INTRODUCTION
This document provides a complete detail of countryā€™s power consumption, estimated current
power requirement, expected future consumption and availability from different resources,
solar power generation and solar power usage in street lights.
UNICORN is pleased to provide comprehensive solution for solar street lights, here is some
details for procedures, equipments and standards will be used in proposed Project for Solar
Street Light. All installations and components comply with the international electrical
standards and regulations implemented in region.

COUNTRYā€™S PROFILE
Pakistan is a land of nearly 155 million people living in an area of 800,000 sq. km. The landscape
varies from lofty Karakoram and Himalaya mountains, with the K-2 peak (second highest in the
world: 8,613 meters) to the famous desert of Thar and includes fertile plains of the river Indus and
its tributaries. Pakistan is known as a land of natural beauty, grandeur and is the home of a culture
as ancient, complex and striking as any in the world. It also is the birth place of Indus valley
civilization. Pakistan has dominantly agricultural economy and is striving to develop and expand
industrial base.

CONVENTIONAL ENERGY PROFILE
Pakistan, despite enormous potential of energy resources remains energy deficient and has to rely
heavily on imports to meet its requirements. Pakistan obtains its energy needs from variety of
traditional and commercial sources. Oil supply from indigenous resources has been the weakest link
in the energy supply system of Pakistan. Until early 1980 crude oil production was nominal 13000
barrels per day (BPD), which rose to 64,350 BPD in 1991-92. Production is declining and current
production is 59000 BPD, with this rate the remaining oil reserves 253 million barrels will be
depleted in about 12 years. Consequently, it appears that Pakistan would continue to remain a net
importer of crude oil and refined oil products unless a major discovery of oil is made.

RENEWABLE ENERGY SOURCES
The role of renewable energy resources such as solar, wind or biomass has been negligible in the
total energy picture of Pakistan. The experiments in the past in this area were not so successful due
to variety of reasons including lack of understanding and handling of these technologies. The units
installed at initial stage have not increased much as envisioned.

RENEWABLE ENERGY SOURCES
It has now become clear that in near future the environmental friendly Renewable Energy
Sources are to be developed and popularized for the sustainable development. Other incentives
for promotion of such energy technologies, particularly in the developing world, are clean
environment, energy independence, new employment opportunities, improvement of living
conditions in rural areas, and reduction in mass migration from rural to urban. Today the
primary energy supplies are not enough to meet even the present demand. So, Pakistan, like
other developing countries of the region, is facing the serious challenge of energy deficit.

Solar energy is most abundant, widely spread and very clean source of energy. It has wide range
of applications. It can be used to warm and cool the buildings, heat the water for industrial and
domestic applications, distill the water for health purposes, dry the agriculture products, and can
easily be converted in to other forms of energy such as electricity. Most of the solar energy
technologies are becoming economically competible.
PHOTOVOLTAIC.

The best way to utilize the solar energy is no doubt through photovoltaicā€™s which converts the
sun energy directly into electricity ā€“ the most demanding type of energy. During last fifteen years
Pakistan has shown quite encouraging developments in this field. National Institute of Silicon
Technology (NIST) under the Ministry of Science and Technology has already developed the
know-how and technology to fabricate the solar cells, modules, and systems. Photovoltaic is
particularly suitable for small power requirements and remote area applications. Pakistan took a
lead in the region, in using photovoltaic. In early 1970ā€™s a total of eighteen P.V. stations in
different parts of the country were-4-set up for village electrification. The total installed capacity
of these was nearly 440 KW. Because lack of technical know-how and no follow up, these
systems have not given the required benefits. Now NIST has developed the know-how and
technologies and basic infrastructure in the field. Currently technology is being used, in Pakistan,
for standalone rural telephone exchanges, repeater stations, highway emergency telephones,
Cathodic protection, refrigeration system for vaccine and medicines in the hospitals etc. Public
Health Department has installed about 20 units of Solar Water Pumps for drinking purposes in
different parts of Baluchistan. Both the private and public sectors are playing their roles in the
popularization and up gradation of photovoltaic activities in the country. A number of companies
are not only involved in trading photovoltaic products and appliances but also manufacturing
different components of PV systems. They are selling P.V. modules, batteries, regulators,
invertors, small power practical gadgets for load shedding such a Photovoltaic lamps, battery
chargers, garden light etc.
Energy technologists are now convinced that the development and adaptation of solar
energy technologies can bring a revolution in the life style and living standards of low-
income people in extreme remote areas.
For solar energy technologies, quite an infrastructure and know how, at the R&D and limited
production levels, already exists in this country. However, for its promotion, there is a need to
take certain drastic measures for providing incentives and funds for its practical demonstration;
convincing the people for their utilities; educating the masses and developing the pilot scale
activities. These measures are must to give footings to industrial and commercial ventures in
these technologies of 21st century.

