ELIGIBILITY
                                              1. Any property owner within the Enterprise
                                                 Zone boundaries that undertakes a new
                                                 construction or improvement project
                                                 provided that:

               REAL PROPERTY ASSESSMENT DEFERRAL- Commercial and Residential
                                     FACT SHEET

How can the Enterprise Zone Program help owners of commercial and residential property?

All real property that is constructed or substantially improved within the City’s Urban Enterprise Zone may have its’ real estate
assessments fixed. Such fixed assessment shall be for a period of seven years from the completion time of such improvements
and shall defer any increase in assessment attributable to such improvements according to the following schedule:

The assessment deferral applies only to the new construction or improvements made. For Example: If your real property is
assessed at $100,000 and the assessment increases to $125,000 as a result of the improvements, you will receive a seven-year
deferral of the $25,000 assessment increase.

How do I apply?

Step 1:             Contact the City of Norwich Assessor to verify that the property is located within the
                    Enterprise Zone. Once the Enterprise Zone Eligibility is determined you will receive an
                    application.

Step 2:             The application should be completed as soon as a building permit is issued. The completed application must
                    be returned to the Assessor at which time an appointment for a property inspection (prior to starting the
                    improvements) will be scheduled. The initial assessment for the assessment deferral calculation will be
                    determined

Step 3:             Upon completion of the new construction or improvements (when the certificate of occupancy
                    issued by the building/planning dept.), contact the Assessor for a final property
                    inspection. The final assessment and deferred amount will be calculated.


                    Property taxes must be current to qualify for the program and remain current to benefit from the program.


NOTE:               Any improvements or new construction must meet all applicable zoning, code and
                    redevelopment requirements.

ARTICLE IV. ENTERPRISE ZONES*

Sec. 7-91. Designated.
The following described tracts of land within the city are hereby designated as an "enterprise zone" pursuant to G.S. § 32-70.
For the purposes of description the enterprise zone will be divided into three sections, as follows:
Tract one: A long narrow strip of land that is bounded on the north by the Laurel Hill Bridge; on the south by the southerly
line of the currently zoned I-1 district (which is also the southerly property line of King Seeley Thermos); on the west by the
Thames River; and on the east by the rear property lines of lots located on the easterly side of Laurel Hill Avenue.
Tract two: Beginning at a point commencing at the centerline of the most westerly point of Church Street; thence running
easterly along Church Street including only those properties on the southerly side of Church Street to a point where Church
Street intersects with Union street; thence running northerly on Union Street to a point where Union Street intersects with the
northern lot line of the property now owned by Isabelle Champagne; thence running easterly along said property line to a
point of intersection with the northerly lot line of the property now owned by the City of Norwich; thence following said
property line easterly to the point where said property line intersects with Broadway; thence running northerly on Broadway
to a point where Broadway intersects with Willow Street; thence running easterly on Willow Street to a point where Willow
Street intersects with Chestnut Street; thence running in a northerly direction along Chestnut Street (properties on the
easterly and westerly sides of Chestnut Street will be included in the zone) to a point where Chestnut Street intersects with
Chestnut Avenue; thence running easterly along Chestnut Avenue to a point of intersection with Franklin Street; thence
running in a southerly direction along Franklin Street to the point of intersection with Oak Street; thence running easterly
along Oak Street to a point where Oak Street intersects with the easterly side lot line of the property now owned by Florence
Quintiliani; thence running in a southerly direction along said property line and continuing in a southerly direction along the
rear lot lines of the properties located on the easterly side of Gardner Court and Franklin Street to a point of intersection with
Hill Street; thence running easterly along Hill Street to a point where Hill Street intersects with Arcadia Street; thence running
southerly along Arcadia Street to a point of intersection with Cliff Street; thence running easterly along Cliff Street to a point
that intersects with Park Street; thence running southerly on Park Street to a point that intersects with Burnham Square;
thence running southerly to a point on the northerly embankment of the Shetucket River; thence running in a westerly
direction along the Shetucket River embankment and continuing northwesterly along the Yantic River embankment to a point
where West Main Street intersects with the Yantic River embankment; thence running northeasterly along West Main Street
to the point of intersection with Church Street and the place of beginning.
Tract three: All that tract of land known as Hollyhock Island except that portion thereof lying north of the sewage treatment
plant of the Norwich Sewer Authority.

Sec. 7-92. Assessment fixed; term.
The assessment of any real property within said enterprise zone which is improved shall be fixed as of the date of
completion of such improvements, and there shall be no increase in such assessment attributable to such improvements for
a period of seven years.

