Subject: Implementation of Revised procedure for flow of funds under Central Sector
Schemes of M!o MSME - SFURTI - Reg.
Sir! Madam,
Kindly find attached herewith instructions issued by Department of Expenditure, Ministry
of Finance regarding, revised procedure to be followed by Ministries! Departments for
release of funds under Central Sector Schemes and for monitoring its utilization. In this
context, the Khadi and Village Industries Commission (KVIC) has been nominated as the
'Central Nodal Agency' (CNA) for implementing the revised procedure for flow of funds in
'Scheme of Fund for Regeneration of Traditional Industries' (SFURTI), a Central Sector
Scheme under this Ministry.
2. In compliance with the revised procedure, as mentioned above, the CNA shall open a
dedicated account, 'Central Nodal Account' in a Scheduled commercial Bank, for
implementing the revised fund flow w.r.t SFURTI. All the remaining Nodal agencies (NAs)
will be designated as Sub Agencies (SAs) under the CNA and the dedicated accounts of all
the clusters, being Sub Agencies under the NAs, shall accordingly be mapped by the
respective Nodal Agencies for the purpose of release of funds and monitoring of its
utilization.
3. Likewise, a Zero balance subsidiary account of all the SAs shall be opened in the same
commercial bank, in which CNA shall be opening the Central Nodal Account, and the
SAs shall deposit back the entire unspent balance, lying in their existing bank accounts, to
the CNA's dedicated account.

4. Therefore, in compliance with the directions of the Ministry of Finance, all the Nodal
Agencies under SFURTI are requested to immediately identify the clusters with them as Sub
Agencies, for mapping of their Bank accounts with the CNA's account (as per the attached
Format), under intimation to the Ministry.
