This document is a thesis submitted by Lorena García Villarreal and Henry Gómez Salas to earn a Bachelor's degree in Teaching English from Universidad Magister. The thesis presents a technical proposal for improving reading skills in English among students in section 11-1 at the Liceo Nocturno de Desamparados secondary school. It analyzes the students' current level of reading comprehension, identifies challenges and strategies to motivate students and help them develop key skills. The proposal involves applying various pre, during and post-reading activities and techniques over time and evaluating their effectiveness through pre- and post-tests.

2. CHAPTER I
INTRODUCTION
Background of the problem
Nowadays, the advances in technology, economy, and a
cultural globalization have made English language one of
the main subjects in Costa Rica´s national education system.
According to Garnier, Ministry of Education of the current
government of Costa Rica, expresses that,
“in the era of globalization the world has diluted its
frontiers, generating a major integration and
independence among many different cultures,
costumes and languages. This conduces Costa
Rica to confront diverse challenges, and one of
them is the development of the linguistics
competences.” (Garnier,2008).

12. The chart shows the results obtained in the national tests (Bachillerato) 2008. It is
classified by subject and the percentage of promotion. This chart describes the three
subjects where the students presented more difficulties in the national tests (2008).
According to this chart, mathematics is the subject that presented the highest amount of
students who failed the tests. In the second place, Biology with (3469) students who
failed the tests, and finally in the third place, the English subject with (3439) students
who failed the national standardized tests.
