enforcement.WhiletheFTCdoesnotinterveneinindividualconsumerdisputes,itslawenforcement
partners–whethertheyaredownthestreet,acrossthenation,oraroundtheworld–canuseinformation
inthedatabasetospottrends,identifyquestionablebusinesspracticesandtargets,andenforcethelaw.
Since1997,Sentinelhascollectedtensofmillionsofreportsfromconsumersaboutfraud,identitytheft,
andotherconsumerprotectiontopics. During2017,Sentinelreceivednearly2.7millionconsumerreports,
whichtheFTChassortedinto30topcategories. The2017ConsumerSentinelNetworkDataBook
(SentinelDataBook)hasavibrantnewlook,andalotmoreinformationaboutwhatconsumerstolduslast
year.You'llknowmoreabouthowmuchmoneypeoplelostintheaggregate,themedianamounttheypaid,
andwhatfraudsweremostcostly.Andyou'llknowmuchmoreaboutcomplaintsofidentitytheft,fraud,and
othertypesofproblemsineachstate,too.TheSentinelDataBookisbasedonunverifiedreportsfiledby
consumers.Thedataisnotbasedonaconsumersurvey.Sentinelhasafive-yeardataretentionpolicy,with
reportsolderthanfiveyearspurgedbiannually.
InadditiontotakingconsumerreportsdirectlyfrompeoplewhocalltheFTC’scallcenterorfileonline,
Sentinelalsoincludescomplaintsfiledwithotherfederal,state,local,andinternationallawenforcement
agencies,aswellasotherorganizations,liketheCouncilofBetterBusinessBureausandPublishers
ClearingHouse.
In2017,theFTCwaspleasedtowelcomethedatacontributionsoftheU.S.PostalInspectionServiceand
thePennsylvaniaAttorneyGeneral’soffice.AfulllistingofdatacontributorsisavailableinAppendixA3and

Introduction
Thisyear,theSentinelDataBookreferstoconsumerreportsratherthan“complaints.”Often,people
makethesereportsaftertheyhaveexperiencedsomethingproblematicinthemarketplace,avoideda
loss,anddecidedtoalertothers.
Sentinelsortsconsumerreportsinto30topcategories. AppendicesB1–B3 describethecategories,
providingdetails,andthreeyearfigures.Toreflectmarketplacechanges,newcategoriesor
subcategoriesarecreatedordeletedovertime. In2017,anewsubcategoryforreportsaboutonline
paymentsystemswasaddedtotheInternetServicescategory.
TheConsumerSentinelNetworkDataBookexcludestheNationalDoNotCallRegistry. Aseparate
reportaboutthesecomplaintstatisticsisavailableat:www.ftc.gov/donotcall-databook2017.The
SentinelDataBookalsoexcludesreportsaboutunsolicitedcommercialemail.
Consumerscanreportasmuchoraslittledetailastheywishwhentheyfileareport.FortheSentinel
DataBookgraphics,percentagesarebasedonthetotalnumberofSentinelfraud,identitytheft,and
otherreporttypesin2017inwhichconsumersprovidedtheinformationdisplayedoneachchart.
Calculationsofdollaramountslostarebasedonreportsinwhichconsumersindicatedtheylost
between$1and$999,999.Inprioryears,ratherthan“amountlost”welabeleditas“amountpaid,”
whichincludedvaluesof$0to$999,999.
StatesandMetropolitanAreasarerankedbasedonthenumberofreportsper100,000population.
Staterankingsarebasedon2017U.S.Censuspopulationestimates(AnnualEstimatesoftheResident
Population:April1,2010toJuly1,2017).MetropolitanArearankingsarebasedon2016U.S.Census
populationestimates(AnnualEstimatesoftheResidentPopulation:April1,2010toJuly1,2016).
ThisSentinelDataBookidentifiesMetropolitanAreas(MetropolitanandMicropolitanStatisticalAreas)
withapopulationof100,000ormore,exceptasnotedforWyoming.Metropolitanareasaredefinedby
OfficeofManagementandBudgetBulletinNo.15-01,“RevisedDelineationsofMetropolitanStatistical
Areas,MicropolitanStatisticalAreas,andCombinedStatisticalAreas,andGuidanceonUsesofthe
DelineationsofTheseAreas”(July15,2015).
Numberschangeovertime. TheSentinelDataBooksortsconsumerreportsbyyear,basedonthedate
oftheconsumer'sreportedtransaction. SomedatacontributorstransfertheircomplaintstoSentinel
aftertheendofthecalendaryear,andnewdataprovidersoftencontributereportsfromprioryears.As
aresult,thetotalnumberofreportsfor2017willlikelychangeduringthenextfewmonths,andtotals
frompreviousyearsmaydifferfrompriorConsumerSentinelNetworkDataBooks.

Overview
During2017,theConsumerSentinelNetworktookinnearly2.7millionreports,downslightlyfrom2016:
-Fraud:1.1million(42.54%ofallreports)
-Identitytheft:371,000(13.87%)
-Other:1.2million(43.59%)
Therearefewerdebtcollectionreportsin2017(23%ofallreports)butitisstillthetopcategory.Identity
theft(14%)andimposterscams(13%)roundoutthetopthreereportstoSentinel.
Fraud
Therewerenearly348,000imposterscamreportstoSentinel.Oneinfiveofthosealsoreportedadollar
loss,totaling$328millionlosttoimposterscams.Thesescamsinclude,forexample,peoplefalsely
claimingtobewiththegovernment,arelativeindistress,awell-knownbusiness,oratechnicalsupport
expert,togetaconsumer’smoney.
Ofthe1.1millionfraudreports,21%indicatedmoneywaslost.In2017,peoplereportedlosingnearly
$905milliontofraud–anincreaseof$63millionoverwhatconsumersreportedlosingin2016.
Themedianlossforallfraudreportsin2017is$429.Themedianlosseswerehighestinthesefraud
categories:
-Travel,VacationsandTimesharePlans
-MortgageForeclosureReliefandDebtManagement
-BusinessandJobOpportunities
Telephonewasthemethodofcontactfor70%offraudreportswithacontactmethodidentified.Only
ninepercentofthosepeoplereportedlosingmoneytothescammer–butthat9%reportedanaggregate
lossof$290million,anda$720medianloss.
Wiretransferscontinuetobethemostfrequently-reportedpaymentmethodforfraud,withareported
lossof$333million.
Ofpeoplewhoreportedtheirage,thoseaged20-29reportedlosingmoneytofraudin40%ofreports
filedwiththeFTC,whilepeopleaged70andolderreportedlosingmoneyinjust18%oftheircomplaints.
Butwhentheydidexperiencealoss,peopleaged70andolderreportedmuchhighermedianlosses
thananyotheragegroup.
IdentityTheft
Creditcardfraudtopsthelistofidentitytheftreportsin2017.TheFTCreceivedmorethan133,000
reportsfrompeoplewhosaidtheirinformationwasmisusedonanexistingaccountortoopenanew
creditcardaccount.
Military
Militaryconsumersfilednearly114,000reportsin2017. Ofthese,morethan50,000werefraud
reports,including29,859reportsaboutimposterscamsthatcostthemnearly$26million.Identitytheft
(30,184)wasthelargestsinglecategoryofreportsfrommilitaryconsumers.
TopStates
Thestateswiththehighestpercapitaratesoffraudreportsin2017wereFlorida,Georgia,Nevada,
Delaware,andMichigan.Foridentitytheft,thetopstatesin2017wereMichigan,Florida,California,
Maryland,andNevada.