Formulation of long term strategies to include, progressively, the renewable/solar
energy technologies in the national energy policy
Provision of adequate funds for R&D and transferring the laboratory products into
commercial products;
Motivation of entrepreneurs through policy initiatives such as tax holidays,
reduction/exemption from duties and taxes
Provision of soft loans/subsidies to the end users
Motivation through mass media, exhibition, field demonstration, education and
training.
Encouraging installation of solar lights and other appliances on public buildings,
parks, streets etc
Providing funds for renewable energy demonstration community projects.
TECHNICAL PROPOSAL FOR PIPS
The scope of this document is to provide the functional and technical requirements for solar power
system to PIPS Project. Solar power supply system of 48V DC nominal voltage with low maintenance
lead acid or maintanance free dry battery banks, solar cells, charge control unit, power cables, and other
necessary accessories and installations material shall be supplied for the power generation through solar
light for energy efficiency measures. All the supply items shall be according to the technical
specification mentioned in the later section of this document.
1.2.1

The quantity and capacity of solar modules, solar batteries and charge control units are as
mentioned in the later section of this documents.
1.2.2 All the equipment /battery sets supplied against this tender shall operate efficiently under
normal use during warranty period of one year from delivery date. The equipment /battery set
or any part thereof shall be replaced by the supplier free of cost, if found defective during
warranty period.
1.2.3 A training of 10 persons for 3 days shall be arranged at supplier premises by the successful
bidder for installation and maintenance of the power plant delivered under the contract.
1.2.4 The supplier shall arrange installation of one set of solar power plant and demonstrate / confirm
successful operation of the power plant according to the specifications. All test meters required
for the purpose shall be arranged by the supplier.

ENVIRONMENTAL CONDITIONS

Continuous Performance:
The batteries shall work continuously in the following environmental conditions.
Ambient Temperature 0Ā°C to 55Ā°C
Relative Humidity: Up to 100%.
2.1.2

Temperature range is to be mentioned by the bidder for working of the batteries in accordance with
the specifications.

2.2 Optimum Environmental Conditions:
2.2.1 The bidder shall state environmental conditions, which apply to reliable functioning of the batteries.
2.2.2 During shipment and storage prior to installation, the batteries might be placed in premises
without any air conditioning and exposed to the following climatic conditions: i. Ambient Temperature: -15Ā°C to 55ĀŗC
ii. Relative Humidity: Up to 100%.
Hence the batteries shall withstand above-mentioned environmental conditions during shipment and storage.

