Progress on SDGs Framework
Why localize the 2030 Agenda into national and sub-
national planning & budgeting
MDGs lessons learnt and SDGs:
 MDGs were officially acknowledged in 2004 and localization started in 2010
 Development framework remained alien to MDGs
 Timely and pro-active reaction on SDGs by GoP
 Economic policies and development framework is aligned to SDGs framework
 SDGs demands disaggregation of data by sex, age and other salient socio-economic
characteristics, including income/wealth, location, class, ethnicity, age, disability
status
Decentralized Governance Structure in Pakistan- where provinces are empowered to
plan and executive- implementation of SDGs, especially those related to social sectors,
fall under the preview of sub-nationals.
 This calls for localization and ownership of SDGs at the lowest administrative tier as
key to SDGs achievement.
National Initiative on Agenda 2030 (MAPS)
• MoPDR, the Provincial Planning & Development
Departments partnered with UNDP under this 5-years
project to establish SDG Support Units for early
institutionalization of Agenda 2030
• Federal and provincial government committed to
finance US$ 16 million
• The initiative bring together the Planning, finance and
statistical institutions to work collectively to lay
foundation for SDGs implementation

• Alignment of government’s sectoral policies to SDGs framework
• Development of National Framework on SDGs is underway
• Consultations at the devolved level of districts already held and
feedback received for SDG localization
• District’s elected heads were involved in a Local Government
Summit where they gave suggestions to localize SDGs. A report is
available on Planning Ministry’s website
• Community feedback for SDG localization / prioritization through
consultation and surveys
• Framework for private sector engagement towards SDGs with
extensive consultative process

Why localize the 2030 Agenda into national and sub- national planning & budgeting MDGs lessons learnt and SDGs:  MDGs were officially acknowledged in 2004 and localization started in 2010  Development framework remained alien to MDGs  Timely and pro-active reaction on SDGs by GoP  Economic policies and development framework is aligned to SDGs framework  SDGs demands disaggregation of data by sex, age and other salient socio-economic characteristics, including income/wealth, location, class, ethnicity, age, disability status Decentralized Governance Structure in Pakistan- where provinces are empowered to plan and executive- implementation of SDGs, especially those related to social sectors, fall under the preview of sub-nationals.  This calls for localization and ownership of SDGs at the lowest administrative tier as key to SDGs achievement.

National Initiative on Agenda 2030 (MAPS) • MoPDR, the Provincial Planning & Development Departments partnered with UNDP under this 5-years project to establish SDG Support Units for early institutionalization of Agenda 2030 • Federal and provincial government committed to finance US$ 16 million • The initiative bring together the Planning, finance and statistical institutions to work collectively to lay foundation for SDGs implementation

Key milestones achieved so far • Alignment of government’s sectoral policies to SDGs framework • Development of National Framework on SDGs is underway • Consultations at the devolved level of districts already held and feedback received for SDG localization • District’s elected heads were involved in a Local Government Summit where they gave suggestions to localize SDGs. A report is available on Planning Ministry’s website • Community feedback for SDG localization / prioritization through consultation and surveys • Framework for private sector engagement towards SDGs with extensive consultative process

  1. The coordination structure of the project is as follows: A national steering committee also being called Project Board will oversee the whole project. SDGs Support Units have been established - one at federal level and the remaining at provincial/regional level A provincial technical committee consisting of all relevant provincial stakeholders including the civil society and private sector will coordinate and oversee the activities of the provincial SDG Unit. Thematic working groups or communities of practice for various sectors will be established within each province to collaborate with SDGs Support Units and provide technical insights. Other coordinating bodies at federal level include the Federal Cabinet Committee and Parliamentary Secretariat on SDGs. Similarly, a provincial cabinet committee will also be formed in each province to engage MPAs. The objective of these bodies will be to facilitate in horizontal and vertical coordination across the project and provide the needed coordination mechanism
