Environment Agency, Head Office (2011 – Now)
Manage innovative national programme of bathing water projects for
Defra to aid rapid improvements before tighter EU standards are
enacted in 2015.
During 2012/13 responsible for budget of 1.6million, national co-
ordination of big society pilots, cost-benefit process to shape future
bathing water investment, trials of new technology and other
solutions to rapidly improve bathing water quality.
National stakeholder, media & issues management.
Heritage Lottery Fund Committee Member & Ambassador
SW Region (2007-2013)
1 of 7 Committee Members for South West England which determine
all Heritage Lottery Applications for between 100k – 2 million, plus
recommendations to the Board of Trustees for all applications over 2
million, Parks for People & Landscape Partnership Programmes.
Regular public speaker and ambassador, visiting projects, act as
dignitary for launches, openings and for pre-committee assessments
(average 20 visits per annum).
Green & Blue Flag Judge
(2003 – Now)
More than 8 years as Green Flag Judge representing Civic Trust, now
Keep Britain Tidy to assess high status pubic parks and open spaces in
the South West of England. Two years as Blue Flag Judge for coastal
resorts.

Led review of all Environment Agency Navigation holdings to identify
economic opportunities to diversify or maximise community and
commercial returns.

Negotiated and set up new block licence for British Rowing. Re-
negotiated British Canoe Union licence arrangements for EA & BW
waterways.

Responsible for Regional Strategic Planning of water-based
recreation in Wales, South West England & East Anglia. Then rolled
out to NW, London/SE, Midlands & North East. More than 25,000
stakeholders involved in determining plans which captured miss
matches between supply and demand, key challenges and
opportunities in each region. As a result of Wales plan – since 2008
the Welsh Government’s SPLASH FUND has provided 1.2M to improve
recreation opportunities around water. In the South West of England
Lord Chris Smith (EA Chair), – Inland Active hubs at have been developed with 10M of RDPE funds.
Huw Irranca-Davies (Defra
Minister) & Sarah Ayton (Gold National pilot to evaluate impact of recreation in estuarine
Olympian) environments to reduce conflict between conservation and
recreation interests
Access to Water Launch -
Waveney Study to develop model to assess perceptual carrying capacity of
estuaries for water-based recreation.
First use of dedication under s16 of the Countryside & Rights of
Way Act to provide access to inland water.
Project Manager for high reputation Defra Pilot – Access to Water
(to test feasibly of setting up voluntary water access agreements).
This provided Government’s position when there were calls for new
legislation to provide legal access to all inland water (still
Government position – by agreement). Negotiated and secured 4
canoe Access Agreements with over 500 landowners on the Teme,
Mersey, Wear & Waveney. A total of 70km access routes for
John Edmunds (EA Board Member), unpowered craft. Project management included more than 0.6M of
Barry Gardiner (Minister for
Culture Media & Sport) & Jim capital infrastructure improvements to enable use of routes by all
Knight (Minister for Defra) launch abilities (marketing & access/egress infrastructure now owned and
Waveney Agreement & findings maintained by others).
3. Elected member of Contributed towards Forum debates, decisions on access issues and
Dartmoor National Park priorities across the National Park (2007-2009).

After involving more than 6000 American serviceman
and their families in community projects over 4
years (4500 volunteer days) made Honorary
Commander of 100th Maintenance Squadron (working
with community groups and in local villages and
towns where lived).
Chairman – Old School House Nursery,
Social Enterprise (2001 – 2003)
Chair of Community Charity employing 8 members
of staff and leasing building to provide pre-school
childcare for more than 80 families. Responsible for
all aspects of leading a small team, including staff
appointment, fundraising, policy development,

Responsible for managing a countryside & parks service
launch the ‘Go for
which provided all biodiversity, landscape and rights of Green’ Initiative

Aspal Close LNR 200ha of country parks, parks, green spaces, riverside

committees) a set of new Local Nature Reserves under
Wildspace LNR programme (included ancient wood-
pasture, wet woodland & heathland).
Service provided Local Plan Policy on access, nature
conservation & landscape, District Biodiversity Plan,
enforcement of wildlife & hedgerow legislation and
ensured protection of large Heathland at centre of
major settlement, eventually designated as a SSSI.
Ran ‘Go for Green’ a 80k a year community action
fund. Not just grants, but mentored and provided
practical support to help communities successfully plan
and deliver more than 230 amenity, nature and cultural
heritage projects (i.e. restoring town ponds,
developing BMX tracks, picnic areas, wildlife zones in
schools, river restoration, heritage trails, hedge laying
courses, wildflower meadows, art & sculpture trails
etc).
Set up district ‘Walking to Health’ programme
Provided 3 year programme for offenders at Highpoint
prison to regain their self-respect by securing trust,
respect and appreciation of others whilst participating
in community projects.
Attracted more than 750k funding over 8 years to
develop tourism and improved access to countryside &
heritage sites (Brandon Country Park, riverside areas,
Warreners Lodge etc).

routes, heritage trails and circular
walks throughout district.

Improve opportunities for people to access, enjoy the outdoors & our cultural heritage
Since very early on in my career I've been passionate to drive, improve & extend opportunities for everyone
(regardless of background, experience etc) to enjoy, appreciate, celebrate and hopefully play their own part
in caring for our special wildlife, landscapes, places, rich traditions or cultural heritage. Part of this
7. probably comes from my own love for nature & history, and a feeling that everyone should have an
opportunity to experience the wonderful things our natural and cultural heritage have to offer.
Giving young people opportunities - Always been very committed in both employed and voluntary positions
to help ensure young people (in particular) get a taste of different experiences, that their background or
situation may not afford (introduction to nature, countryside, heritage, music, art, team sports and
opportunities to play positive part of communities), everything that enriches our lives and helps us grow.
Again the motivation, I guess, is down to fact I was brought up by single parent with much younger sibling. I
had to be quite self-reliant and found solace undertaking many of these activities (a childhood swaying in
tree tops, wading along streams, building camps in hedgerows). For more formal activities I was often
encouraged, inspired or aided by others I was fortunate to spend time with (my grandfather, friends of the
family, leaders of local teams/clubs etc). Increasingly a growing number of our younger generations have
not been fortunate to either have enough freedom to discover the natural world for themselves or have the
doors opened for them by others.
Finally.....Enthusiastic and passionate about things I believe in!
