RMK 11 Energy Audit Conditional Grant Project;
 Embarked recently under the RMK11 Energy Efficiency Projects (2016 –
2020).
 In general the project component consists of ;
 Energy Auditing (3 years project starting in 2016 - 2018.)
 Implementation of the Energy Saving Measures, including
Monitoring & Reporting (until 2020).
 Capacity building & trainings.
 Energy audit is a systematic process to understand how
and where the energy being used, to explore on how to
manage it and identify the energy savings potential.
INTRODUCTION
RMK 11 Energy Audit Conditional Grant Project;
 Open to any commercial and industrial building which are categorised
under the Efficient Management of Electrical Energy Regulation 2008
(EMEER) by Energy Commission.
 Big installation.
 Total electricity more than 3,000,000 kWh for 6 consecutive
months.

(KeTTHA).
 Secretariat : Energy Commission
 Implementing agencies :
a) Commercial Building Sector : SEDA Malaysia.
b) Industrial Sector : GreenTech Malaysia.
 SEDA Malaysia to promote, facilitate and process the application by the
commercial buildings owner.
INTRODUCTION
 To provide awareness the importance of implementing energy audits as part
of energy efficiency and conservation exercise.
 To provide financing assistance to the eligible applicants through grant, as a
catalyst for the implementation of energy audit, in order to identify the current
energy consumption pattern, setting the Baseline and identify the energy
savings potential.
 To provide a platform and facilitation for the implementation of energy saving
measures based on the energy audit report outcome.
 To ensure electrical energy saving achieved through the implementation of
the energy saving measures proposed in the energy auditor report.
 Development of capacity building in industry
to meet the demand of energy audit activity
in the commercial sector / industry.
OBJECTIVES
SEDA MALAYSIA ROLE AS
IMPLEMENTING AGENCY
In charge of the Energy Audit Conditional Grant for Big
Commercial Buildings, to;
 Provide the application form, requirement and criteria,
conditional agreement, scope of work and grant disbursement
to the applicant;
 Manage the energy audit grant;
 Assist KeTTHA and ST in promotional activities and technical
training;
 Review, process and approve the energy audit grant
application;
 Monitor energy audit works at applicant’s premise;
 Review and verify energy audit report submitted by applicant;
SEDA’s ROLE AS
IMPLEMENTING AGENCY (cont’d)
 Process and disburse grant according to progress works;
 Provide facilitation and advice to applicants on the overall
project exercise.
 Organise energy management trainings.
 Coordinate and monitor the implementation of the project from
time to time.
 Monitor and verify the implementations
of the energy saving measures
recommended in the energy audit
final report.
WHO ARE ELIGIBLE TO APPLY?
 Any commercial building which are listed under the Efficient Management
of Electrical Energy Regulation 2008 (EMEER) by Energy Commission.
 High energy consumer.
 Using electrical energy equivalent or more than 3,000,000 kWh for
6 consecutive months.
 Must already have or appoint a registered electrical energy manager as
required under the EMEER 2008.
 Appoint an energy service company (ESCO) to do the
energy auditing. The ESCO shall be registered with
Energy Commission.
THE CONDITION OF THE ENERGY
AUDIT GRANT
1) The energy audit shall be conducted by the energy service company
(ESCO) registered with Energy Commission.
2) The energy audit exercise must be completed within 2 months starting
from the date of contract signing with SEDA Malaysia.
3) To implement energy saving measures.
 The cost of implementation is equal or more than the amount
of energy audit grant received.
4) The implementation of the energy saving measures are;
 according to energy audit report, and
 shall be within 3 years after the energy audit completed.
 However, for the benefit of the applicant, the No Cost Energy Saving
Measures should be implemented immediately

