This document discusses the participation of Rotterdam's South deprived neighborhood network in regional development perspectives. In the competitive world of today and tomorrow where differences in prosperity are becoming bigger, it is the
task of the urban planner to intervene in the spatiality of the problem.
“Spatial planning is not a hobby of a limited number of professionals. It has to be a
service, promoting citizen participation and realizing consumer sovereignty. For urban
planners this means: generating alternative plans, and mobilizing long-term stake-
holders to express their preferences and to make choices.” P348 Priemus, Hall (2004)
