Exploring knowledge management perspectives in smart
city research: A review and future research agenda

• Cities are complex ecosystems facing economic, social and
environmental challenges (Morris, 2017; Stern et al. 2006).
• The increase in population and rapid demand for energy imposes a
greater impact on the environment, with 70% of the world’s carbon
emissions attributed to urban consumption (UN Habitat 2011).
• Growing debate around rethinking the focus of the smart city debate
to also consider interdependencies and other socio-technical
perspectives (Visvizi and Lytras, 2018).
‘Smart city’ – still a fuzzy concept
• There is absence of a commonly accepted definition.
• Smart city development is mainly drawing on technical aspects
Intelligent use of ICT within an interactive infrastructure to provide
advanced and innovative services (Ismagilova et al. 2019)
All dimensions of sustainability including environment, economic and social
well-being of people (Cocchia 2014)
A place where traditional networks and services are made efficient using
digital and telecommunication technologies (European Commission 2014)
A technologically advanced and modernized territory with intellectual ability
(Bakici et al. 2013)
An instrumented, interconnected and intelligent city. ‘Instrumented’ refers to
the capability of capturing and integrating live real-world data using
sensors, meters, appliances and personal devices (Harisson et al. 2010)

• Smart cities depend not only on a city's endowment of hard infrastructure
(physical capital) , but also on knowledge communication and social
infrastructure (human and social capital) (Caragliu et al., 2011)
• Cities should be seen as information hubs and knowledge repositories (Kumar
et al., 2018).
• If the objective is to employ emerging technology/AI to offer new generation of
services, the new image of modern, knowledge-intensive, cities needs to be
explored at length.
• Although KM has often been discussed amongst IS scholars, little attention
has been given to this particular context of public sector smart city initiatives
(Neirotti et al., 2014).
• It is important to understand how the smart city literature might integrate KM
concepts, such as harvesting lessons learned and fostering stakeholder
collaboration, to enhance existing discourse.

• Attention to this subject is quite recent
• From a theoretical standpoint,
existing smart city research is fragmented.
63% of the papers did not mention the
use of any theory/framework, with the
remaining (37%) utilising only one theory
in their analysis, while none of the papers
mentioned the use of multiple theories.
• From a geographical viewpoint, only six empirical studies (7%) used data
collected from two or more countries. Most were conducted within a single
country and these were dominated the focus on developed countries in
Europe. Of these, most of the research (31%) were conducted in the UK
followed by those conducted in Italy (21%). Outside the UK, the most focus
of smart city research has focused on Asian countries (20%), particularly
within the contexts of China and India.

The discussion around strategic approaches to smart city
implementation is limited at the network level. Most have
majorly focused on strategies at the individual or chain
levels.
More studies are needed to move away from the
current siloed perspectives onto a more unified
and integrated strategic thinking and planning
for future smart city developments.

Click to edit Master title styleRationale • Cities are complex ecosystems facing economic, social and environmental challenges (Morris, 2017; Stern et al. 2006). • The increase in population and rapid demand for energy imposes a greater impact on the environment, with 70% of the world’s carbon emissions attributed to urban consumption (UN Habitat 2011). • Growing debate around rethinking the focus of the smart city debate to also consider interdependencies and other socio-technical perspectives (Visvizi and Lytras, 2018).
  • 3. ‘Smart city’ – still a fuzzy concept • There is absence of a commonly accepted definition. • Smart city development is mainly drawing on technical aspects Intelligent use of ICT within an interactive infrastructure to provide advanced and innovative services (Ismagilova et al. 2019) All dimensions of sustainability including environment, economic and social well-being of people (Cocchia 2014) A place where traditional networks and services are made efficient using digital and telecommunication technologies (European Commission 2014) A technologically advanced and modernized territory with intellectual ability (Bakici et al. 2013) An instrumented, interconnected and intelligent city. ‘Instrumented’ refers to the capability of capturing and integrating live real-world data using sensors, meters, appliances and personal devices (Harisson et al. 2010)

Click to edit Master title styleTheoretical Background • Smart cities depend not only on a city's endowment of hard infrastructure (physical capital) , but also on knowledge communication and social infrastructure (human and social capital) (Caragliu et al., 2011) • Cities should be seen as information hubs and knowledge repositories (Kumar et al., 2018). • If the objective is to employ emerging technology/AI to offer new generation of services, the new image of modern, knowledge-intensive, cities needs to be explored at length. • Although KM has often been discussed amongst IS scholars, little attention has been given to this particular context of public sector smart city initiatives (Neirotti et al., 2014). • It is important to understand how the smart city literature might integrate KM concepts, such as harvesting lessons learned and fostering stakeholder collaboration, to enhance existing discourse.

Click to edit Master title styleProgress to date in smart city research 1 1 1 1 1 5 10 8 19 10 25 0 5 10 15 20 25 30 • Attention to this subject is quite recent • From a theoretical standpoint, existing smart city research is fragmented. 63% of the papers did not mention the use of any theory/framework, with the remaining (37%) utilising only one theory in their analysis, while none of the papers mentioned the use of multiple theories. • From a geographical viewpoint, only six empirical studies (7%) used data collected from two or more countries. Most were conducted within a single country and these were dominated the focus on developed countries in Europe. Of these, most of the research (31%) were conducted in the UK followed by those conducted in Italy (21%). Outside the UK, the most focus of smart city research has focused on Asian countries (20%), particularly within the contexts of China and India.

However, the table shows that the discussion is mainly taking place at the individual level. More studies are needed to examine system- level enablers of smart city implementation Frameworks Models and theoretical concepts used in smart city research Existing literature portrays a balanced approach on the use of frameworks Future studies should take a more integrative approach in conceptualising the relationships pertaining to smart city implementation Strategy Future direction and vision in smart city literature The discussion around strategic approaches to smart city implementation is limited at the network level. Most have majorly focused on strategies at the individual or chain levels. More studies are needed to move away from the current siloed perspectives onto a more unified and integrated strategic thinking and planning for future smart city developments.

Click to edit Master title styleResearch Thrusts Socio-technical Approaches to Smart Cities Developing Organisational Learning Capabilities Integrating Knowledge Sharing Perspectives • Effective integration of city infrastructure and technology-mediated services. • Leveraging new knowledge to create next generation technologies and novel tools. • Maximising knowledge creation lies in mobilising tacit knowledge in smart cities and transferring it to the organizational level in order for collective system-levels to learn. • Knowledge sharing between firms, end-users and local stakeholders for replication, scaling and eco-system seeding is seen as the vehicle for shaping future developments.