 The energy saving target is 5% per year in 3 years (15% total)
Term Of Reference
Phase 1 – Energy Auditing
Applicant is responsible to;
 Fill-up the relevant forms such as building information and submit official
application to SEDA Malaysia.
 Nominate the focal point / person in charge for the project.
 Appoint own energy services companies (ESCO) that registered with
Energy Commission to conduct the energy auditing exercise.
 Update SEDA Malaysia project timeline
once application approved.
PHASE 1
Term Of Reference
Phase 1 – Energy Auditing
Applicant is responsible to;
 Ensure the ESCO execute energy audit exercise according to the
methodology, quality and reporting format outlined in the Energy Audit
requirements.
 Provide progress, draft and final reports to SEDA Malaysia according to
the agreed timeline, SEDA Malaysia will make comments and revert for
improvement.
 Provide 3 final reports hard copy and a soft copy (Ms Office)
to SEDA Malaysia.
PHASE 1
Term Of Reference
Phase 1 – Energy Auditing
Applicant is responsible to;
 Submit 2 invoices (upfront and final payment) to SEDA Malaysia for
payment purposes. Applicant is responsible to pay the additional charges
such as GST and/or other taxes.
 Attend the energy management training conducted by SEDA Malaysia
under the project.
 Communicate with SEDA Malaysia to ensure the energy audit exercise
completed according to the objective and requirement of the project.
PHASE 1
Term Of Reference
Phase 2 – Implementation / Retrofitting
Within 3 years after energy audit exercise completed, applicants are
responsible to;
 Comply with EMEER requirements issued by Energy Commission
 Achieve 15% accumulative saving in 3 years (5% saving / year).
 Implement the energy saving measures recommended in the energy
audit report submitted by the ESCO in this project.
 Communicate / liase with SEDA Malaysia to ensure proper
implementation of energy saving measures.
 Submit implementation and energy saving report to SEDA Malaysia.
 Attend the energy management training organised by SEDA Malaysia
under the project to ensure continuous development of capacity building
within the organisation.

Through Capacity Building
 Attend energy management-related training by SEDA Malaysia.
 Continuous capacity building.
 Energy Management in Buildings
 Energy Efficient Management in ACMV System
 Principal & Application in Compliance to MS1525
 Energy Audit in Buildings

RMK 11 Energy Audit Conditional Grant Project;  Embarked recently under the RMK11 Energy Efficiency Projects (2016 – 2020).  In general the project component consists of ;  Energy Auditing (3 years project starting in 2016 - 2018.)  Implementation of the Energy Saving Measures, including Monitoring & Reporting (until 2020).  Capacity building & trainings.  Energy audit is a systematic process to understand how and where the energy being used, to explore on how to manage it and identify the energy savings potential. RMK 11 Energy Audit Conditional Grant Project;  Open to any commercial and industrial building which are categorised under the Efficient Management of Electrical Energy Regulation 2008 (EMEER) by Energy Commission.  Big installation.  Total electricity more than 3,000,000 kWh for 6 consecutive months. RMK 11 Energy Audit Conditional Grant Project;  Implementation of project;  Executing Ministry : Ministry of Energy, Green Technology & Water (KeTTHA).  Secretariat : Energy Commission  Implementing agencies : a) Commercial Building Sector : SEDA Malaysia. b) Industrial Sector : GreenTech Malaysia.  SEDA Malaysia to promote, facilitate and process the application by the commercial buildings owner. INTRODUCTION
  • 5.  To provide awareness the importance of implementing energy audits as part of energy efficiency and conservation exercise.  To provide financing assistance to the eligible applicants through grant, as a catalyst for the implementation of energy audit, in order to identify the current energy consumption pattern, setting the Baseline and identify the energy savings potential.  To provide a platform and facilitation for the implementation of energy saving measures based on the energy audit report outcome.  To ensure electrical energy saving achieved through the implementation of the energy saving measures proposed in the energy auditor report.  Development of capacity building in industry to meet the demand of energy audit activity in the commercial sector / industry. OBJECTIVES
  • 6. SEDA MALAYSIA ROLE AS IMPLEMENTING AGENCY In charge of the Energy Audit Conditional Grant for Big Commercial Buildings, to;  Provide the application form, requirement and criteria, conditional agreement, scope of work and grant disbursement to the applicant;  Manage the energy audit grant;  Assist KeTTHA and ST in promotional activities and technical training;  Review, process and approve the energy audit grant application;  Monitor energy audit works at applicant’s premise;  Review and verify energy audit report submitted by applicant;

