Cambridgeshire County Council: Mobilising Local Energy Investment

Why MLEI? 28% of Cambridgeshire’s energy needs can be delivered locally from renewables Investment needed: £2 - 6 billion by 2031 o Significant numbers of smaller scale projects driving high transaction costs for investors o Asset owners lack understanding, knowledge and confidence to progress investment o Piecemeal investment into energy infrastructure creates an uncoordinated approach that can prejudice future investment o Investors are focussed narrowly on technology and sectors o Lack of understanding of economic and social value created by investing in the low carbon economy £145 million of investment in energy efficiency measures in non-domestic Buildings by 2030

Project Summary To develop the right finance and delivery framework for Cambridgeshire to secure increased investment into energy infrastructure. • Set up a finance mechanism/ fund for investment into low carbon energy infrastructure • Identify and set up appropriate delivery mechanisms • Deliver an investment programme of public sector and community energy projects of at least €17.03 million via the Fund and delivery mechanisms

Pipeline Development *Energy Performance Contracting • Procuring an ESCo to deliver Energy Performance Contracting • for schools and public buildings via the REFIT 2 Framework by July 2014 • Access agreements being signed with GLA w/c 3/03/14 for REFIT 2 Framework • MOU being negotiated with Local Partnerships to advise on the mini competition , tender specification and lesson learnt to date with REFIT 2 • Workshop booked 8th April, with CCC asset managers, facilities managers, property commissioning, finance and schools finance to be clear about the process, risks, remaining barriers • Engagement with schools has started– direct contact with 90 schools to date and expressions of interest from 84, appointments to see Bursars, Headteachers and governors in the diary March/April /May 2014 • First school signed up (via governors) to pilot EnPC and work with us on the finance arrangements and contracting models • Finance models for loaning capital to schools under discussion e.g. loans, managed service arrangements – COMPLEXITY • Identification of CCC and other offices via the EPAM and MAC projects

What is on offer to schools? • Access to an Energy Performance Contracting supplier (procured by CCC ) • Technical assessment of your energy needs and potential income opportunities • A list of measures that can be installed to make savings and generate income • A managed service or loan from CCC to invest upfront into the energy measures • A 10 year contract that guarantees savings, the supplier pays the difference • Technical expertise to manage and monitor the equipment to optimise its use and energy savings • 10 year contract that maintains and replaces the equipment • Support from relationship manager – Ron Dsouza, to help solve any problems But Some of the details are still being worked through e.g. finance models for ‘managed service’ options
