ภายในระบบสุขภาพเพื่อพัฒนาสุขภาพของประชาชนในทุกมิติ โดยมี
“เป้าหมายร่วม” (mutual goals) ได้แก่
1. การทำให้สุขภาวะของประชาชนให้ดีขึ้น (improving health status)
2. การป้องกันความเสี่ยงทางการเงินและความเสี่ยงทางสังคมของประชาชน
(financial and social risk protection)
3. การตอบสนองความต้องการด้านสุขภาพในแต่ละบริบทได้เหมาะสม
(responsiveness) เพื่อทำให้ประชาชนรวมทั้งผู้มีส่วนได้ส่วนเสียในระบบ
สุขภาพมีความพึงพอใจ (satisfaction)

45. • การดูแลผู้ป่วยแบบประคับประคอง (palliative care):
– เป็นการออกแบบบริการสุขภาพเพื่อทำหน้าที่ดูแลผู้ป่วยที่มีความเจ็บป่วยรุนแรง
(serious illness) ซึ่งอาจรักษาไม่หายหรือมีความเสี่ยงต่อการเสียชีวิต ดูแลครอบคลุม
ถึงผู้ดูแลผู้ป่วยซึ่งเป็นญาติหรือสมาชิกในครอบครัวของผู้ป่วย รวมทั้งมีเป้าหมายของ
การดูแลสุขภาพของผู้ป่วยและครอบครัวเพื่อการเพิ่มคุณภาพชีวิตและเลือกวิธีการ
รักษาพยาบาลโดยไม่ได้ขึ้นอยู่กับการพยากรณ์โรคแต่เพียงอย่างเดียว
– ตัวอย่างเช่น การดูแลผู้ป่วยแบบประคับประคองภายในโรงพยาบาล และการดูแล
ผู้ป่วยแบบประคับประคองที่บ้านหรือในชุมชน เป็นต้น
– ครอบคลุม “การดูแลในระยะสุดท้ายของชีวิต” (end-of-life care or hospice care)
ซึ่งรวมถึงการดูแลสมาชิกภายในครอบครัวของผู้ป่วยซึ่งต้องรับมือจัดการกับความตาย
และความสูญเสียบุคคลอันเป็นที่รัก
