google applications. Using Google form to create a multiple choice test allows the teacher to self-correct using the ​Flubaroo ​script. This gives the student instant feedback on their assignment. The test is emailed back to the student for remediation. Wrong answers are highlighted. The teacher is able to see the deficiencies and re-teach the material.  The use of Google Docs with the ​Doctopus ​script allows the teacher to deliver assignments to students individually. This creates a live document between the teacher and the student. The teacher can collaborate with the student while the assignment is in progress. This creates an improved learning experience. This also mirrors the real workplace where employees collaborate on assignments. I used this approach this past school year with good results. Writing assignments were returned for revisions and resubmitted. The ​Doctopus ​application can also be used for group projects. The teacher places students in groups and they work together on a “live” document.  Another learning experience that may redefine the classroom is the use of presentations. Chromebooks using Google presentations allows students to collaborate on assignments to learn material and present it back to the class in the form of presentation, videos, or creating their own e-book. This creates a higher learning domain in Bloom’s Taxonomy by evaluating and creating new material. 
  • 7.   JTED Technology Proposal 7    3   Using the SAMR Model  The use of the SAMR model is often mentioned when applying technology to the classroom ​ . To genuinely improve student achievement the classroom teacher needs to raise 4 the level of instruction by implementing technology. Merely substituting a computer for pen and paper doesn’t really provide an increase in student achievement. As Dr. Puentedura states there is “no functional change in teaching and learning.” ​ ​​It also doesn’t mirror the working 5 world. When the learning is enhanced to modify or redefine the learning, then the technology is paying off.   SAMR Model  Conclusion  The implementation of technology in the JTED classroom is a one-time cost probably amortized over a five year period. The use of the Chromebook in the classroom will have the same “shelf life” as possibly a textbook in regards to wear and tear.   • 8.   JTED Technology Proposal 8  is well versed in the troubleshooting of the Samsung 303C. The implementation of the proposed technology in the classroom will greatly enhance student learning and achievement by creating more learning opportunities that meet the needs of today’s digital natives and learner. The addition of the proposed technology will allow existing hardware (SmartBoard) to be repurposed to another program. The efficiencies gained by the proposed technology will save JTED the future of purchasing more expensive SmartBoards and LCD projectors because the HDMI monitor takes the place of these two components.   The JTED program of study is a highly technological experience that mirrors the actual workplace. Collaboration and connectivity is the benchmark of a sound technology initiative. This JTED Law Enforcement and Fire Service program initiative will provide cutting edge technology to great improve our student’s outcomes.