3 SOLAR MODULES:
3.1

The solar panels shall be of high efficiency monocrystaline cells with anti reflective coating. The
module efficiency shall not be less than 15%. The modules shall be weather proof and its front shall be
of high strength tempered glass.Module design conforms to IEC Tests or US Coast Guard Tests.
Solar modules shall provide with lightweight aluminum and pre-drilled mounting holes frames.
3.2
The solar modules shall meet the requirements of EEC council directive 89/336/EEC; Tenderer shall
be required to submit a certificate to this effect.Peak power rating of the module shall be indicated.
Specifications shall be printed on back of each module. Serial number and fabrication date shall be
permanently and legibly marked on each module.
3.3
The efficient operation period of module shall be twenty (20) years. The drop in output power of the
module shall not be more than 1% per year. The module shall be replaced without additional cost, if
drop in output power at the end of warranty period is observed more than 1% per year.
3.4
The solar modules shall be of 12V nominal operating voltage. All solar cells shall match electrically to
assure the greatest power output. The solar modules shall be of minimum 80 watts (peak power)
having dimensions to be specified by the vendor.
3.5
The solar module shall be equipped with devices like diodes for protection against reverse flow of
current into the solar module. Wind loading shall be 170 Km/hour. Solar modules shall be with
durable back sheet for the protection from scratching, cuts, breakage, and other environmental
conditions.
3.6
Solar modules shall be wired together in series and parallel to obtain required power levels.
The solar modules shall be delivered complete with all accessories / cable / glands required for
installation at site. One weatherproof junction box with minimum 10 pairs of terminals alongwith
required glands shall be delivered for each charge control unit. Environmental conditions for solar
modules shall be as follows:
Ambient temperature:: -20Ā°C to 75Ā°C
Relative humidity:: Upto 100%

SOLAR MODULES MOUNTING STRUCTURE

Solar mounting structure stand shall be adjustable to obtain best tilt angles for its installation.

Galvanized steel and pre -drilled mounting holes structure frames shall provide for easy
installation of solar modules
Mounting holes shall be center to center for proper fixing of solar modules.
Mounting structure shall resist corrosive forces namely wind, snow, ice, sand and solar
radiation

UNIVERSAL CHARGE CONTROL UNIT

An industrial class universal charge controller of 48 Volts for automatically managing the battery charging
shall be provided. The control unit shall be solid-state electromechanical device to control the charging of
batteries from solar modules and to protect the batteries from excessive charge and discharge.
The charge controller shall have the following features:
i)

Boost, Equalize and Float charging of batteries shall be programmed

ii)

Temperature compensated regulation voltages. Adjustable setting of voltage and current.
Comprehensive metering.

iii)

Built in Alphanumeric LCD display on front, Built-in test programs for low maintenance batteries for
auto calibration, testing,measuring and calculating parameters, separate program for low maintenance
batteries and maintenance free batteries should be selectable.

iv)

Data logging facility for last 30 days and data should not lose if power disconnect

v)

Lightening protection.External temperature sensor shall be attached, Overload protection.

vi)

Reverse battery polarity protection.Low battery voltage protection.Adjustable low and high voltage
disconnection.

.The controller shall confirm the requirements of EEC Council Directive 89/338/EEC or equivalent
specifications, and fabrication date shall be clearly mentioned on the device.

The solar power system shall also be provided with change over switch for connection to a
second DC power supply source through (N + 1) rectifiers when commercial power becomes
available in future.Charge control unit shall have built up jack for external source charging when

