Some facts on fresh water Only 2.5 % of the total water on earth is fresh water: the usable portion is only 1 % About one third of the world’s population lives in countries where water stress persists Still, I.I billion people lack access to safe drinking water and 2.4 billion lack access to proper sanitation Agriculture accounts for more than 70% of the fresh water In return they give back 40% of the world’s food production
  4. 4. OBJECTIVES  Prevention and control of water pollution  Maintaining or restoring wholesomeness of water  Establishment of boards for prevention and control of water pollution
  5. 5. Constitution of Central board  A full time chairman to be nominated by the central government.  Two persons nominated by the central government to represent the companies or corporation owned by the central government.  One full time member secretary to be nominated by the central government having knowledge and experience related to management aspects of pollution control.
  6. 6. Function of central board  To advice central government on issues related to water pollution.  To promote cleanliness and lay down standard for stream and well.  To provide technical assistant and guidance to the state board carry out research in prevention and control of water pollution.  To co-ordinate the activities of state boards and resolve disputes among them.  To set up laboratories for analysis of water samples from any stream, well or trade effluents.

Function of state board  To advice the state government on issues related to water pollution.  To inspect trade and effluents and waste water treatment plant.  To lay down for sewage and trade effluents to be discharge into rivers.  To find out the recent method for disposal , treatment and reuse of waste water.
  8. 8. Powers of state and central boards  Powers to obtain information.  Powers to take samples of effluents.  Powers to give direction.  Powers to entry and inspection.  Prohibition of polluting matter.  Restriction on new outlet and new discharge.  Refusal of consent by state board.
  9. 9. Penalties for violation of the provisions of the act  In case of failure to give information by person discharging influence into stream or well, the penalty is imprisonment up to 3 months or fine up to 10,000 or both.  In case of permitting polluting material into stream or well or on land the penalty is imprisonment for 1.5 to 6 years or fine or both.
