The Department regulates on primarily a complaint based system so it could be a while before they find out you have a problem. 2. The longer you wait to begin fixing the problem, the harder it will be to get the water rights you need. 3. Self-report and make application to rectify the problem. 4. Ask the Department for help in identifying solutions. 5. It can be very complicated. Get help from WRD and/or hire a consultant to help you.
