Outlines for the Labs & "ULSG at work" sessions of the 2013 URBACT Summer University.
Participants are invited to work on a city case, following a Deputy Mayor's brief. Issues and stakeholders are to be identified and problems are to be tackled in the most effective way.
Members of the different labs are involved in three days of sessions and teamwork, during which possible solutions should emerge in relation to the different urban issues exposed.

1. URBACT LAB & ULSG@WORK SESSION I
Defining problems and identifying stakeholders
OBJECTIVES
To equip participants with tools and skills to work on the definition of problems and to engage with the right mix of stakeholders to develop
efficient participative action-planning processes.
CONTENT
• Introduction to The Case Study and to Deputy Mayor’s Brief. These documents will provide the strategic framework within which you will
work during the 3 days of Summer University.
• Defining problems and developing effective problem solving.
• Mapping Stakeholders and getting the right mix of people
ULSG@WORK SESSION 1
During the ULSG@work session, your group will get to practice the tools introduced in the Lab session:
• Defining the problem you will work on during the USU (Problem Tree)
• Mapping your stakeholders (Importance/ Influence Matrix)
• Reviewing the list of stakeholders to be involved in the co-production of your action plan
BUILDING YOUR LAP PORTFOLIO
By the end of the 1st ULSG@work session, you will have to deliver the following portfolio components:
• The Problem Tree
• The Complete List of Stakeholders

Defining expected results
OBJECTIVES
To equip participants with methods and tools for translating problems into expected results and reviewing evidence base to better inform
policy-making
CONTENT
• Focus on planning cycle and key concepts from problems, to expected results and actions
• Translating problems into expected results
• Reviewing and enhancing evidence base to inform planning and action
ULSG@WORK SESSION 2
During the ULSG@work session, your group will get to work further on your Allium city case and experience some of the tools
introduced in the Lab session:
• Translating problems into results (solution tree)
• Reviewing the evidence base available for Allium, identifying gaps and actions to enhance your evidence base.
BUILDING YOUR LAP PORTFOLIO
By the end of the 2nd ULSG@work session, you will have to deliver the following portfolio components:
• List of expected results
• Evidence Enhancement table

Getting to expected results
OBJECTIVES
To equip participants with methods and tools for the co-production of an action plan building on expected results and resources available.
CONTENT
• Designing an action plan, including key issues around financing
• Introduction to the De Bono hats and OPERA methods
ULSG@WORK EXERCISES
During the ULSG@work session, your group will get to work further on your Allium city case and experience some of the tools
introduced in the Lab session:
• Brainstorm ideas using De Bono hats and record and structure the best ideas using OPERA
• Fill in the action table

By the end of the 3rd ULSG@work session, you will have to deliver the following portfolio component:
• The action table

Checking coherence
OBJECTIVES
To equip participants with a mind-set and tools for checking coherence and quality of action plan
MAIN CONTENT
• Checking coherence of action plan
• Thinking ahead about monitoring
• Introduction to the URBACT self-assessment tool
• Introduction to the “Dragons’ den”
ULSG @ WORK SESSION 4
During this last ULSG @ work session, you will prepare your presentation for the final LAB – The Dragons’ Den, and finalize your
LAP portfolio.
BUILDING YOUR LAP PORTFOLIO
By the end of the 4th ULSG @work session, you will have to deliver the following portfolio component:
• Your presentation
• A slide for the general plenary presentation

URBACT LAB ULSG@WORK SESSION V
The Dragons’ Den
OBJECTIVES
Each group sells their pitch and run for the “best LAP award”.
CONTENT
• Time for you to sell your pitch and present your LAP portfolio to the panel!
• Dragons score each portfolio
• Peers in the audience also use an individual scoring grid to score LAPs and allocate colored sticky dots to the LAP they scored highest
• Sharing main learning points and filling in the evaluation forms
• Award ceremony for the best LAP in each Lab group to take place in the closing plenary
