Item # 10 - COAH & TxDOT Resolution
1. CITY OF ALAMO HEIGHTS
ADMINISTRATION AND FINANCE DEPARTMENT
CITY COUNCIL AGENDA MEMORANDUM
TO: Mayor and City Council
FROM: Buddy Kuhn, City Manager
SUBJECT: Consideration of a Resolution between the City of Alamo Heights and the Texas
Department of Transportation for continued collaboration on the lower
Broadway Improvement Project
DATE: April 11, 2022
BACKGROUND INFORMATION
The Texas Department of Transportation (TxDOT) and the City of Alamo Heights have
continued dialogue over the past two months for a roadway and stormwater improvement project
on Lower Broadway between Austin Highway and Burr Road. TxDOT has shown renewed
support in moving a project forward provided that there is no reduction in the current number of
driving lanes that exists today.
TxDOT has also demonstrated a willingness to assist the City in re-submitting a modified version
of the original project to the MPO board in an effort to maintain the original $10 million dollars
allocated for the project and to pay for surface improvements to the roadway and upgrade traffic
signals. As of the date of this letter, the city still has financial commitments from Bexar County
and from the San Antonio River Authority respectively.
The project would still include the upgrade of the existing underground storm water system,
upgrades to city owned water and sewer lines, landscaping, LID features, and the potential burial
of overhead utilities. There are still several procedural items that would need to be incorporated
into a formal written agreement between the City and TxDOT.
The City supports working with TxDOT to improve lower Broadway and addressing flooding
issues that will be a huge benefit to the City and the public.
