  2. SUMMARY  Interlocal Agreement (ILA) with City of San Antonio (COSA) to add sidewalks to western side of N. New Braunfels  Castano to Claywell  COSA to install sidewalk improvements on their ROW on City side  ILA splits funding 50-50 for project
  3. BACKGROUND  N. New Braunfels boundary between City & COSA from Austin Hwy to Claywell  Approx. 1.2 miles  COSA maintains & controls ROW  Sidewalks currently on eastern (COSA) side  Sidewalks on western side end at Claywell, do not continue south into City
  4. BACKGROUND  City has received multiple citizen requests over past several years  Pedestrian & ADA accessibility limited to eastern side of N. New Braunfels  Inefficient access between AH Junior School & High School
  5. PROJECT SCOPE  Improvements on western side of N. New Braunfels  Claywell to Castano  Project to include  Sidewalk  Curb  Retaining walls  Wheel chair ramps  Approaches
  6. PROJECT SCOPE  Extends pedestrian access & ADA accessibility additional 0.4 miles  Continuous sidewalks from AH Junior School to Castano & AH High School
  7. ILA TERMS  COSA Public Works to oversee construction management & engineering  COSA & City agree to 50-50 split of final project costs  If disagreement, other party given 60 days to remedy situation
  8. POLICY ANALYSIS  Cities authorized to enter into ILA by TX Government Code, Chapter 791  ILA approval is consistent with City’s interest of accessible public infrastructure in cost-effective manner
  9. COORDINATION  City of San Antonio  City Attorney  City Manager
  10. FISCAL IMPACT  Total project cost of $232,000 to be split evenly between City & COSA  Amends FY 2023 Budget in amount not to exceed $116,000 for City’s share of project costs  Funds available in FY 2023 General Fund Budget
