Event Summary
Activists have called for a demonstration in Cairo on 11 January to protest the government’s
controversial decision to transfer two islands located in the Red Sea to Saudi Arabia. Demonstrators in
Cairo are expected to rally outside the Cabinet building, located near Tahrir Square, beginning at 13:00
local time. The planned demonstration has not been authorized by local authorities. Localized traffic
disruptions are likely in the vicinity of the rally. In addition, due to the unauthorized nature of the event
and the recent history of related protests, the possibility of incidental violence or clashes occurring
cannot be ruled out.
Analysis
The planned protest is being organized by a coalition of activist groups and political parties dubbed “The
Democratic Alliance Current” in opposition of the government’s decision to hand over ownership of the
disputed islands of Tiran and Sanafir to Saudi Arabia. The decision was made in April 2016 after the two
countries signed a maritime border agreement. While Egypt’s President Abdel Fattah el-Sisi has insisted
that the islands had always rightfully belonged to Saudi Arabia, a number of Egyptians, including
prominent politicians and lawyers, have questioned the agreement’s legitimacy. Many have accused
President el-Sisi of signing the deal in exchange for money. The legality of the transfer has been under
debate in the Egyptian judicial system since April 2016 and a final court ruling is expected to be
announced on 16 January.
Localized disruptions should be anticipated and the possibility of violence cannot be discounted during
the upcoming rally in Cairo on 11 January. Anti-government protests in Egypt have frequently been
marred by violence as the government has continued to engage in a crackdown on dissent. In April 2016,
anti-government demonstrations over the announcement of the Red Sea island transfer turned violent
in Cairo and Alexandria. Riot police deployed tear gas in an effort to disperse protesters in the
Mohandessin neighborhood of Cairo and the Ibrahimia District in Alexandria.
