3. Efficiency Re-defined
Why Maputo?
The Maputo Port offers a relatively shorter distance to sea when compared to
the Ports of Richards Bay and Durban.
Below are examples of compared distances;
Matsapha - Goba – Maputo = 156kms + 70kms =226kms
Matsapha – Golela – Durban = 158kms + 390kms =548kms
Matsapha – Golela -Richards Bay = 158kms + 198kms=356kms
Mpaka – Goba – Maputo = 51kms + 70kms = 121kms
Mlawula –Goba – Maputo = 13kms + 70kms = 83kms
4. Efficiency Re-defined
Joint Operating Centre -Maputo
Objective of the Joint Operating Centre
Integrate coordination of traffic flows into Maputo Harbour
and its terminals
Coordinate all the traffic flows from local Mozambique , and
international cargo from Swaziland and South Africa
If there is no coordination, it was observed that everyone
would be negatively affected.
5. Efficiency Re-defined
Joint Operating Centre -Maputo
With these four key players signing an agreement, the JOC
works amazingly well ;
Swaziland Railway (SR),
Transnet Freight Rail (TFR),
Mozambique Railways & Ports (CFM) and
Maputo Port Development Company (MPDC)
6. Efficiency Re-defined
Management Structure
JOC Executive Committee-CEOs of the four organizations
Make decisions on
investments in Infrastructure
Capacity Improvement in rolling stock & Human Resources
7. Tactical Committee
Operations Managers of the four organizations that
implement the decisions taken by the Executive
Committee in terms of
Volumes targeted
Turnaround times of wagons
Availability of rolling stock
Meeting of customer requirements
Meeting targeted volumes and customer orders

Management Structure
8. JOC Maputo Centre
JOC-Maputo involves three main corridors .with traffic
that has to be co-ordinated effectively
Ressanio Garcia- Maputo
Goba-Maputo
Chicualacuala-Maputo
All these lines converge at Machava station where a
bottleneck has to be avoided
Desk Officers from TFR , CFM & Swaziland Railway are
stationed at the center to coordinate this traffic for 24
hrs a day
Operations Centre now fully staffed
Efficiency Re-defined
9. Benefits from JOC
Since the introduction of the JOC
Traffic has been closely monitored to cut bottlenecks
Cutting idle time at exchange points
Moving more traffic on the Ressanio-Garcia Line
Decongesting at Stations
Reports Generated ensured prompt actions to deal with challenges
More traffic is being handled by the Maputo Port and Matola
Terminal
If Maputo is well coordinated and receives high volumes of
traffic,Traders from all three countries will be competitive with their
products in the international market due to reduced transport and
logistics costs.

10. The Goba-Maputo Line
Efficiency Re-defined
The rail line is relatively good on both sides of the
countries.
It operates at a maximum speed of 60km/h.
On the Swaziland side, the line was upgraded in
2004 from Matsapha.
Wooden sleepers were replaced with concrete
ones.
For a vacuum train, 40 wagons can be hauled with
an airbrake train capable of hauling 50 wagons.
The current idle capacity (Unused slots) of this line is
75%
Can be used as a relief for the Ressanio Garcia Line during train
disruptions or Congestions
11. Swaziland Railway link to Maputo
Future prospects
New 146km North West
line (Swaziland Rail Link )
anticipated to be fully
operational in 2021
This proposed line links
Swaziland with Gauteng
Province, Mpumalanga,
Richards Bay and Maputo