SEDA’s ROLE AS IMPLEMENTING AGENCY (cont’d)  Process and disburse grant according to progress works;  Provide facilitation and advice to applicants on the overall project exercise.  Organise energy management trainings.  Coordinate and monitor the implementation of the project from time to time.  Monitor and verify the implementations of the energy saving measures recommended in the energy audit final report.
  • 8. WHO ARE ELIGIBLE TO APPLY?  Any commercial building which are listed under the Efficient Management of Electrical Energy Regulation 2008 (EMEER) by Energy Commission.  High energy consumer.  Using electrical energy equivalent or more than 3,000,000 kWh for 6 consecutive months.  Must already have or appoint a registered electrical energy manager as required under the EMEER 2008.  Appoint an energy service company (ESCO) to do the energy auditing. The ESCO shall be registered with Energy Commission.

THE CONDITION OF THE ENERGY AUDIT GRANT 1) The energy audit shall be conducted by the energy service company (ESCO) registered with Energy Commission. 2) The energy audit exercise must be completed within 2 months starting from the date of contract signing with SEDA Malaysia. 3) To implement energy saving measures.  The cost of implementation is equal or more than the amount of energy audit grant received. 4) The implementation of the energy saving measures are;  according to energy audit report, and  shall be within 3 years after the energy audit completed.  However, for the benefit of the applicant, the No Cost Energy Saving Measures should be implemented immediately

THE CONDITION OF THE ENERGY AUDIT GRANT (cont’d) Energy Saving Measures Recommended in the Energy Audit Report Minimum Energy Saving to Achieve Period of implementation 1 No Cost Energy Saving Measures Minimum 5% energy saving compared to baseline. 1st year 2 Low Cost and Medium/High Cost Energy Saving Measures Minimum 5% per year energy saving compared to baseline 2nd and 3rd Year Total Energy Saving Measures implemented Total minimum of 15% compared to baseline  The energy saving target is 5% per year in 3 years (15% total)

Term Of Reference Phase 1 – Energy Auditing Applicant is responsible to;  Fill-up the relevant forms such as building information and submit official application to SEDA Malaysia.  Nominate the focal point / person in charge for the project.  Appoint own energy services companies (ESCO) that registered with Energy Commission to conduct the energy auditing exercise.  Update SEDA Malaysia project timeline once application approved. PHASE 1
  • 12. Term Of Reference Phase 1 – Energy Auditing Applicant is responsible to;  Ensure the ESCO execute energy audit exercise according to the methodology, quality and reporting format outlined in the Energy Audit requirements.  Provide progress, draft and final reports to SEDA Malaysia according to the agreed timeline, SEDA Malaysia will make comments and revert for improvement.  Provide 3 final reports hard copy and a soft copy (Ms Office) to SEDA Malaysia. PHASE 1
  • 13. Term Of Reference Phase 1 – Energy Auditing Applicant is responsible to;  Submit 2 invoices (upfront and final payment) to SEDA Malaysia for payment purposes. Applicant is responsible to pay the additional charges such as GST and/or other taxes.  Attend the energy management training conducted by SEDA Malaysia under the project.  Communicate with SEDA Malaysia to ensure the energy audit exercise completed according to the objective and requirement of the project. PHASE 1

Term Of Reference Phase 2 – Implementation / Retrofitting Within 3 years after energy audit exercise completed, applicants are responsible to;  Comply with EMEER requirements issued by Energy Commission  Achieve 15% accumulative saving in 3 years (5% saving / year).  Implement the energy saving measures recommended in the energy audit report submitted by the ESCO in this project.  Communicate / liase with SEDA Malaysia to ensure proper implementation of energy saving measures.  Submit implementation and energy saving report to SEDA Malaysia.  Attend the energy management training organised by SEDA Malaysia under the project to ensure continuous development of capacity building within the organisation. PHASE 2
