Meeting the GMES requirements [1] Topographic maps may contain the following thematic layers: administrative boundaries, hydrography, transport, settlements, vegetation, named locations, monuments, power lines, towers etc. If a pan-European coverage is required at the scale of 1:25.000 to 1:50.000 it is necessary to access the data from a large number of individual regional and national data providers; whereas at scale of 1:100.000 or 1:250.000 a pan-European coverage may be achieved by means of a single coherent dataset though initially often compiled from national maps. [2] Low to medium horizontal resolution corresponds to approximately 30-60 m. – (to be used primarily for rectification of high resolution satellite data) [3] Medium to high horizontal resolution corresponds approximately to 15-30 m. (Note the presentation follows the logic of found requirements from ESDIN) ESDIN project (2008-2011) identified user requirements via a number of activities including surveys, interviews and meetings. These revealed that users would like: -More flexible pricing and licensing terms and conditions to enable wider use and “downstream” activities. -Better search and retrieval systems to work with new technology (discovery, view, download, metadata, data quality descriptions, data exchange formats, consistency between datasets, etc), although most users seem prepared to accept what is available as long as it comes with “good enough” descriptions. -Harmonised data (data definitions and classifications, reference and transformation systems, data exchange formats, multilingual services, etc.) for organisations working at a multinational (crossborder, pan-European) level. Similar requirements were found by the user insights study, independent research on key users conducted in the later phase of the project: -Consistent geospatial reference data and identifiers gives a much stronger framework for their analysis -Clear updates and indicators of validity, such as the data origin, will aid integration with user datasets -Trustworthy, quality-assured data will eliminate the need for verification at the user end (In the bottom of the ESDIN slide there is a process description of geoinformation from the user perspective)
Remove ’the’ before EuroGeographics
The idea is to build on members reference data process based on the idea of master database (urban, rural and remote areas) and then ExM based on databases at regional level (1:100 000-1:250 000). Regional level database would then be generalized to Global database 1:1000 000. NMCAs would provide reference data services providing administrative boundaries, hydro, transport, other topographic data, addresses, buildings, DEMS, Landcover, Geographical Names and Ortho based on ExM/INSPIRE specifications. EG would make a edge-matched database at regional level and global level covering Europe. These datasets would be connected to user datasets like ECRINS, Urban Atlas, Corine Land Cover, Point of Interests, Statistical (part of current EBM), commercial datasets like Teleatlas/Navtech roaddata. EG/NMCAs would provide common services for European Infrastructure like Edge-matching service (based on multiple representation boundary database), quality evaluation service, co-ordinate transformation service, view and download service, EGN+ address location service + number of registry services. INSPIRE Commission service + GMES Reference data sercvices would use the reference data services based on NMCAS for maintaining and updating their reference data. Commercial service integrators would provide data for mass-market applications.
