  2. 2. BLUE SMART CITY OBSTACLES Smart City technologies promise to transform urban government and infrastructure using 21st century digital tools. Despite their promise, Cities have been slow to adopt Smart City solutions. Cities: • Have not articulated their technology needs • Have a difficulty evaluating and adopting new technologies • Lack the funds to invest in large projects • Lack of knowledge and skills/decision models to tender and judge Smart City solutions • Are afraid of “vendor lock-in” Innovators: • Don’t understand cities’ needs • Have not demonstrated success or created open standards • Cannot demonstrate a business model for their solution • Are often too small or new to get large government contracts 2

BLUE ACCELERATING SMART CITY INNOVATION BLUE Demand side: Cities Supply side: Innovators Needs • Independent validation for Smart City technology • Platform to articulate urban technology challenges • Opportunities to meet with colleagues globally • Implementation support • United in C40, RC100, Metrolab, Eurocities, GSC3 Needs • Deeper understanding of urban technology challenges • Testbeds to validate technology • Assistance building business cases for implementation BLUE aims to enable large-scale environmentally, economically and socially sustainable solutions for cities through: • Living Labs • Marketplaces • Global Events 3

BLUE SOLUTION AND IMPLEMENTATION MODEL A marketplace will give visibility to the best Smart City solutions 4 Set agenda, demand and focus areas Determine Focus area specific assignment Test-, pilot- and validation designs Tested, Validated & Scalable Smart City Solutions City Roundtables City official-led roundtables that will drive focus areas and articulate areas of greatest demand Working Groups Cities, Public Service Providers, and businesses will turn City Roundtable outputs into specific requirements, leading to Solution Design Teams that will design and configure solutions for Living Lab piloting. Testing and Scaling Teams Test solutions in Living Labs and provide validation for inclusion in the Digital Marketplace, leading to implementation of interoperable, scalable solutions. City Round Tables Testing Teams Scaling Teams Working groups Digital Marketplace

BLUE THE BLUE ECOSYSTEM • Connects GSC3 members with Living Labs, utilities, innovators, and citizens to create a global marketplace • Focused on coordinating local Living Labs and events, and managing information in the digital marketplace • Global partnership with local partners, including The Accelerate Group, Energy Foundry, and the Austin Technology Incubator 5

BLUE BLUE & GLOBAL CITY TEAMS CHALLENGE BLUE WILL SCALE THE BEST GCTC SOLUTIONS GLOBALLY GCTC: • BLUE will promote the GCTC globally • Plan is to have more than 100 teams enter, 50 international teams • BLUE will help the best teams to present their solutions globally and help cities with implementation SMART CITY EVENT AUSTIN: • BLUE will assist organizers of the event in June 2016 • BLUE will help identify the best solutions to present 2016 6
