Introduction
A. Introduction about the organization
TMMA(Tigray mass media agency ) is found in TIGRAY regional state mekele town sited at
the back of tigray regional state bureu and take the Adiha sub town in front of the exhibition
center of mekele it have 6 + floors and at the middle of the building there is a big prosher Tigray
mass media agency or(መራኸቢ ሓፋሽ ትግራይ)by tigrigna. TMMA that have combined different civil
servants and entrant of new technology for the propose of flow of heart bit of the public
relations, economic development ,political development that flow for the world people when
the people of tigray is found economically or other. In this bureau there different sub
departments example HRM(human resource management )media technology department ,
finance department ,audit department , and store department ,news department , editing
(video and sound ) department that can be found in this agency. In this agency or bureau there
203 civil servant that are working together as their own department and jobs descriptions.
TMMA known as TV TIGRAY they flow of streaming as short period of time but now a time
they start at list 8 o’clock time in 24 hours to flow the program to the public.
At that time ‘’Mass media" is a deceptively simple term encompassing a countless array of
institutions and individuals who differ in purpose, scope, method, and cultural context. Mass
media include all forms of information communicated to large groups of people, from a
handmade sign to an international news network. There is no standard for how large the
audience needs to be before communication becomes "mass" communication. There are also
no constraints on the type of information being presented. A car advertisement and a hotel
advertisement, market advertisement resolution are both examples of mass media.
Because "media" is such a broad term, it will be helpful in this discussion to focus on a limited
definition. In general usage, the term has been taken to refer to only "the group of corporate
entities, publishers, journalists, and others who constitute the communications industry and
profession." This definition includes both the entertainment and news industries. Another
common term, especially in talking about conflict, is "news media." News media include only
3. Page 3 of 11
the news industry. It is often used interchangeably with "the press “or the group of people who
write and report the news.
The distinction between news and entertainment can at times be fuzzy, but news is technically
facts and interpretation of facts, including editorial opinions, expressed by journalism
professionals. Which facts are included, how they are reported, how much interpretation is
given, and how much space or time is devoted to a news event is determined by journalists and
management and will depend on a variety of factors ranging from the editorial judgment of the
reporters and editors, to other news events competing for the same time or space, to corporate
policies that reflect management's biases.
Mass communicated media saturate the industrialized world. The television in the living room,
the newspaper on the doorstep, the radio in the car, the computer at work, and the fliers in the
mailbox are just a few of the media channels daily delivering advertisements, news, opinion,
music, and other forms of mass communication.
Because the media are so prevalent in industrialized countries, they have a powerful impact on
how those populations view the world. Nearly all of the news in the Tigray regional state
comes from a major network or newspaper. It is only the most local and personal events that
are experienced first-hand. Events in the larger community, the state, the country, and the rest
of the world are experienced through the eyes of a journalist.
Not only do the media report the news, they create the news by deciding what to report. The
"top story" of the day has to be picked from the millions of things that happened that particular
day. After something is deemed newsworthy, there are decisions on how much time or space to
give it, whom to interview, what pictures to use, and how to frame it. Often considered by
editors, but seldom discussed, is how the biases and interests of management will impact these
determinations. All of these decisions add up to the audience's view of the world, and those
who influence the decisions influence the audience.
The media, therefore, have enormous importance to conflict resolution because they are the
primary -- and frequently only -- source of information regarding conflicts. If a situation doesn't
4. Page 4 of 11
make the news, it simply does not exist for most people. When peaceful options such as
negotiation and other collaborative problem-solving techniques are not covered, or their
successes are not reported, they become invisible and are not likely to be considered or even
understood as possible options in the management of a conflict. So this is found in tigray mass
media agency (TMMA) as known as TV tigray .
A. Introduction about the project
Store management systemis designed to manage and store inventory information that are
used in web based application. Today individual or governmental organizations use information
technology, so as to gain system competitive as an main advantages.
The objective for collaboration has been getting thing done faster, cheaper better by Appling
their common knowledge, bringing to gather a selection of recourse and any attainments in a
project. Because collaboration with teams improves productivity, selling, buying speeds up
result making and optimizes o f making a right decision s and it helps to intercept precious
intellectual fortune and time.
The other main objective of this project or the system management systemis mainly for
inventory materials, equipments stores to maintain the detail information of the inventory such
as stock and account.
Store management systemcan surprisingly increase performance productivity and efficiency in
the governmental and nongovernmental organizations.
The store management system is designed to as to easy the work load of store management
professionals in the governmental office professionals . the main features Includes inventory
and stock control, accounting , client management .
Purpose and scope of the project
B. purpose of the project
5. Page 5 of 11
Our project major concern is on the store management system of the tigray mass media
agency. To solve the time inefficient that is caused by the existing system.
In this system they use different users to sell and buys various products under one roof.
Example. Organizational owner
- Any person wishing to set up shop material or inventory in the organization can send a
proposal to the organizational owner.