COUNTRYā€™S PROFILE Pakistan is a land of nearly 155 million people living in an area of 800,000 sq. km. The landscape varies from lofty Karakoram and Himalaya mountains, with the K-2 peak (second highest in the
  • 4. world: 8,613 meters) to the famous desert of Thar and includes fertile plains of the river Indus and its tributaries. Pakistan is known as a land of natural beauty, grandeur and is the home of a culture as ancient, complex and striking as any in the world. It also is the birth place of Indus valley civilization. Pakistan has dominantly agricultural economy and is striving to develop and expand industrial base. CONVENTIONAL ENERGY PROFILE Pakistan, despite enormous potential of energy resources remains energy deficient and has to rely heavily on imports to meet its requirements. Pakistan obtains its energy needs from variety of traditional and commercial sources. Oil supply from indigenous resources has been the weakest link in the energy supply system of Pakistan. Until early 1980 crude oil production was nominal 13000 barrels per day (BPD), which rose to 64,350 BPD in 1991-92. Production is declining and current production is 59000 BPD, with this rate the remaining oil reserves 253 million barrels will be depleted in about 12 years. Consequently, it appears that Pakistan would continue to remain a net importer of crude oil and refined oil products unless a major discovery of oil is made. RENEWABLE ENERGY SOURCES The role of renewable energy resources such as solar, wind or biomass has been negligible in the total energy picture of Pakistan. The experiments in the past in this area were not so successful due to variety of reasons including lack of understanding and handling of these technologies. The units installed at initial stage have not increased much as envisioned. RENEWABLE ENERGY SOURCES
  • 5. It has now become clear that in near future the environmental friendly Renewable Energy Sources are to be developed and popularized for the sustainable development. Other incentives for promotion of such energy technologies, particularly in the developing world, are clean environment, energy independence, new employment opportunities, improvement of living conditions in rural areas, and reduction in mass migration from rural to urban. Today the primary energy supplies are not enough to meet even the present demand. So, Pakistan, like other developing countries of the region, is facing the serious challenge of energy deficit. Solar energy is most abundant, widely spread and very clean source of energy. It has wide range of applications. It can be used to warm and cool the buildings, heat the water for industrial and domestic applications, distill the water for health purposes, dry the agriculture products, and can easily be converted in to other forms of energy such as electricity. Most of the solar energy technologies are becoming economically competible. PHOTOVOLTAIC. The best way to utilize the solar energy is no doubt through photovoltaicā€™s which converts the sun energy directly into electricity ā€“ the most demanding type of energy. During last fifteen years Pakistan has shown quite encouraging developments in this field. National Institute of Silicon Technology (NIST) under the Ministry of Science and Technology has already developed the know-how and technology to fabricate the solar cells, modules, and systems. Photovoltaic is particularly suitable for small power requirements and remote area applications. Pakistan took a lead in the region, in using photovoltaic. In early 1970ā€™s a total of eighteen P.V. stations in different parts of the country were-4-set up for village electrification. The total installed capacity of these was nearly 440 KW. Because lack of technical know-how and no follow up, these systems have not given the required benefits. Now NIST has developed the know-how and technologies and basic infrastructure in the field. Currently technology is being used, in Pakistan, for standalone rural telephone exchanges, repeater stations, highway emergency telephones, Cathodic protection, refrigeration system for vaccine and medicines in the hospitals etc. Public Health Department has installed about 20 units of Solar Water Pumps for drinking purposes in different parts of Baluchistan. Both the private and public sectors are playing their roles in the popularization and up gradation of photovoltaic activities in the country. A number of companies are not only involved in trading photovoltaic products and appliances but also manufacturing different components of PV systems. They are selling P.V. modules, batteries, regulators, invertors, small power practical gadgets for load shedding such a Photovoltaic lamps, battery chargers, garden light etc. Energy technologists are now convinced that the development and adaptation of solar energy technologies can bring a revolution in the life style and living standards of low-
  • 6. income people in extreme remote areas. For solar energy technologies, quite an infrastructure and know how, at the R&D and limited production levels, already exists in this country. However, for its promotion, there is a need to take certain drastic measures for providing incentives and funds for its practical demonstration; convincing the people for their utilities; educating the masses and developing the pilot scale activities. These measures are must to give footings to industrial and commercial ventures in these technologies of 21st century. RECOMMENDATIONS These measures are must to give footings to industrial and commercial ventures in these technologies of 21st century. Encouraging installation of solar lights and other appliances on public buildings, parks, streets etc Providing funds for renewable energy demonstration community projects.
  • 7. TECHNICAL PROPOSAL FOR PIPS The scope of this document is to provide the functional and technical requirements for solar power system to PIPS Project. Solar power supply system of 48V DC nominal voltage with low maintenance lead acid or maintanance free dry battery banks, solar cells, charge control unit, power cables, and other necessary accessories and installations material shall be supplied for the power generation through solar light for energy efficiency measures. All the supply items shall be according to the technical specification mentioned in the later section of this document. 1.2.1 The quantity and capacity of solar modules, solar batteries and charge control units are as mentioned in the later section of this documents. 1.2.2 All the equipment /battery sets supplied against this tender shall operate efficiently under normal use during warranty period of one year from delivery date. The equipment /battery set or any part thereof shall be replaced by the supplier free of cost, if found defective during warranty period. 1.2.3 A training of 10 persons for 3 days shall be arranged at supplier premises by the successful bidder for installation and maintenance of the power plant delivered under the contract. 1.2.4 The supplier shall arrange installation of one set of solar power plant and demonstrate / confirm successful operation of the power plant according to the specifications. All test meters required for the purpose shall be arranged by the supplier. 2 ENVIRONMENTAL CONDITIONS Continuous Performance: The batteries shall work continuously in the following environmental conditions. Ambient Temperature 0Ā°C to 55Ā°C Relative Humidity: Up to 100%.
  • 8. 2.1.2 Temperature range is to be mentioned by the bidder for working of the batteries in accordance with the specifications. 2.2 Optimum Environmental Conditions: 2.2.1 The bidder shall state environmental conditions, which apply to reliable functioning of the batteries. 2.2.2 During shipment and storage prior to installation, the batteries might be placed in premises without any air conditioning and exposed to the following climatic conditions: i. Ambient Temperature: -15Ā°C to 55ĀŗC ii. Relative Humidity: Up to 100%. Hence the batteries shall withstand above-mentioned environmental conditions during shipment and storage. 3 SOLAR MODULES: 3.1 The solar panels shall be of high efficiency monocrystaline cells with anti reflective coating. The module efficiency shall not be less than 15%. The modules shall be weather proof and its front shall be of high strength tempered glass.Module design conforms to IEC Tests or US Coast Guard Tests. Solar modules shall provide with lightweight aluminum and pre-drilled mounting holes frames. 3.2 The solar modules shall meet the requirements of EEC council directive 89/336/EEC; Tenderer shall be required to submit a certificate to this effect.Peak power rating of the module shall be indicated. Specifications shall be printed on back of each module. Serial number and fabrication date shall be permanently and legibly marked on each module. 3.3 The efficient operation period of module shall be twenty (20) years. The drop in output power of the module shall not be more than 1% per year. The module shall be replaced without additional cost, if drop in output power at the end of warranty period is observed more than 1% per year. 3.4 The solar modules shall be of 12V nominal operating voltage. All solar cells shall match electrically to assure the greatest power output. The solar modules shall be of minimum 80 watts (peak power) having dimensions to be specified by the vendor. 3.5 The solar module shall be equipped with devices like diodes for protection against reverse flow of current into the solar module. Wind loading shall be 170 Km/hour. Solar modules shall be with durable back sheet for the protection from scratching, cuts, breakage, and other environmental conditions. 3.6 Solar modules shall be wired together in series and parallel to obtain required power levels. The solar modules shall be delivered complete with all accessories / cable / glands required for installation at site. One weatherproof junction box with minimum 10 pairs of terminals alongwith required glands shall be delivered for each charge control unit. Environmental conditions for solar modules shall be as follows: Ambient temperature:: -20Ā°C to 75Ā°C Relative humidity:: Upto 100%