Sec. 7-93. When assessment shall cease.
Such fixed assessment on residential property shall cease in the event that:
         (1) Dwelling unit on such residential property is rented to any person whose income exceeds 200 percent of the
         median family income of the City of Norwich; or
         (2) If, in the case of any conversion condominium declared after the effective date of this article, any unit is sold to
         a person whose income exceeds 200 percent of the median family income of the City of Norwich.

Sec. 7-94. Enterprise zone designated--Census tracts 6969 and 6967.
        (a) The following census tracts within the City of Norwich are hereby designated as an Enterprise zone pursuant
        to Public Act 81-445 as amended, to stimulate economic development in certain urban areas:
                  Census tract 6969 and a portion of 6967 shown on the enterprise zone boundary map as approved by the
                  Commissioner of the Department of Economic Development.

          (b) All real property in the Enterprise zone which is improved during the period when such area is designated as
              an Enterprise zone shall have its real estate assessments fixed. Such fixed assessment shall be for a period of
              seven years from the time of such improvements and shall defer any increase in assessment attributable to
              such improvements according to the following schedule:

          (c) Any fixed assessment on any residential property shall cease if:
                     (1) For any residential rental property, any dwelling unit in such property is rented to any person whose income
                     exceeds 200 percent of the median family income of the municipality; or
                     (2) For any condominium conversion declared after the designation of the enterprise zone, any unit is sold to any
                     person whose income exceeds 200 percent of the median family income of the municipality.
          (d) In the event of a general revaluation by any such municipality in the year in which such improvement is completed, resulting
          in any increase in the assessment on such property, only that portion of the increase resulting from such improvement shall be
          deferred. In the event of a general revaluation in any year after the year in which such improvement is completed, such deferred
          assessment shall be increased or decreased in proportion to the increase or decrease in the total assessment on such property as
          a result of such revaluation.
          (e) No improvement of any real property which qualifies as a manufacturing facility under section 32-9p (d) of the Connecticut
          General Statutes shall be eligible for any fixed assessment pursuant to this section.
          (f) The City Manager is designated as the administrator of the Enterprise Zone Program in the City of Norwich.

  • 2. ELIGIBILITY 1. Any property owner within the Enterprise Zone boundaries that undertakes a new construction or improvement project provided that: a. All real property that is constructed or substantially improved within the City’s Urban Enterprise Zone may have its’ real estate assessments fixed. Such fixed assessment shall be for a period of seven years from the completion time of such improvements and shall defer any increase in assessment attributable to such improvements according to the following schedule: Year Percentage of Increase Deferred First 100% Second 100% Third 50% Fourth 40% Fifth 30% Sixth 20% Seventh 10% The assessment deferral applies only to the new construction or improvements made. For Example: If your real property is assessed at $100,000 and the assessment increases to $125,000 as a result of the improvements, you will receive a seven-year deferral of the $25,000 assessment increase. How do I apply? Step 1: Contact the City of Norwich Assessor to verify that the property is located within the Enterprise Zone. Once the Enterprise Zone Eligibility is determined you will receive an application. Step 2: The application should be completed as soon as a building permit is issued. The completed application must be returned to the Assessor at which time an appointment for a property inspection (prior to starting the improvements) will be scheduled. The initial assessment for the assessment deferral calculation will be determined Step 3: Upon completion of the new construction or improvements (when the certificate of occupancy issued by the building/planning dept.), contact the Assessor for a final property inspection. The final assessment and deferred amount will be calculated. Property taxes must be current to qualify for the program and remain current to benefit from the program. NOTE: Any improvements or new construction must meet all applicable zoning, code and redevelopment requirements.