- The organizational owner approves the proposal confirm the deal
- Organizational owner can then setup and maintaining their own shops in the mall.
Customers
- Customers when enter the mall have to authentication themselves on a system.
- After authentication the customer is allocated a shopping inventory and can enter a
particular inventory of his /her choice for shopping.
So to overcome the problem and to make the governmental organization effective with its
work process. We would have to change the system and this gives satisfaction of the
employees of the TMMA and their customers. And it is known that if the system is fully
automated there is a chance to be competent with others. As this is generic system it can be
used by a wide variety of outlets (retailers and wholesalers) to automate the process of
manually maintaining the records related to the subjects of maintaining the stock and cash
flows .
In this project
- To assess the basic problems and constraints that faces the organizational store
management system.
- To reduces consumption of time delay and efficiency
- Optimization the organization performance
- To give the organization a well developed and fast computerized working and recording
system
- To improve and add some features to existing system.
6. Page 6 of 11
- Customers and owners can manage and sales record inefficient and organizational system.
C. Scope of the project
The tigray mass media agency has different department and offers various give services .
but this projects scope is very limited around the services that the store management
system can provide . we defined the range of our project that will include in the project .
- Modify the existing systemof the store management office by developing a user friendly
graphical interface to overcome the above limitation.
- To easily search, update ,delete, retrieve and insert new inventory and modify the store
inventory records items through GUI
- Maintain store every inventory records includes the collection of objects identification and
state materials for different objectives.
D. Definitions, acronyms and abbreviations
Definition

2. The overall description
A. overview of existing system
The tigray mass media agency sub office of store management has overall responsibility for
recording, selling and buying and maintaining the store records of each materials and collection
of object or inventory identification.
Even though the store management office is currently giving different kinds of services to its
customers it does not have a well organized and updated working system. This systemis note
more convent it is so hard to isolate because he systemmanipulated its work using Microsoft
office 2003 application software tools only with no developed attractive front end .
B. Overview of the new system
The new systemthat we are going to develop shall maintain and modify the existing system.
Also the new system is going to work out fully in authomated advanced database system as well
as graphical user interface in order to overcome the above listed problem.in general the system
shall have features like for our projects development we will be using (VB 6.0), for front end as
means of communication between the system and the user. This enables the syetm friendly
interactive. And MS acess 2007 as back end to define structure of the systemfor storing all
document. The user interface and data base systemfor registration systemshall be
implemented using visual basic 6.0 and MS access 2007. To overcome the limitation in the
above listed. So that the new system shall provide a solution to facilitate continually increasing
application of computerizing and computer technology on all phases of the office.
Therefore the systemwill have the following functionalities
- User management integration to the system
8. Page 8 of 11
- Create a shared database for information.
- Modifying the old system of the store office.
- Managing and storing information of each inventory.
- Searching, updating store records in easy and fastest method .
- Generation of inventory identification report.
- Creation a well design of graphical user interface (GUI).
- This project helps to track all the products of inventory store shops more Ever it is inventory
or material shop accounting project
- Customer management through this new system.
C. Constraints and assumption
Constraints are limitations imposed on the project, such as the limitation of cost, schedule, or
resources, and you have to work within the boundaries restricted by these constraints. All
projects have constraints, which are defined at the beginning of the project.
The PMBOK Guide recognizes six project constraints: scope, quality, schedule, budget, resource
and risk. Out of these six, scope, schedule, and budget are collectively known as the triple
constraints.
Business Constraints
Business constraints depend on the state of your organization; for example, time, budget,
resource, etc.
Technical Constraints
Technical constraints limit your design choice. For example, let’s say you’re constructing a
pipeline, and according to the design your pipeline should be able to withstand a certain
amount of pressure. This pressure limit is your technical constraint.
9. Page 9 of 11
So now you know that every project has constraints; therefore, you must identify all your
project constraints (such as any milestone, scope, budget, schedule, availability of resources,
etc.), and develop your plan accordingly.
Constraints are outside of your control. They are imposed upon you by your client,
organization, or by any government regulations.
There is an interesting fact about the constraints: If the constraints become false or are no
longer
Assumptions
An assumption is a belief of what you assume to be true in the future. You make assumptions
based on your knowledge, experience or the information available on hand. These are
anticipated events or circumstances that are expected to happen during your project’s life
cycle. Assumptions are supposed to be true, but do not necessarily end up being true.
Sometimes it may turn out to be false, which can affect your project significantly. They add risks
to the project because they may or may not be true.
Suppose in our shopping example, you assumed that it would take one hour for you to reach
the destination. What will happen if due to traffic, you don’t reach the mall on time?
Your assumption is false and your plan for shopping is endangered.
This can also happen to your project. For example, you have made the assumption that some
particular equipment will be made available to you whenever you need it. However, when the
time comes, the equipment is not available.
Now you are in a difficult situation.
Assumptions play an important role in developing the risk management plan. Therefore, as a
project manager you must collect as many as assumptions you can. It will assist you in
developing a sound risk management plan.