SOLAR MODULES MOUNTING STRUCTURE Solar mounting structure stand shall be adjustable to obtain best tilt angles for its installation. 4.1 4.2 4.2 Galvanized steel and pre -drilled mounting holes structure frames shall provide for easy installation of solar modules Mounting holes shall be center to center for proper fixing of solar modules. Mounting structure shall resist corrosive forces namely wind, snow, ice, sand and solar radiation . 5. UNIVERSAL CHARGE CONTROL UNIT An industrial class universal charge controller of 48 Volts for automatically managing the battery charging shall be provided. The control unit shall be solid-state electromechanical device to control the charging of batteries from solar modules and to protect the batteries from excessive charge and discharge. The charge controller shall have the following features: i) Boost, Equalize and Float charging of batteries shall be programmed ii) Temperature compensated regulation voltages. Adjustable setting of voltage and current. Comprehensive metering. iii) Built in Alphanumeric LCD display on front, Built-in test programs for low maintenance batteries for auto calibration, testing,measuring and calculating parameters, separate program for low maintenance batteries and maintenance free batteries should be selectable. iv) Data logging facility for last 30 days and data should not lose if power disconnect v) Lightening protection.External temperature sensor shall be attached, Overload protection. vi) Reverse battery polarity protection.Low battery voltage protection.Adjustable low and high voltage disconnection. .The controller shall confirm the requirements of EEC Council Directive 89/338/EEC or equivalent specifications, and fabrication date shall be clearly mentioned on the device.
