Crisis Planning Scenarios ll
1. A tropical storm/hurricane watch/warning has been issued by the authorities. It is likely to hit
within24 to 36 hours. Windspeedis 100 miles per hour according to official information. There is
the need to evacuate or to stay in the premises if they are safe. Water and food is needed for the
period of impact and immediately follow the storm for up to 3 days. The authorities recommend
evacuationbutone studentcouldnotbe found. He /she is founddrownedone dayafterthe impact.
2. An earthquake occurs, the ceiling falls and a student is injured. There is the need for medical
attention. There are no communications and no electricity. What is the best course of action?
3. A very big earthquake is felt. The center of the earthquake is 200 miles from the coast. There is a
risk for a tsunami within the next 24 hours? What is the best course of action? Where should the
students, e.g., higher ground, shelters, etc.?
4. Heavy rain has been falling for the last 2 days and there is a risk that the river will cause some
flooding in the area. What is the best course of action?
Please determine the best approach to be taken by the district. Determine the people who should be
involved and the responsibilities for each.
Note: These scenarios should be discussed with students after they have been familiarized with the
procedures. Table topexercisesshouldbe conductedtodiscussthe response and improve planning for
emergencies.
Crisis Planning Scenarios
1. Severe rains from a violent storm caused 75% of a Rotary district hosting numerous inbound
studentstobe flooded. All communicationwiththe flooded area is lost for a several days. No one
fromoutside the countrycan reach anyof the inboundstudents in the flooded area or members of
the District youth exchange organization or the District governance.
2. A female inbound goes to a bar with some of her friends. After arriving, she finds a "male friend"
whotellsherthat he isa verygood friend of the owner of the bar and invites her to a private party
with VIP people at the owner's office which is at the bar. At the VIP party, people start using
cocaine, and the inbound student joins them. After a few hours, everyone leaves except for the
inbound student and three guys, i.e., her friend, the bar owner, and a friend that she made at the
party. The situationquicklygetsoutof control andshe is rapedby all three men. Afterarrivingback
to her host family’s home, the inbound student calls her natural parents and tells them what has
happened.
3. Duringan eventthatwas organizedbythe hostdistrict,all of the inboundstudentswere allowed to
go to a party at a local restaurant. The chaperones gave the students a time to arrive back at the
hotel. Once at the restaurant,one of the female studentsbegantodrinkalcohol by using a false ID.
After a few hours of partying and drinking, the student was drunk. She became angry at the other
exchange studentsandleftthe restaurantbyherself. Afterwalkingafew blocks,aman grabbed her
and threw her on the ground. A car stopped to help her before the man could rape her. The
studentreturnedtothe hostfamily’shome,wentintoherroom, andcalledherbest friend, another
exchange student, and her natural parents. The best friend called his Rotary counselor and
described the situation.
Please determine the best approach to be taken by the district. Determine the people who should be
involved and the responsibilities for each.

students head on. The exchange student dies in the accident. Other students in that car are
injured severely. The drunken driver survives with minor injuries.
2. A hostfamilytakestheirinboundexchange student white water rafting, which is a popular activity
in the community. In the roughest part of the course, the canoe overturns. The host family, host
sister, and the exchange student all drown.
3. The host mother takes that exchange student, her host sister, and friends of both to a local
communityeventforthe neighborhood. While atthe event,the hostmotherdrinksliquor, which is
her normal occurrence at such events. At the end of the party, the host mother gathers the
exchange studentandothersintheirgroupforthe trip home. While drivinghome,the host mother
losescontrol of the car as a resultof drivingdrunk and has a major collision. The exchange student
dies immediately in the accident.