  • 7. CITY OF NORWICH ORDINANCE TO ESTABLISH ENTERPRISE ZONE ARTICLE IV. ENTERPRISE ZONES* __________ *Editor's note: At the discretion of the editor, §§ 1--3 of Ord. No. 1003, enacted Oct. 4, 1982, have been codified as herein set out in §§ 7- 91--7-93. Said provisions were nonamendatory of the Code. __________ Sec. 7-91. Designated. The following described tracts of land within the city are hereby designated as an "enterprise zone" pursuant to G.S. § 32-70. For the purposes of description the enterprise zone will be divided into three sections, as follows: Tract one: A long narrow strip of land that is bounded on the north by the Laurel Hill Bridge; on the south by the southerly line of the currently zoned I-1 district (which is also the southerly property line of King Seeley Thermos); on the west by the Thames River; and on the east by the rear property lines of lots located on the easterly side of Laurel Hill Avenue. Tract two: Beginning at a point commencing at the centerline of the most westerly point of Church Street; thence running easterly along Church Street including only those properties on the southerly side of Church Street to a point where Church Street intersects with Union street; thence running northerly on Union Street to a point where Union Street intersects with the northern lot line of the property now owned by Isabelle Champagne; thence running easterly along said property line to a point of intersection with the northerly lot line of the property now owned by the City of Norwich; thence following said property line easterly to the point where said property line intersects with Broadway; thence running northerly on Broadway to a point where Broadway intersects with Willow Street; thence running easterly on Willow Street to a point where Willow Street intersects with Chestnut Street; thence running in a northerly direction along Chestnut Street (properties on the easterly and westerly sides of Chestnut Street will be included in the zone) to a point where Chestnut Street intersects with Chestnut Avenue; thence running easterly along Chestnut Avenue to a point of intersection with Franklin Street; thence running in a southerly direction along Franklin Street to the point of intersection with Oak Street; thence running easterly along Oak Street to a point where Oak Street intersects with the easterly side lot line of the property now owned by Florence Quintiliani; thence running in a southerly direction along said property line and continuing in a southerly direction along the rear lot lines of the properties located on the easterly side of Gardner Court and Franklin Street to a point of intersection with Hill Street; thence running easterly along Hill Street to a point where Hill Street intersects with Arcadia Street; thence running southerly along Arcadia Street to a point of intersection with Cliff Street; thence running easterly along Cliff Street to a point that intersects with Park Street; thence running southerly on Park Street to a point that intersects with Burnham Square; thence running southerly to a point on the northerly embankment of the Shetucket River; thence running in a westerly direction along the Shetucket River embankment and continuing northwesterly along the Yantic River embankment to a point where West Main Street intersects with the Yantic River embankment; thence running northeasterly along West Main Street to the point of intersection with Church Street and the place of beginning. Tract three: All that tract of land known as Hollyhock Island except that portion thereof lying north of the sewage treatment plant of the Norwich Sewer Authority. (Ord. No. 1003, § 1, 10-4-82) Sec. 7-92. Assessment fixed; term. The assessment of any real property within said enterprise zone which is improved shall be fixed as of the date of completion of such improvements, and there shall be no increase in such assessment attributable to such improvements for a period of seven years. (Ord. No. 1003, § 2, 10-4-82) Sec. 7-93. When assessment shall cease. Such fixed assessment on residential property shall cease in the event that: (1) Dwelling unit on such residential property is rented to any person whose income exceeds 200 percent of the median family income of the City of Norwich; or (2) If, in the case of any conversion condominium declared after the effective date of this article, any unit is sold to a person whose income exceeds 200 percent of the median family income of the City of Norwich. (Ord. No. 1003, § 3, 10-4-82) Sec. 7-94. Enterprise zone designated--Census tracts 6969 and 6967. (a) The following census tracts within the City of Norwich are hereby designated as an Enterprise zone pursuant to Public Act 81-445 as amended, to stimulate economic development in certain urban areas: Census tract 6969 and a portion of 6967 shown on the enterprise zone boundary map as approved by the Commissioner of the Department of Economic Development.

CITY OF NORWICH ORDINANCE TO ESTABLISH ENTERPRISE ZONE Page 2 (b) All real property in the Enterprise zone which is improved during the period when such area is designated as an Enterprise zone shall have its real estate assessments fixed. Such fixed assessment shall be for a period of seven years from the time of such improvements and shall defer any increase in assessment attributable to such improvements according to the following schedule: TABLE INSET: Percentage of Year Increase Deferred First 100% Second 100% Third 50% Fourth 40% Fifth 30% Sixth 20% Seventh 10% (c) Any fixed assessment on any residential property shall cease if: (1) For any residential rental property, any dwelling unit in such property is rented to any person whose income exceeds 200 percent of the median family income of the municipality; or (2) For any condominium conversion declared after the designation of the enterprise zone, any unit is sold to any person whose income exceeds 200 percent of the median family income of the municipality. (d) In the event of a general revaluation by any such municipality in the year in which such improvement is completed, resulting in any increase in the assessment on such property, only that portion of the increase resulting from such improvement shall be deferred. In the event of a general revaluation in any year after the year in which such improvement is completed, such deferred assessment shall be increased or decreased in proportion to the increase or decrease in the total assessment on such property as a result of such revaluation. (e) No improvement of any real property which qualifies as a manufacturing facility under section 32-9p (d) of the Connecticut General Statutes shall be eligible for any fixed assessment pursuant to this section. (f) The City Manager is designated as the administrator of the Enterprise Zone Program in the City of Norwich. (Ord. No. 1122, 6-1-87) Secs. 7-95--7-100. Reserved.
